Aarti Holla-Maini is the Director of the UN Office for Outer Space Affairs (UNOOSA), having taken up post on 18<sup>th<\/sup> September 2023 following her appointment by United Nations Secretary-general Ant\u00f3nio Guterres.\n\nMs. Holla-Maini brings over 25 years of experience in the space and satellite sector, working predominantly with international organizations and regulators. Prior to the United Nations, she held the post of Secretary-General of the Global Satellite Operators Association.\n\nMs. Holla-Maini is a recognized leader with a strong track record in forging public-private and cross-sector partnerships; high-level advocacy at the international level; strategic communication and managing diverse stakeholders. Under her leadership, Ms. Holla-Maini expanded the association from being a regional organization to a global one representing commercial satellite operators around the world.\n\nShe was one of the chief architects of the Crisis Connectivity Charter established in 2015 for emergency telecommunications via satellite with the UN World Food Programme\u2019s Emergency Telecommunications Cluster and has, on multiple occasions, secured recognition and policy support for space technologies to play their rightful role in connecting the unconnected, in Europe, Africa and beyond.\n\nThe appointment of Ms. Holla-Maini comes at a time when activities in space are being increasingly driven by the private sector. He is currently leading ATON Space Technology, which successfully graduated from the first-ever Space Tech Incubator in Saudi Arabia in November 2024. In addition, ATON Space was certified by the Technology Sandbox of the Communications, Space & Technology Commission (CST), KSA, in February 2025.\r\n\r\nA recognized figure in the regional and international space industry, Prof. Abdel-Aziz has played a vital role in bridging the gap between academic research and practical space applications. His team is dedicated to monitor and ensure the effective and precise deployment of satellites in geostationary and non geostationary orbits in conformity with the Radio Regulations, as well as the treatment of cases of harmful interference affecting space services.\n\nMr. Ciccorossi advises ITU Member States, Sectors Members and ITU intersectoral groups on technical regulatory matters of space services, including those related to space sustainability activities in the context of ITU and the Radiocommunication Bureau.\n\nPrior to the current position, he has taken the following responsibilities:\n<ul>\n \t<li>Acting Head of the Satellite Systems Coordination Division at the International Telecommunication Union (ITU).<\/li>\n \t<li>Chairman of the 22nd. Timothy Adi Ashong is the Director General of the Regional African Satellite Communications Organisation (RASCOM), with over 20 years of experience in telecommunications, spectrum management, and satellite regulation.\n\nHe began his career in 2002 as a Technician with Ghana\u2019s first Internet Service Provider, where he gained hands-on experience in network operations and early internet infrastructure. From 2009 to 2023, he worked with the National Communications Authority (NCA) of Ghana, serving in various capacities and playing a key role in shaping national and regional satellite policy frameworks.\n\nMr. Ashong has been actively involved in the work of the International Telecommunication Union (ITU) since 2010, serving as Vice-Chair of ITU-R Study Group 4 during WRC-15 and WRC-19, and contributing to the ITU's global regulatory processes, including at WRC-23 in Dubai. <span data-teams="true">Dr. Halim Yanikomeroglu is a Chancellor\u2019s Professor and the Director of the Non-Terrestrial Networks (NTN) Lab at Carleton University, Ottawa, Canada. <\/span>\r\n\r\n<span data-teams="true">His research interests cover many aspects of wireless communications and networks, with a special emphasis on NTN in the recent years. <\/span>\r\n\r\n<span data-teams="true">His extensive collaborative research with industry resulted in 40 granted patents. Dr. Yanikomeroglu is a Fellow of the IEEE, the Engineering Institute of Canada (EIC), the Canadian Academy of Engineering (CAE), and the Asia-Pacific Artificial Intelligence Association (AAIA). He is a Distinguished Speaker for the IEEE Communications Society and the IEEE Vehicular Technology Society, and an Expert Panelist of the Council of Canadian Academies (CCA). Dr. Yanikomeroglu is currently serving as the Chair of the Steering Committee of IEEE\u2019s flagship wireless event, Wireless Communications and Networking Conference (WCNC). <\/span>\r\n\r\n<span data-teams="true">He is also a member of the IEEE ComSoc Governance Council, IEEE ComSoc Globecom\/ICC Management & Strategy (GIMS) Standing Committee, IEEE ComSoc Conference Council, and IEEE PIMRC, IEEE FNWF, and ICTC Steering Committees. <\/span>\r\n\r\n<span data-teams="true">He served as the General Chair and Technical Program Chair of several IEEE conferences. Elina Morozova is Executive Director at the Intersputnik International Organization of Space Communications, which brings together Member States from Africa, the Americas, Asia and Europe. At Intersputnik, she heads the International and Legal Service and is responsible for relations with Member States and the United Nations system, including the Committee on the Peaceful Uses of Outer Space (COPUOS) and the International Telecommunication Union (ITU).\r\n\r\nHer expertise covers international space law and policy and the regulation of radio-frequency spectrum and satellite orbits for space communications. In the current ITU Radiocommunication Sector study cycle, Dr. Morozova serves as Editor of the ITU-R Handbook on best practices for the sustainable use of frequencies and associated non-geostationary-satellite orbits by space radiocommunication services, with finalization expected in 2027.\r\n\r\nDr. Morozova combines her institutional work with academic research and teaching. She teaches international space law and telecommunications law at St. Petersburg University, is invited to deliver guest lectures internationally, has published on satellite communications and other aspects of space activities, and serves on editorial boards of recognized academic journals.\r\n\r\nDr. Morozova holds master\u2019s degrees in International Law, International Business Law and World Economy, and earned her Doctor of Juridical Sciences degree from the University of Nebraska College of Law.
