The 1993 Radiocommunication Assembly by its Resolution ITU-R 2 decided that preparatory studies for a WRC are to be carried out by a Conference Preparatory Meeting (CPM). The CPM for each conference will normally hold two meetings during the interval between WRCs. Results of the first meeting The first Conference Preparatory Meeting was held in Geneva from 15 to 17 February 1994. It organized and coordinated conference preparatory studies for WRC-95 and WRC-97 and proposed a structure for the report to WRC-95, based on the agenda for these two WRCs. Ninety-nine participants from 35 Administrations, 12 Recognized Operating Agencies and 5 International Organizations attended the CPM. The meeting considered 21 contributions and prepared and approved the following documents: Structure of the consolidated report of the ITU-R Conference Preparatory Meeting (CPM-95) to the World Radiocommunication Conference, 1995 (Document CPM94/22 (Rev.1)) (see Annex 1) List of Radiocommunication Study Groups (Working Parties/Task Groups) involved in preparation for the 1995 World Radiocommunication Conference (related to WRC-95 Agenda items) (Document CPM94/21 (Rev.1)) (see Annex 2) List of Radiocommunication Study Groups (Working Parties/Task Groups) involved in preparation for the 1997 World Radiocommunication Conference (related to WRC-97 Preliminary Agenda items) (Document CPM94/23 (Rev.1)) (see Annex 3) Study of regulatory/procedural matters in preparation for WRC- 95 and 97 (Document CPM94/24 (Rev.1)) (see Annex 4) The meeting designated Mr. R.N. Agarwal from India as the Vice-Chairman responsible for organization and coordination of procedural/regulatory studies in the Working Party of the CPM. For organization and coordination of procedural/regulatory studies in the Working Party of the CPM see Administrative Circular CA/6 of 9 March 1994. It was agreed that the second meeting, proposed for 22 March - 5 April 1995, in Geneva, would prepare the CPM report to the World Radiocommunication Conference, 1995, in accordance with the structure agreed by this meeting. The programme of the meeting will be distributed at a later time. Inputs from the Study Groups, Working Parties and Task Groups will be submitted via the Chairmen of the relevant Study Groups according to the schedule (see Annex 5) but not later than 9 January 1995 and will be distributed by the Director. The CPM, in considering the volume of its report to WRC-95, agreed to keep its length to the minimum necessary to support its use by Administrations and delegations to the Conference. To this effect Study Groups (WPs/TGs) are invited to provide their contributions in a concise form to facilitate the CPM's work when compiling the consolidated report. Administrations of the Members of the ITU and other members of the Radiocommunication Sector wishing to take part in the second meeting of the CPM will receive an invitation at a later time to submit contributions and to register for documents. Introduction I.1 Origin and purpose of the CPM I.2 Organization of the CPM I.3 Participation I.4 Documents I.5 Presentation and structure of the report CHAPTER 1 1.1 WRC-95 agenda item 1 To review the Final Report of the VGE, and to consider related proposals from administrations, in order to undertake, as appropriate, a revision of the Radio Regulations and to provide a timetable for the implementation of outstanding recommended actions. 1.2 Analysis and discussion of options Recognizing that the WRC-95 would take decisions on the effect to be given to the recommendations of the VGE, it would be useful for the Administrations and the Study Groups to consider the implications of those recommendations as part of their preparatory work for the Conference. Note - The Study Groups may develop technical methods and operational techniques which could be used to facilitate the consideration of VGE recommendations on the basis of specific requests made by the VGE at its final meeting. CHAPTER 2 2.1 WRC-95 agenda item 2.1 and some aspects of agenda item 3 d) With a view to facilitating the use of frequency bands allocated to the mobile-satellite services and with due regard to existing services to which the frequency spectrum to be considered by the Conference is also allocated: a) review the technical constraints associated with the frequency bands allocated below 3 GHz to mobile-satellite services and associated provisions, resolutions and recommendations: - MSS allocations below 1 GHz; - MSS allocations between 1 and 3 GHz; b) review the date of entry into force of allocations in the bands 1 980 - 2 010 MHz and 2 170 - 2 200 MHz in Regions 1 and 3 and the bands 1 970 - 2 010 MHz and 2 160 - 2 200 MHz in Region 2; c) consider allocations and regulatory aspects for feeder links for the mobile-satellite services taking account of the interference that may be caused to satellite systems in the geostationary-satellite orbit. To the extent that WRC-95 decides to take action on agenda item 3d): consider requirements for the MSS and associated feeder links and, if necessary, adopt in 1995 limited allocations: - MSS spectrum requirements for the service link; - Feeder link requirements. 2.1.1 Technical and operational considerations Provide a brief description of the technical and operational conditions underlying the relevant existing allocations for the band(s) to be considered. Make reference to any relevant ITU-R Recommendations. Topics to be addressed might include: - service objectives; - system characteristics; - frequency aspects; - sharing/protection criteria. 2.1.2 Regulatory/procedural considerations A listing of the relevant provisions of the RR, ITU-R Recommendations, Rules of Procedure of the RRB, and Resolutions and Recommendatons of Conferences applicable to the bands to be considered. The list shall also indicate any other provisions of the RR that the Conference may need to review as a consequence of its decisions. 2.1.3 Analysis and summary of options This section should contain a summary of the results on the above matters as well as regulatory/procedural related matters contained in Chapter 4. Sharing anomalies (if any) among existing allocation users. Options for resolution of such anomalies. Analyse feasibility of reducing technical constraints to mobile-satellite services while continuing to provide adequate levels of protection for existing systems. Technical/operational discussion. Regulatory/procedural discussion. Options considered, state advantages/disadvantages for each option. Reconcile differences in approach to the extent possible. 2.2 WRC-95 agenda item 2.2 To consider power limits for earth stations in the Earth exploration-satellite, space research and space operation services in the band 2 025 - 2 110 MHz. 2.2.1 Technical and operational considerations Provide a brief description of the technical and operational conditions underlying the existing allocations in the band 2 025 - 2 110 MHz. Make reference to any relevant ITU-R Recommendations. Topics to be addressed might include: - service objectives; - system characteristics; - frequency aspects; - sharing/protection criteria. 2.2.2 Regulatory/procedural considerations A listing of the relevant provisions of the RR, ITU-R Recommendations, Rules of Procedure of the RRB, and Resolutions and Recommendatons of Conferences applicable to the band 2 025 - 2 110 MHz to be considered. The list shall also indicate any other provisions of the RR that the Conference may need to review as a consequence of its decisions. 2.2.3 Analysis and summary of options This section should contain a summary of the results on the above matters as well as regulatory/procedural related matters contained in Chapter 4. Sharing anomalies (if any) among existing allocation users. Options for resolution of such anomalies. Analyse feasibility/implications of applying power limits to earth station emissions in this frequency band. Technical/operational discussion. Regulatory/procedural discussion. Options considered, state advantages/disadvantages for each option. Reconcile differences in approach to the extent possible. 2.3 WRC-95 agenda item 2.3 To review Resolution No. 112 in the light of the results of studies carried out in application of that Resolution and take appropriate action. 2.3.1 Technical and operational considerations Provide a brief description of the status of technical studies being conducted in response to Resolution No. 112. Introduce any ITU-R Recommendations resulting from these studies. Identify other technical implications resulting from these studies, and further studies if required. Describe operational conditions underlying the existing allocations for the bands around 14 GHz. Topics to be addressed might include: - service objectives; - system characteristics; - frequency aspects; - sharing/protection criteria. 2.3.2 Regulatory/procedural considerations A listing of the relevant provisions of the RR, ITU-R Recommendations, Rules of Procedure of the RRB, and Resolutions and Recommendatons of Conferences applicable to the bands around 14 GHz to be considered. CHAPTER 3 3.1 WRC-95 agenda item 3 To consider the following items, taking into account the work carried out by the study groups and the Conference Preparatory Meeting of the Radiocommunication Sector, with a view to WRC-97 taking action, as appropriate: a) Appendices 30 and 30A for Regions 1 and 3 in response to Resolution No. 524 (WARC-92), and taking particular account of resolves 2 of that Resolution and with due regard to the advantage of taking into account, where practicable, the orbital arcs of Appendix 30B; b) Resolution No. 712 (WARC-92); c) the availability of the newly-allocated HFBC bands; d) requirements for the MSS and associated feeder links and, if necessary, adopt in 1995 limited allocations. (Not covered under § 2.1.) 3.2 Technical and operational considerations In respect of items 3.1 a), b), c) and d), provide a brief description of the status of technical studies being conducted in preparation for consideration of these urgent issues by WRC-97. Identify any ITU-R texts resulting from these studies. Discuss any urgent or special difficulties encountered in conducting such studies, and describe any problems which may prevent the completion of studies in time for consideration by WRC-97. 3.3 Regulatory/procedural considerations In respect of items 3.1 a), b), c) and d), provide a listing of the relevant provisions of the RR, ITU-R Recommendations, Rules of Procedure of the RRB, and Resolutions and Recommendatons of Conferences applicable to the bands to be considered. 3.4 Analysis and summary of studies Identify relevant issues which require further study prior to consideration by WRC-97. Propose a work plan to accomplish this further study, for submission to the first meeting of CPM preparing for WRC-97s. Identify urgent or special difficulties that may be anticipated, and consider the need for treatment of these difficulties in Study Groups. Report status of studies to WRC-95 and RA-95, with Recommendations for action in respect of any studies which are anticipated to be difficult, or are anticipated to remain incomplete by the date of WRC-97. CHAPTER 4 This chapter should contain the results of the work of the Working Party of the CPM dealing with regulatory/procedural matters. CHAPTER 5 5.1 Agenda item 5 In accordance with Resolution No. 94 (WARC-92), to review those Resolutions and Recommendations of World Administrative Radio Conferences which are relevant to agenda items 1 to 3 above with a view to their possible revision, replacement or abrogation: 5.2 Technical and operational considerations Technical and operational considerations which must be taken into account prior to any revision, replacement or abrogation of the Resolutions and Recommendations pertaining to agenda items 1 to 3. 5.3 Regulatory/procedural considerations Identify any regulations or procedures which must be taken into account prior to any revision, replacement or abrogation of the Resolutions and Recommendations pertaining to agenda items 1 to 3. 5.4 Analysis and summary of options Analyse the options identified for consideration by the Conference in Chapters 2 and 3, in the light of §§ 5.1 and 5.2. Identify anomalies (if any) between service/system needs, existing regulations/procedures, and possible disposition of each Resolution or Recommendation to be considered. Suggest possible solutions to such anomalies. ANNEX The contents of this Annex should be one copy of each ITU-R Recommendation which is referred to in the text of the preceding Chapters. Bearing in mind the need to minimize the length of the CPM report, it is not planned to reproduce in this Annex the supporting annexes to ITU-R Recommendations. APPENDIX Status of studies in preparation for the World Radiocommunication Conference, 1997 (other than those studies addressed in Chapter 3) From WRC-97 Preliminary Agenda, Resolution No. 2 (WRC-93). Agenda item 1 The urgent issues referred to in this agenda item are most likely those which were also identified in resolves 3 of Resolution No. 1 (WRC-93), Agenda for the 1995 World Radiocommunication Conference. Status of preparations for these issues can be found in Chapter 3. Agenda item 2 This section should include: 1) the status of ITU-R studies called for in the Resolutions listed in 2.1 (except Resolution No. 712 (WARC-92) which is discussed in Chapter 3), and the Recommendations listed in 2.2; 2) the status of work progress towards any new ITU-R Recommendation(s), with expected date(s), and identification of anticipated urgent or special difficulties, and 3) a full description of the difficulties encountered in the case of any studies which may not be completed in time for consideration by WRC-97, with suggestions as to what actions might be taken to improve the work process. Agenda item 3 This section should include: 1) the list of relevant ITU-R Recommendations, with completion dates and comments, if appropriate, on the continued validity of the content (particularly for older Recommendations); 2) the status of work progress towards any new ITU-R Recommendation(s), with expected completion date(s), and identification of anticipated urgent or special difficulties, and 3) a full description of the difficulties encountered in the case of any studies which are not foreseen in time for consideration by WRC-97, with suggestions as to what actions might be taken to improve the work process. The first Radiocommunication Assembly subsequent to the APP (Geneva, 1993) adopted Resolution ITU-R 2, establishing the basic framework and working methods for the Conference Preparatory Meeting. That Resolution provides for a Working Party of the CPM to carry out the studies related to regulatory/procedural matters, such as work related to the development of regulatory procedures for the notification and coordination of frequency assignments. Study of regulatory/ operational and regulatory/technical matters, which could include, respectively, such matters as the procedures affecting the operational discipline of the maritime-mobile service, as well as sharing and coordination criteria, calculation methods, trigger values of pfds, etc. would be done by the Study Groups. The development of the procedural framework of such regulatory/technical and regulatory/operational matters could be referred to the Working Party of the CPM, as appropriate. CPM related activities The agenda for CPM-94 includes "organization of preparatory studies associated with regulatory/procedural matters" (item 3), as well as development of a "proposed detailed structure of the report of the CPM to WRC-95" (item 5), ... "WRC-97" (item 7). To organize the preparatory studies of regulatory/procedural matters it is important to establish a framework within which the studies should be conducted. Principles and guidelines - Based on extensive preparatory work, the Radiocommunication Assembly (Geneva, 1993) established the Working Party of the CPM to address regulatory/procedural matters. CPM-94 will start preparations for WRC-95 and 97 and will address a number of important issues. To facilitate the efforts of the Working Party the following principles and guidelines should be used: 1) all work will be task oriented; 2) the initial source of tasking will be the CPM; 3) tasking shall be based on the agendas for both WRC-95 and 97 - 97 tasking should address long lead time items; 4) the Study Groups should identify those work products that may require a regulatory and procedural framework based on technical and operational preparatory tasks assigned to them and should communicate this to the Working Party as a matter of urgency; 5) where necessary Task Groups or Working Parties should assign a Rapporteur or liaison person to the Working Party of the CPM. This individual would provide information, via correspondence, to the Working Party Chairman regarding the scope and progress of preparatory work; 6) in conjunction with the Director and based on inputs from the designated Rapporteur(s) and contributions from administrations, the Chairman of the Working Party will develop a work programme and schedule; 7) to facilitate the work, the Chairman of the Working Party would circulate draft documentation to members and develop a detailed agenda and framework for the work. Tasking of the Working Party - The Working Party of the CPM would have to be "tasked" by the CPM and be responsive to projected requirements elaborated on by the Study Groups, relevant Task Groups, Working Parties or by administrations. Hence, work of a regulatory/procedural nature would occur when sufficient progress has been made on the technical and operational work in the relevant Task Groups or Working Parties. Although some work will be carried out normally by correspondence, it is anticipated that a majority of the regulatory/procedural work will occur during the meeting of CPM-95.
