Session 6: ITU Global Cybersecurity Agenda: Towards an International Roadmap for Cybersecurity

Dear Mr. Secretary General,
Your Excellences,
Distinguished Ladies and Gentlemen,

On behalf of the Administration of the Russian Federation I am very pleased to welcome all the participants of the ITU Council High Level Segment.
At present the problem of the providing of the international information security becomes as one of the priority tasks of world society.

The information security problems are actively discussed at many international Fora, including UN and ITU. Taking into account real and potential threats to the world stability there is a great attention in Russian to this issue.

We pay great tribute to the timely ITU initiative and to the personal contribution of Hamadoun I. Touré, the ITU Secretary General, to the implementation of the “Global Cybersecurity Agenda” and to the ITU promotion as the leading UN agency in the information security strategic task solution.

The topic of the information (cyber) security is one of the important trends in Russia and a special attention is paid to our great wealth - young generation. Already in the autumn 2007 before school year 52 000 schools all around the country were connected to the world Internet network.

And our active position to the country information infrastructure is understandable. We are keen to develop our facilities in this field, we initiate the discussions and different national, regional and international activities.

The threats of the info-technology character in cyber space are multisided and whey are connected, for example, with the infringement of a critical infocommunication infrastructure integrity, saved, transmitted and processed information, non authorized access to it, spam, especially through mass communication means and so on.

It is necessary to stress that the terms “cyber security” and “information security” are treated up to now differently. That’s why it is a clear necessity to develop a clear definition and international regulations in the information security field and in this connection the role of ITU is of a great importance.

A new technology implementation, in particular infocommunication requests the development of new rules, and implementation procedures for existing principles realization in the international relations.

The one of Ten Tables “Don’t steal” is now actual as well, but the sense of this Table is different. It is necessary to develop the implementation guidance for basic relations principles in new environment. And ITU Telecommunication Development Sector has already gained much in the positive practice experience exchange concerning information security.

It is necessary to promote the international coordination level in the field of the network and system information security ensuring, to prevent and contra act the destructive information impact.

The following principles are the basis for the Russian Federation activities in the field of national information security system construction and for the contribution to the development of international information security system:

  • insurance of the security to the states - members of the international community granting their sovereignty in the national information environment,
  • observation of the Charter of the United Nations, other international institutes, responsible for mutual agreements for security insurance,
  • the development and step-by-step integration of regional and other information security systems into integrated system of international information security insurance,
  • the utilization of the potential of the bilateral and multilateral cooperation for developing and strengthen the international information security.

The complexity of global security problem dictates the necessity of close international cooperation, reforming of the existing international legal instruments and finding of new solutions. Under these conditions it seems to be very important to continue and to promote the active ITU activity in coordination of the international efforts to provide international security. We understand the initiative formulated by the ITU Secretary General at the opening of the present Council session to provide the protected and suitable information communication environment for children and for the youth as the principle world wealth.

We support this initiative and consider it as the integrated element of the great ITU activity in major information security directions.

The administration of the Russian Federation expresses its support to the ITU activity in the information security field and intents to continue actively participate in the Union activity and promote to strengthen its authority and influence in global information society.
