Group of
Experts on Stable Procedures for the Election of
Member States to the
Council, Elected Officials and
Members of the Radio Regulations Board
In pursuance of Resolution 78
(Minneapolis, 1998)
on stable election procedures, the Council decided at its June 2001 session
to set up a Group of Experts under the chairmanship of Germany. The German
Administration appointed Mr. Peter Voss to chair the group.
The group is specifically entrusted with
the task of preparing a proposal for the procedures for the election of Member
States to the Council, elected officials and members of the Radio Regulations
Board, to be submitted to the Council for its consideration at the 2002 session.

and C2001/127.
In addition, the group will also have to
take into consideration in its work the terms of Recommendation 24
of the Working Group
on Reform, under which the deadline for presenting candidates would be two weeks
before the start of the Plenipotentiary Conference.
The Group of Experts, which will be open
to participation by all Member States, will conduct its work by electronic
means, as decided by the Council. For further information see Information

In order to facilitate the work of the
Group and achieve maximum efficiency, it was provided with a
first draft of the election procedures prepared by the Chairman of the group in
collaboration with the Legal Affairs Unit of the ITU General Secretariat.
Pursuant to its work and as mentioned in
CL No. 141 of 25 September 2001, the provisional
report of
the Group
was submitted to Member States for comments and was duly revised by the Group in light of comments received, particularly with regard to
text
appearing in square brackets.
The report of
the Group
has now been finalized and will be submitted to Council 2002 for consideration.
