{"id":29,"date":"2023-11-30T09:57:46","date_gmt":"2023-11-30T09:57:46","guid":{"rendered":"https:\/\/www.itu.int\/bsg\/?page_id=29"},"modified":"2026-01-28T17:37:34","modified_gmt":"2026-01-28T17:37:34","slug":"bridging-the-standardization-gap-bsg","status":"publish","type":"page","link":"https:\/\/www.itu.int\/bsg\/","title":{"rendered":"Bridging the Standardization Gap (BSG)"},"content":{"rendered":"    <div class=\"ituContainer grid\">\n        <div data-span=\"12\">\n                                <h2 class=\"h3\">\n        Bridging the Standardization Gap    <\/h2>\n                            <div class=\"ituContainer\">\n<p class=\"wp-block-paragraph\">Bridging the Standardization&nbsp;Gap (BSG) between developing and developed countries is one of the top priorities under ITU-T&#8217;s operational plan. &nbsp;<a href=\"https:\/\/www.itu.int\/pub\/T-RES-T.44-2024\">WTSA Resolution 44<\/a> (Rev. New Delhi, 2024) outlines four programmes of activity to address these national and regional disparities:<\/p>\n<\/div>                            <div class=\"ituContainer\">\n<ul class=\"wp-block-list\"><div class=\"ituContainer\">\n<li><strong>Programme 1 \u2014 Strengthening standard-making capabilities<\/strong><br>Build the ability of developing countries to actively participate in creating standards. This includes training on ITU-T procedures, support for proposing new work, improving access to and exchange of technical information, and enabling remote participation.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li><strong>Programme 2 \u2014 Assisting with application of standards<\/strong><br>Help countries understand, adopt, and implement ITU-T Recommendations within their own contexts. This includes guidance on aligning national standards, establishing national standardization bodies, and providing tools and expert support where appropriate and feasible. These initiatives are implemented in collaboration between ITU-T and ITU-D.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li><strong>Programme 3 \u2014 Human-resource &amp; capacity building<\/strong><br>Develop the skills and expertise needed for standardization work. This includes workshops, online &amp; offline training, study group participation support (including fellowships), and encouraging experts from developing countries to take on leadership positions. Programme 3 emphasizes support for the participation of women, particularly with regard to emerging technologies, and taking into account geographical balance.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li><strong>Programme 4 \u2014 Fundraising &amp; resource mobilization<\/strong><br>Secure and manage financial resources to support Resolution 44 activities. Funds support training, technical assistance, expert participation, and capacity-building initiatives. The BSG Secretariat is grateful for the support already received from Member States for such initiatives, and welcomes opportunities to extend such partnerships.<\/li>\n<\/div><\/ul>\n<\/div> <\/h3>\n                            <div class=\"ituContainer\">\n<ul class=\"wp-block-list\"><div class=\"ituContainer\">\n<li><strong><a href=\"https:\/\/www.itu.int\/en\/ITU-T\/climatechange\/Pages\/default.aspx\">Environmental efficiency, e-waste and circular economy<\/a>:<\/strong> ITU supports the implementation of ITU-T standards and guidelines on environmental efficiency of ICTs, e-waste management and circular economy, including capacity-building and support to countries in applying harmonized approaches for resource efficiency and environmentally sound management of ICT equipment.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li><strong><a href=\"https:\/\/www.itu.int\/en\/ITU-T\/climatechange\/Pages\/default.aspx\">Measurement of environmental impacts and benefits of digital technologies<\/a>:<\/strong> ITU promotes the implementation of ITU-T standards to assess the environmental impacts and climate benefits of digital technologies, including the measurement of how the use of ICT solutions can help reduce greenhouse gas (GHG) emissions in other sectors, such as through the application of <a href=\"https:\/\/www.itu.int\/rec\/T-REC-L.1480\">ITU-T L.1480<\/a>.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li><a href=\"https:\/\/www.itu.int\/en\/ITU-T\/dfs\/seclab\/Pages\/default.aspx\"><strong>Digital Financial Services Security Lab<\/strong><\/a>: The DFS Security Lab implements the objectives of <a href=\"https:\/\/www.itu.int\/pub\/T-RES-T.89-2024\">WTSA Resolution 89<\/a> by providing technical support to regulators in emerging economies to build confidence and trust in the use of digital financial services through adoption of the DFS Security Recommendations (e.g., <a href=\"https:\/\/www.itu.int\/rec\/T-REC-X.1150\" data-type=\"link\" data-id=\"https:\/\/www.itu.int\/rec\/T-REC-X.1150\">ITU-T X.1150<\/a> and <a href=\"https:\/\/www.itu.int\/rec\/T-REC-X.1456\" data-type=\"link\" data-id=\"https:\/\/www.itu.int\/rec\/T-REC-X.1456\">ITU-T X.1456<\/a>), conducting security tests on mobile payment to assess compliance with the DFS Security Recommendations, and organizing DFS security clinics to provide technical guidance securing digital finance.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li><strong><a href=\"https:\/\/u4ssc.itu.int\/\">United for Smart Sustainable Cities (U4SSC)<\/a><\/strong> is a UN platform coordinated by ITU, UNECE, and UN-Habitat and supported by 20 UN entities, bringing cities and partners together to drive people-centred, sustainable digital transformation. It supports cities worldwide in implementing Recommendation <a href=\"https:\/\/www.itu.int\/rec\/T-REC-Y.4903\" data-type=\"link\" data-id=\"https:\/\/www.itu.int\/rec\/T-REC-Y.4903\">ITU-T Y.4903<\/a>, with more than 250 cities already using its globally recognized set of KPIs to measure, manage, and accelerate their transition toward smarter and more sustainable urban development.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li><a href=\"https:\/\/www.itu.int\/metaverse\/virtual-worlds\/\">The <strong>Global Initiative on AI and Virtual Worlds \u2013 Discovering the Citiverse<\/strong><\/a> is a flagship multistakeholder platform launched by ITU, UNICC, and Digital Dubai, with the support of 70+ global partners. It brings together cities, governments, industry, and innovators to shape AI-powered virtual worlds that are inclusive, trusted, interoperable, and grounded in real-world impact.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li><a href=\"https:\/\/www.itu.int\/en\/ITU-T\/C-I\/Pages\/default.aspx\"><strong>Conformity and Interoperability (C&amp;I)<\/strong><\/a>: In accordance with <a href=\"https:\/\/www.itu.int\/pub\/T-RES-T.76-2024\">WTSA Resolution 76<\/a> and <a href=\"https:\/\/www.itu.int\/dms_ties\/itu-s\/md\/22\/pp\/c\/S22-PP-C-0202%21%21PDF-E.pdf\">PP Resolution 177<\/a>, ITU enhances the Conformity and Interoperability of ICT products based on ITU Recommendations, maintains Testing Laboratories and Product Conformity databases, gathers feedback for further improvement, and assists developing countries to build capacity.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li><a href=\"https:\/\/www.itu.int\/en\/ITU-T\/studygroups\/com11\/sig-security\/Pages\/default.aspx\"><strong>Combating fraudulent communications<\/strong><\/a>: In accordance with <a href=\"https:\/\/www.itu.int\/pub\/publications.aspx?lang=en&amp;parent=T-RES-T.65-2024\">WTSA Resolution 65<\/a>, ITU strengthens trust in global telecommunications by developing signalling\u2011security standards using digital certificates to prevent spoofing, scam calls, and other fraudulent communications.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li><a href=\"https:\/\/www.itu.int\/en\/ITU-T\/studygroups\/com11\/counterfeit\/Pages\/default.aspx\"><strong>Combating counterfeiting and stolen ICT devices<\/strong><\/a>: In accordance with <a href=\"https:\/\/www.itu.int\/pub\/publications.aspx?lang=en&amp;parent=T-RES-T.96-2024\">WTSA Resolution 96<\/a>, <a href=\"https:\/\/www.itu.int\/pub\/publications.aspx?lang=en&amp;parent=T-RES-T.97-2024\">WTSA Resolution 97<\/a> and <a href=\"https:\/\/www.itu.int\/dms_ties\/itu-s\/md\/22\/pp\/c\/S22-PP-C-0202%21%21PDF-E.pdf\">PP Resolution 188<\/a>, ITU develops global standards and frameworks which could help to verify, detect, and block counterfeit and stolen ICT devices from telecom networks.<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li><a href=\"https:\/\/www.itu.int\/en\/ITU-T\/studygroups\/2022-2024\/16\/Pages\/sl.aspx\"><strong>Safe listening<\/strong><\/a>: ITU is working with the World Health Organization (WHO) to establish technical standards, raise awareness for the existing safe listening guidelines in <a href=\"https:\/\/www.itu.int\/rec\/T-REC-H.870\" data-type=\"link\" data-id=\"https:\/\/www.itu.int\/rec\/T-REC-H.870\">ITU-T H.870<\/a>, <a href=\"https:\/\/www.itu.int\/rec\/T-REC-H.871\">H.871<\/a> and <a href=\"http:\/\/H.872\">H.872<\/a>, and address the global risk of irreversible noise-induced hearing loss from recreational loud sound exposure.<br><br>Members are invited to propose implementation projects (<a href=\"mailto:tsbbsg@itu.int\">tsbbsg@itu.int<\/a>).<\/li>\n<\/div><\/ul>\n<\/div>                            <div class=\"ituContainer\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\"><div class=\"ituContainer\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n    <section>\n        <div class=\"ituContainer grid\">\n            <div class=\"ituCard alt\" data-span=\"12\">\n                <div class=\"content\">\n                    <div class=\"main\">\n                        <figure>\n                            <blockquote class=\"\"><em>ITU fosters collaboration to support innovation on a global scale. These events include:<br><br><strong>Contribution Clinics<\/strong>: <br>Held online one or two weeks before the Contribution deadline for a meeting, focussing on preparing and submitting Member inputs to study group or regional group meetings.<br><br><strong>Newcomer sessions<\/strong>: <br>Run during the first days of a meeting and led by the study group Chair or Counsellor, these events provide an opportunity for newcomers, including fellowship holders, to &#8220;meet and greet&#8221; the leadership team, share perspectives and priorities, and learn about current standardization work.<br><br><strong>BSG sessions<\/strong>: <br>Normally held during study group meetings, these sessions focus on a wide range of topics of interest to newcomers and experienced experts, including working methods, technical issues, etc. They include interactive elements and opportunities to ask questions and discuss standards-related matters.<br><br><strong>Ad-hoc BSG training<\/strong>: <br>Special sessions or events can be arranged at the request of Members to address specific training requirements.<br><br>Please contact the BSG Secretariat (<a href=\"mailto:tsbbsg@itu.int\">tsbbsg@itu.int<\/a>) or the <a href=\"https:\/\/www.itu.int\/en\/ITU-T\/studygroups\/2025-2028\/Pages\/default.aspx\">study group<\/a> secretariat for more information.    <\/p>\n                                    <\/div>\n            <\/div>\n        <\/div>\n                                       \n            <div class=\"accordion-card\">\n            <button class=\"accordion-card_header\">\n                <p class=\"accordion-card_title\"><strong>Regional groups of ITU-T study groups<\/strong><\/p>\n            <\/button>\n            <div class=\"panel\">\n                <div class=\"accordion-card_body\">\n                                                <p>\n        ITU-T regional groups are established at the request of study group experts to encourage engagement and \u00a0participation, particularly among developing countries, and focusing on regional issues (see <a href=\"https:\/\/www.itu.int\/pub\/T-RES-T.54-2024\">WTSA Resolution 54<\/a>). Partial fellowships are available to cover either travel or daily subsistence allowance. Note that demand for fellowships is high and applicants are encouraged to prepare strong applications aligned with the criteria for award.<br><br>1) Member State must have satisfied their obligations for participation, e.g., fulfil their financial commitments to ITU.<br><br>2) Registration and Fellowship requests must be approved by Member State focal point(s).<br><br>3) Applicants should communicate their suitability for selection, including: professional background and position; long-term commitment to ITU\u2019s work; academic and language proficiency; leadership potential; Contributions submitted.<br><br>4) Selection is based on the criteria above and equitable allocation, including: country, region, gender, delegates with specific needs.<br><br>Details, including deadlines, can be found in the meeting announcement.<br><br>Click<a href=\"https:\/\/www.itu.int\/en\/fellowships\/Pages\/default.aspx\">\u00a0here<\/a>\u00a0to find out more.    <\/p>\n                                    <\/div>\n            <\/div>\n        <\/div>\n                                       \n            <div class=\"accordion-card\">\n            <button class=\"accordion-card_header\">\n                <p class=\"accordion-card_title\"><strong>Language support<\/strong><\/p>\n            <\/button>\n            <div class=\"panel\">\n                <div class=\"accordion-card_body\">\n                                                <p>\n        TSB provides human and AI-assisted language support as set out in <a href=\"https:\/\/www.itu.int\/pub\/publications.aspx?lang=en&amp;parent=T-RES-T.67-2024\">WTSA Resolution 67<\/a> (treating all six languages of the Union on an equal footing).<br><br><strong>Human interpretation <\/strong>(spoken word), on demand and within budget restrictions. Interpretation is normally provided only for closing plenary sessions, where most study group decisions are made.<br><br><strong>Translation <\/strong>(written word): <strong>Human translation<\/strong> is provided for selected meeting documents and publications. <strong>Machine translation<\/strong>: formal meeting documents are available in all six languages automatically, while <a href=\"https:\/\/www.itu.int\/myworkspace\/Translate\">ITU Translate<\/a> provides translation on demand between selected pairs of languages.<br><br><strong>Captioning<\/strong>: <strong>Human captioning<\/strong> is provided on demand and within budget restrictions. <strong>Machine captioning<\/strong> is activated whenever possible depending on the remote meeting facilities in use.    <\/p>\n                                    <\/div>\n            <\/div>\n        <\/div>\n                                       \n            <div class=\"accordion-card\">\n            <button class=\"accordion-card_header\">\n                <p class=\"accordion-card_title\"><strong>Electronic working methods<\/strong><\/p>\n            <\/button>\n            <div class=\"panel\">\n                <div class=\"accordion-card_body\">\n                                                <p>\n        TSB is committed to delivering tools and services that support the engagement of all experts, particularly those from developing countries. The BSG programme works closely TSB system developers on initiatives that support <a href=\"https:\/\/www.itu.int\/pub\/T-RES-T.44-2024\">WTSA Resolution 44<\/a> (BSG) and <a href=\"https:\/\/www.itu.int\/pub\/T-RES-T.32-2024\">WTSA Resolution 32<\/a> (Electronic working methods).
