Welcome to the latest edition of the Digital Transformation and Cities Digest!

Momentum is growing around digital transformation, smart sustainable cities, and the citiverse. This edition features outcomes from the September 2025 ITU-T Study Group 20 meeting, including new standards and a new working group on digital agriculture. It also offers updates on the Forum on Connected by Design in Geneva, UN Virtual Worlds Day in Turin, and the first UN Citiverse Challenge, while looking ahead to World Cities Day with UN-Habitat.

ITU-T Study Group 20 meeting (Geneva, 15-25 September 2025)

ITU-T Study Group 20: Internet of Things, digital twins and smart sustainable cities and communities met from 15 to 25 September 2025. With 360 participants and 226 contributions, the meeting approved 8 new international standards, reached first-stage approval of 21 standards (11 consented and 10 determined), and launched work on 57 new standards, pushing forward global collaboration on IoT, digital twins, and smart sustainable cities.

A major milestone was the completion of the first ITU standards on digital twins in the metaverse, marking a significant step toward interoperable, secure, and inclusive virtual worlds:

  • Recommendation ITU-T Y.4238 - Requirements for integrating virtual and physical worlds through digital twins in the metaverse
  • Recommendation ITU-T Y.4239 - Reference model for integrating virtual and physical worlds through digital twins in the metaverse
  • Recommendation ITU-T Y.4240 - Interoperability for integrating virtual and physical worlds through digital twins in the metaverse

SG20 has reached consensus to establish a new working group (Question) titled “Digital agriculture: From smart farm and production to safe and secure consumption”, reflecting SG20’s expanding role in supporting digital transformation across critical sectors.

In addition, the Joint Coordination Activity on IoT, digital twins, and smart sustainable cities and communities convened on 26 September 2025 gathering 165 participants.

Forum on Connected by Design: Building Inclusive Digital Infrastructure for Future-Ready Cities (Geneva, 15 September 2025)

Running alongside the SG20 meeting, the Forum on Connected by Design brought together global leaders, city innovators, and digital visionaries to explore how Digital Public Infrastructure (DPI) can make cities more inclusive, resilient, and human-centric.

Co-organized by ITU and UNU-EGOV, it featured real-world perspectives from Brazil, India, and Spain on digital identity, payment systems, ethical data sharing, and smart urban governance.

Webinar on Empowering Lives through People-Centred Smart Cities & Annual Meeting of U4ssc Initiative (Virtual, 31 October 2025, 11:00-15:30, CET)

As World Cities Day approaches, ITU and UN-Habitat will celebrate by co-organizing a global webinar to explore how digital tools and inclusive innovation can empower all residents, strengthen local governance, and build urban resilience. The webinar will take place on 31 October 2025, from 12:00-13:00 CET.

On the same day, the U4SSC Annual Meeting will be held from 11:00 to 12:00 and 13:30 to 15:15 CET. U4SSC—supported by 20 UN entities—is the United Nations’ leading platform for shaping cities that are people-centred, digitally inclusive, climate-resilient, and sustainable. The meeting will showcase the latest updates and outcomes from the Initiative.

UN Virtual Worlds Day 2025: Delivering on the Pact for the Future with AI-Powered Virtual Worlds (11-12 June 2025)

Over 650 global leaders, innovators, and changemakers gathered in Turin to chart the future of AI-powered virtual worlds. Co-organized by ITU and 17 UN partners, this landmark event delivered two milestones:

Save the date: UN Virtual Worlds Day 2026 will take place on 11 to 12 May 2026 in Geneva.

The 2026 theme is yet to be unveiled, but the conversation is already underway. What resonates most with you as we imagine the next chapter of AI-powered virtual worlds? More information will be available here.

UN Citiverse Challenge 2025: Designing digital public infrastructure of future cities

The 1st UN Citiverse Challenge, co-organized by ITU and 18 global partners, invited students and startups worldwide to design bold solutions for future cities across three themes: public services, resilience and sustainability, and cultural tourism.

  • Congratulations to Team DataLab, winner of the student category.
  • The startup prize winner will be celebrated at the 1st Citiverse Assembly in Valencia this November. More information will be available here.

City Snpashot, Quito, Ecuador

Sometimes, the best way to understand a methodology is to see it in action. The City Snapshot provides a visual overview on a city’s performance to benchmark in the KPIs for Smart Sustainable Cities. Quito has become the first city in the country to adopt and implement the U4SSC KPIs.

Verification Report, Quito, Ecuador

Alongside the Snapshot, Quito also completed an external verification of its U4SSC KPI data. This Verification Report confirms the reliability of the submitted data and highlights the areas where Quito is excelling, as well as where progress can continue.
