Ms. Judy Anderson, Project Manager, Spectrum Management Authority of Jamaica, Caribbean Telecommunication Union (CTU)
Judy Anderson is Project Manager at the Spectrum
Management Authority of Jamaica, the regulator for
wireless communications in the island. She is
presently overseeing the implementation of an
automated spectrum management system as well as
radio monitoring and direction finding systems at
the Authority. Prior to being assigned to the
project she performed in the role of Manager for
Monitoring and Inspection.
Ms. Anderson has over twenty years’ experience in
the field of telecommunications, and has worked
extensively with two-way radio, microwave, and
paging systems. She has a BSc. in Electrical
Engineering, a MSc. in Digital Technology, an MBA in
MIS and Finance, and a Diploma in Information
Technology. |
Mr. Clovis Baptista,
Executive Secretary of the
Inter-American Telecommunication Commission (CITEL)
CLOVIS JOSÉ BAPTISTA NETO is the Executive Secretary
of the Inter-American Telecommunication Commission (CITEL)
of the Organization of the American States (OAS).
Prior to becoming the Executive Secretary of CITEL
in March 2000, Mr. Baptista held several key
positions in Brazil including Head of the National
Telecommunications Agency's Office of International
Affairs and Special Adviser to the Minister of
Communications, International Affairs. He also
undertook major responsibilities as Head of
Department, Data Communications, Text and Telematic
Services as well as Deputy Superintendent,
International Network Operations in EMBRATEL (Empresa
Brasileira de Telecomunicacoes), before leaving the
company in 1995. Mr. Baptista has served as Chairman
of the Administrative Council of the Telephone
Company of Piauí (TELEPISA) and Member of the
Administrative Council of the Telephone Company of
Pernambuco (TELPE) from 1995 to 1997. He was an
active participant in the International
Telecommunication Union (ITU) and CITEL activities
as well as in the WTO negotiations on basic
telecommunications services, which led to the IV
Protocol to the GATS Agreement. He has spoken as
lecturer in several national and international
seminars and conferences regarding
telecommunications policy and regulation,
international relations and trade in the services
area organized by the ITU, WTO, academic
institutions and others. Mr. Baptista holds an
Engineering Degree in Telecommunications (1972),
from the Pontifical Catholic University of Rio de
Janeiro.

Mr. Marcos Castello Branco, Researcher, CPqD,
Brazil
Mr Castello Branco was born in Rio de Janeiro in
1956, has been graduated in Electronic Engineering
in 1979 at Universidade Federal do Rio de Janeiro
and got his MSc in Electric Engineer in 1982 at
Pontifícia Universidade Católica / RJ. Since then he
has been working in wireless area including for
several companies in Brazil. From 1982 to 1983 he
has worked for Brazilian Navy as assistant professor
of Electromagnetic Theory and Communication Systems
preparatory courses. In the same period he worked as
an antenna designer and test engineer in a RADIANT -
Sistemas Radiantes LTDA (a Brazilian antenna
manufacturer). From 1983 to 1984 has joined DACM –
Brazilian Navy Communication Department – as
technical responsible for VHF and UHF communication
equipments. From 1984 to 1986 he worked at EMBRATEL
– Empresa Brasileira de Telecommunicações – in the
engineering team for the Domestic Satellite
BRASILSAT project as a Radiocommunication
specialist. Since 1986 he has been working at
Fundação CPqD – Telecommunications R&D Center
(previously TELEBRAS Research and Development
Department) as a telecommunication researcher, where
has occupied several posts in the Radiocommunication
area as manager and project coordinator. In CPqD he
has participated actively as a technical coordinator
and RF engineer in the Brazilian Geostationary
Satellite Project – SGB and for wireless system
project to electric energy utilities companies. For
more than 20 years he has been following the ITU-R
Study Group 4 activities mainly through the Working
Parties 4A, 4B and 4-9S. He is presently
Vice-Chairman of Study Group 4 (Satellite Service)
in the ITU Radiocommunication Sector. |
Mr. Simao Campos, Counsellor, ITU-T SG 16, ITU
Simão Ferraz de Campos Neto joined the
secretariat of the ITU Standardization Sector in
2002, and is the Counsellor for ITU-T Study Group 16
(for standardization work on multimedia services,
protocols, systems, terminals and media coding). He
organized several workshops (e.g. Multimedia in NGN,
Telecoms for Disaster Relief, RFID, Standardization
in E-health; SIIT2005) and was the editor of the
first version of the ITU-T Security Manual.
Prior to joining ITU in 2002, Mr Campos worked for 8
years as a scientist in COMSAT Laboratories
performing standards representation and quality
assessment for digital voice coding systems, and
before that he was a researcher at Telebras’s R&D
Center (CPqD).
A Senior Member of the IEEE, Mr Campos authored
several academic papers and position papers, served
in the review committee of several IEEE-sponsored
conferences, and organized the first ITU-T
Kaleidoscope Conference. |
Mr. Omar de Leon,
Consultant, ITU
Es Director de Teleconsult, empresa especializada en

Mr. Heliomar Medeiros de Lima, Director of the
Department of Digital Inclusion Services, Ministry of Communication, Brazil
Degree in Electronic engineering degree from the
Federal University of Rio de Janeiro - UFRJ, Masters
and Doctorate Degrees from COPPE/UFRJ. MBA in
Strategic Management of Information Systems from the
Getúlio Vargas Foundation. Has published papers in
national and international journals. Has
published/presented papers in national and
international conferences. In the telecommunications
area of the Banco do Brasil, he was responsible for
project and installation of the corporate networks
which include the Satellite, Business TV, Voice and
Data Domestic, with more than 10.000 branches, and
International network in 26 countries outside
Brazil. Currently is Director of Digital Inclusion
Services of the Ministry of Communications. |
Ms. Regenie F. Ch. Fräser,
Secretary General, Caribbean Association of National
Telecommunication Organizations (CANTO)
Ms. Regenie Fräser is the Secretary General of CANTO
(Caribbean Association of National Telecommunication
Organizations) since August 2004. She holds a Master
of Arts Degree in Telecommunications from Michigan
State University and has served TELESUR
(Telecommunication Corporation Suriname) in several
positions between 1976 and 2003. She has increased
CANTO Membership with approximately 300% in the past
three years. |
Dr. Bruce A. Gracie, Industry Canada
Having completed a Ph.D. in 1976, Bruce Gracie has
worked in a variety of capacities in the Canadian
federal government responsible for
telecommunications and information technology
matters. He also participated in an exchange
programme with the Australian Department of
Communications over a period of 2 years. His current
duties include chairmanships of various
government/industry committees focused on the
preparations for ITU conferences and assemblies
(such as the 2010 Plenipotentiary Conference, the
2010 World Telecommunication Development Conference,
WRC-2011, and the 2008 World Telecommunication
Standardization Assembly). Among his recent
responsibilities at ITU were the following: Chairman
of the Finance and Administration Committee at the
2002 Plenipotentiary Conference, Chairman of the
2006 Council, Chairman of the Radiocommunication
Advisory Group from 2000 to 2007, and Chairman of
the 2007 Radiocommunication Assembly.
His current responsibilities include serving as ITU
Councillor for Canada, as well as Chairman of the
Commonwealth ITU Group, Chairman of the Council
Group on the Financial Regulations and Chairman of
the Council Tripartite Group on Human Resources
Management. He has been a member of the Council
Troika since 2005. |
Mr. Fabio Leite, Deputy Director,
Radiocommunication Bureau (BR), ITU
FABIO LEITE is Deputy-Director and Chief,
Informatics, Administration and Publications
Department (IAP) of the Radiocommunication Bureau,
International Telecommunication Union (ITU).
Since starting his career in ITU in 1987, Mr. Leite
has held different positions as satellite
communications engineer, Counsellor for mobile radio
services and for fixed wireless systems, and Project
Manager, International Mobile
Telecommunications-2000 (IMT 2000). He also served
as technical secretary in several World
Radiocommunication Conferences.
Before joining the ITU, Mr. Leite worked for
EMBRATEL, Brazil, responsible for the communications
system engineering unit of the first Brazilian
domestic satellite system, BRAZILSAT. Since 1980, he
participated in many ITU Radiocommuncation
conferences and meetings as member of Brazilian
delegations, responsible for technical and
regulatory issues. He was elected Vice-Chairman of
ITU Radiocommunication Study Group 4
(fixed-satellite service) in 1986.
Mr. Leite has Bachelor and Master of Applied Science
degrees in Electrical Engineering with
specialization in telecommunications. |
Prof. Ademir Lourenço, Researcher, FUCAPI,
Brazil
Mr. Ademir Lourenço received in 1982 his B.S from
the Department of Electrical Engineering at the
Universidade Federal do Amazonas in Brazil. In 1994,
he received a MSc. in Telecommunications from
UNICAMP in Brazil. Currently he is a Professor at
Department of Electrical Engineering at the
Universidade Federal do Amazonas and is responsible
for the hardware development of a STB for the
Brazilian standard of DTV at FUCAPI. |

Mr. Oscar Messano, Rapporteur of the Group

Oscar A. Messano is the Rapporteur of the group on
issues relative to Internet resources.
He is a businessman active in ICTs since 1974, and
with respect to institutions he is: Vice President
of CABASE – Argentina Internet Services Industry
Association; President of eCOM-LAC – Latin America
and Caribbean Federation for Internet and Electronic
Commerce; President of LACNIC – Latin America and
Caribbean Internet Addresses Registry; Board Member
of the Argentine Chapter of ISOC. With regards to
the academic sector, he is President of CCAT – High
Technology Training Institute, and with regards to
the private sector, he is CEO of Tecnomedia, a
digital multimedia company, and also Media Director
of Radionexo and NexoTV.

Mr. Riccardo Passerini, Head,

At present he is working in International
Telecommunication Union (ITU) – Geneva, as Senior
Telecommunication Engineer (Networks and Services)
in the Development Sector (BDT) , Technologies and
Network Development Unit (TND)
He has been dealing with Telecommunication Networks
since 1984 in Superior Institute of
Telecommunications and Information Technologies
(Italy) as chief of Networks and Services
Department. There, he has been responsible for
defining National Specifications, managing Type
Approval Process (Homologation) of Equipment and
Systems, co-ordinating International and National
Committee activities like ITU and ETSI meeting.
He has been also involved in activities related to
the regulatory aspects, like numbering and
interconnection, of the liberalization process of
Telecommunications in the European Countries.
He joined ITU at the beginning of 2001 as part of
permanent staff, after having been collaborating
with ITU since 1991 as Expert on Telecommunication
Networks and Services, being responsible of
Technical Specifications definition and Network
Planning for ITU projects in a number of different
Countries.
Mr. Passerini graduated in Electronic and
Telecommunication Engineering from University “La
Sapienza ”Roma” with Magna cum Laude in 1981. |
Mr. Fabrizio Savi, Public Affairs
Legislation Analysis, Telecom Italia
Fabrizio Savi is 52 and has been working in Telecom
Italia since 1982. A graduate in law, he is
currently in charge of the legislation and
regulation department in the Directorate for public
affairs.
Following his experiences of Head of international
regulatory affairs and of Telecom Italia
representative office in Bruxelles from 1995 to
2000, he contributed to the implementation of the
1999 European regulatory package in the Italian
legislation.
Currently, he is Rapporteur of the ITU-D SG2
question 10-2/1 “Regulation for licensing and
authorization of converging services”. |
Mr. Joe Richardson, Consultant, ITU
Mr. Richardson has supported international efforts
to address cybersecurity and critical information
infrastructure protection (CIIP) for the past
several years. He has spoken regularly at
international meetings on the need for coordinated
national efforts and was instrumental in elaborating
what has become the ITU Framework for National
Action on Cybersecurity and and CIIP, and the ITU
National Cybersecurity/CIIP Self Assessment Toolkit.
In prior work at the U.S. Department of State, Mr.
Richardson coordinated interagency and US
international efforts to develop and implement
cross-sector bilateral and multilateral policy,
systematic national action, and international
cooperation. He represented the United States on
issues of telecommunication and information at the
OECD, APEC, ITU and other international and regional
organizations. He has lived and worked in Munich
(Germany), Geneva (Switzerland), Lusaka (Zambia),
and Canberra (Australia) as well as in Washington,
DC. |
Mr. Paolo Rosa, Head, Workshops and
Promotion Division, TSB, ITU
Mr. Rosa received his degree in physics in 1974 in
Rome, Italy, and joined the R&D branch of the
Italian Ministry of Communication working on optical
fibers and transmission networks, on national and
international standards and leading quality control
teams.
He was head of national delegations for
standardization and research studies performed in
IEC, ITU, ETSI, CECC, COST and represented the
Italian Ministry of Communications in various
international institutions including the European
Commission task force for the G7 pilot projects on
the Information Society.
Paolo was appointed as expert and senior advisor by
the Italian Foreign Office, the UNDP and ITU for
telecommunication projects in various developing
countries worldwide.
In 1997 he joined the ITU-T secretariat in Geneva as
Counselor responsible for Study Groups 6 (Outside
plant), and SG 15 (Optical and other transport
networks). Since November 2004 he is the Head of the
Workshops and Promotion Division of the ITU
Standardization Sector.
He is author of several papers published in
international technical magazines and speaker and
lecturer in international conferences, seminars and
workshops. |
Mr. Kirk Sookram, Resource Planning and Management Engineer, Telecommunications Authority of Trinidad and Tobago
Kirk Sookram is presently employed as the Spectrum
Management Engineer at the Telecommunications
Authority of Trinidad and Tobago. He has served in
this capacity for over three (3) years. Before this,
he was employed as a Telecommunications Engineer by
the Ministry responsible for Telecommunications in
the Republic of Trinidad and Tobago.
Kirk is a national of the Republic of Trinidad and
Tobago, age 29, and currently resides there. His
qualifications include a Bachelors of Science Degree
(with Honours) in Electrical & Computer Engineering
from the University of the West Indies and a Masters
of Science Degree (Distinction) in Operational
Telecommunications from Coventry University, United
Kingdom. During his tenure at the Telecommunications
Authority, he has broadened his knowledge and
attained specialized training in spectrum management
and wireless technologies, through participation in
courses and workshops, for example, the ITU Online
Spectrum Management Course, and through attendance
in seminars and regional fora.
Kirk also serves as a Member of the Caribbean
Spectrum Management Task Force which was established
by the Caribbean Telecommunications Union. |
Mr. John Visser, Chairman, ITU-T
SG 19,
ITU
John Visser earned a Bachelor of Applied Science in
Electrical Engineering from the University of
British Columbia in Vancouver, Canada in 1973. After
gaining practical experience in divers areas within
military communications as an officer in the
Canadian Armed Forces, John joined Bell-Northern
Research, then the R&D arm of Nortel Networks, in
1978. Since then, he has been involved in many key
network standards, systems engineering, planning,
product design, and product line management support
activities for many years. He has an extensive
background in SS7, ISDN, Intelligent Networks and
mobile networks, and has held a series of positions
of increasing responsibility, both internally and
within standards bodies, in these areas over his
career with Nortel Networks. Together with prior
activities in ANSI T1, TIA, and other areas in ITU
T, and the 3G Partnership Projects, John is very
active in International Mobile Telecommunications (IMT
2000) standardization work in ITU T. In October
2000, John was appointed Chairman of the ITU T
Special Study Group (SSG) on "IMT 2000 and Beyond."
In October 2004, he was appointed Chairman of the
successor to ITU T Special Study Group SG 19 “Mobile
Telecommunication Networks”. The SSG/SG 19 has been
successfully globalizing the 3GPP and 3GPP2
specifications as adopted by their partner
organizations, and progressing the vision and
requirements for the core network infrastructure of
next generation mobile systems. The latter includes
inter-system mobility management, and the
convergence of fixed and mobile networks. John is a
member of the Advisory Board of the Advanced
Software Engineering Research and Training (ASERT)
Laboratories at the University of Ottawa and
Carleton University. He is also a guest lecturer at
Carleton University and a frequent speaker at
conferences and seminars. John is a Registered
Professional Engineer in the province of Ontario and
a member of IEEE. |
Mr. Juan Zavattiero, Head, ITU Americas Regional Office
Sr. Juan Zavattiero es Jefe de la Oficina Regional
de la UIT para las Américas desde 1992, es Ingeniero

Mr. Wayne R. Zeuch, Rapporteur of the Group
on Standards Coordination of the PCC.I/CITEL
Wayne Zeuch has led and contributed to
telecommunications standardization since 1987 with
the ITU (serving as ITU-T SG 11 Working Party Vice
Chairman for Intelligent Network Applications and
Protocols from 1997-2004) and with ATIS Standards
Committee T1 in the United States (serving as T1
Vice Chairman from 2000-2004). Wayne also served six
years (2002-2007) on the Board of Directors of The
Parlay Group (Application Interface and Web Service
standards). For the past nine years (1999-2008),
Wayne has been an active contributor to the
activities of CITEL PCC.I in the Working Groups on
Standards Coordination and Technology and as an
invited speaker at various workshops on Next
Generation Networks, Cybersecurity, Lawful
Intercept, IPv6, and Number Portability. He is
currently CITEL PCC.I Rapporteur for Standards
Coordination.
Joining Bell Labs in 1985, Wayne worked 23 years for
AT&T’s U.S. and international switching systems
engineering organizations and the standards
management organizations of AT&T, Lucent
Technologies, and Alcatel-Lucent. He holds a
Bachelor of Science degree in Physics from the
Illinois Institute of Technology, a Master of
Science degree in Nuclear Science from The
University of Michigan, and an MBA in Marketing and
Finance from the University of Chicago. |

Mr. Oscar Avellaneda, Senior Manager, NGN
Architecture, Industry Canada
Oscar Avellaneda (avellaneda.oscar@ic.gc.ca) is
presently Manager, NGN Architecture in the Spectrum
Engineering Directorate of the Canadian Department
of Industry. His responsibilities focus on the
impact of emerging services and technologies on
policy and regulation. Prior to his current
position, Oscar was with Bell-Northern Research Labs
and Nortel Networks in Ottawa, where he held a
variety of positions related to systems engineering,
product development, technical marketing support,
and network standards. He has been an active
participant in several standards development
organizations including ATIS, ITU-T and CITEL PCC.I.
He has directed the development of a number of
national and international standards and has
authored numerous technical publications and
contributions to standards committees. He holds a
Masters Degree in Electrical Engineering from McGill
University. |
