Mr Akossi AKOSSI (Secretary General of the African Telecommunications Union (ATU))
Mr Akossi AKOSSI is the current Secretary General of
the African Telecommunications Union (ATU) since
January, 2004, a Continental body entrusted with
building consensus within African countries and
coordinating African Common proposals in
international fora.
Mr. Akossi is a national of Cote d’Ivoire. He is a
degree holder in Computer Science and Management and
Systems and Communications Engineering from Ecole
Centrale De Lille and Ecole Nationale Superieure Des
Telecommunications De Paris in France respectively.
He was the Technical Advisor to the Minister and
Permanent Secretary in the Ministry of P&T from
1981-1984 and 1986-1990 respectively. He
successfully steered the liberalization process of
the telecommunication Sector in Cote d’Ivoire when
he was the Managing Director of Agence Des
Telecommunication De Cote d’Ivoire.
In his 28 years as a Telecommunication expert and IT
professional, he has grown through the ranks in both
private and public sector where he has acquired a
wide experience in managing the intricacies of
decision making processes both locally and
internationally and has contributed immensely to the
implementation of sectorial policies and innovative
investment projects in several African Countries. |
Mr Alan BRYDEN (Secretary-General, International Organisation for
Standardization (ISO))
Mr. Alan Bryden became Secretary-General of the International
Organization for Standardization (ISO) on 1 March 2003. He is the
Chief Executive Officer of the Organization which has its
headquarters in Geneva. Before joining ISO, Mr. Bryden was Director
General of the French national standards body, AFNOR; and between
1981 and 1999, he was Director General of the French national
testing laboratory (LNE). During that period, he founded Eurolab
(European Federation of Measurement, Testing and Analytical
Laboratories) and served as its first President from 1990 to 1996.
He began his career in metrology, notably with the USA's National
Bureau of Standards (today the National Institute of Standards and
Technology).
Mr. Bryden graduated in Paris from the Ecole Polytechnique in 1964
and the Ecole des Mines in 1969, and has a diploma in nuclear
physics from the University of Orsay, France. |
Ms Leslie DAIGLE, CTO, Internet Society
Leslie has been actively involved in shaping the Internet's
technical evolution for more than a dozen years. Her role with the
Internet Society is to provide strategic leadership on important
technical issues as they relate to ISOC's ongoing programs.
She has worked with the Internet Engineering Task Force (IETF) since
1995, and was an appointed member of the related Internet
Architecture Board (IAB) from March 2000 to March 2008. As the
elected Chair of the IAB from 2000 to 2007, Leslie steered the IAB
and the related IETF through a period of important industry and
institutional change by working with diverse technical groups to
align their interests and develop sustainable relationships.
Apart from her leadership role with the IAB, Leslie has been a strong promoter of the development of Internet identifiers
and directory systems, which allow for the creation of
standards-based, interoperable application protocols to support
end-users across Internet in their use of remote resources. She
recently published standards for DNS-based applications service
discovery.
Leslie has served as a panellist with the National Science
Foundation review committee, evaluating Internet-related research
proposals submitted for funding. She holds an M.Sc. in Computing &
Information Science from University of Guelph, and a B.Sc. in Math and
Computing Science from McGill University. Leslie was most recently a
Consulting Engineer at Cisco Systems. Previously she held the
position of Director of Directory Research at VeriSign, and Vice
President for Research at industry pioneer Bunyip Information
Systems, among others. |
Mr Paul EXCELL, Group Technology Officer, BT Group
Technology
Paul Excell is Chief Operating Officer in the BT Group Chief
Technology Office, responsible for leveraging BT’s investment in R&D
globally to deliver world leading innovation propositions to BT’s
customers. An Open Innovation Engagement programme allows customers
to address new business opportunities – driving growth, cost
reduction and long-term sustainable competitive advantage.
Paul has 29 years experience in BT covering a wide range of national
and international assignments. Previous to his current role, Paul
was Chief of Operations in BT Group Chief Technology Office
responsible for shaping the 21st Century Network Programme and Vice
President, BT Global Services with end to end responsibility for the
design, development, delivery, evolution and launch of BT’s
Internet, Data and Voice Services and Solutions.
Paul led the BT Internet engineering teams in the UK which put BT as
#1 in targeted markets and created BT’s leading UK/Global IP
platforms and the key platforms for Broadband Britain.
Paul is an alumnus of London Business School. He holds a Masters
degree in Information Systems from the University of Essex and an
Honours degree in Electronic Engineering from the University of
York. He is a Chartered Engineer and was a finalist for the Sunday
Telegraph National Management Awards. Paul passionately believes
that Open Innovation can be a ‘force for good’ by opening up
opportunities for everyone. He is also an Industry Member of the
Engineering Technology Board and champion’s access to Science,
Engineering and Technology opportunities for all.
Paul is married with two teenage children and outside of work is an
active rugby and cricket supporter. |
Mr Gary FISHMAN (Chairman of TSAG)
Mr. Fishman’s work experience of more than 40 years
with Alcatel-Lucent, Lucent Technologies, AT&T and
Bell Laboratories includes digital transmission
systems, system engineering, optical fiber, economic
studies, communication satellite services,
regulatory tariff filings, marketing and technical
standardization.
He has participated in and held leadership positions
in domestic and international standards bodies in a
variety of technical and policy areas since 1984,
including the current Chair of the Telecommunication
Standardization Advisory Group (TSAG) and membership
in World Standards Cooperation comprising the top
management of ISO, IEC and ITU-T. In 2006, Mr.
Fishman created the TSAG Young Delegates Group to
facilitate the effective participation and training
of new participants, mostly from developing
countries, to TSAG and the ITU-T. He has also been a
regular participant in the APT Standardization
Program (ASTAP) for many years.
Mr. Fishman is a member of the American National
Standards Institute (ANSI) International Policy
Committee and the ANSI Executive Standards Council,
and has participated on ANSI delegations to the
Pacific Area Standards Congress and the ISO General
Assembly. Mr. Fishman is a founding member and
currently Vice Chairman of the Board of the US ITU
Association (USITUA), an industry association whose
mission is to improve the interface between industry
and the US government as it relates to ITU and other
related bodies. |
Mr Marc FOSSIER (CTO, Orange)
Marc Fossier has been in charge of Technologies since September 5, 2005.
Marc Fossier joined France Telecom in 1988 as Head of the Industry Division at the Directorate of Industrial Procurement and International Affairs of France Telecom and later became Chief of staff of the Chairman and General Manager of France Telecom and Director of the Public Payphone-Card Division. In September 2000, he was appointed at the Executive Committee as Group Executive Vice President Consumer Wireline Services and Group Vice President Public Affairs. Since June 2004, he was Senior Vice President, Technologies and Innovation, within theTechnologies, Strategic Partnerships and New Usages Mission.
Mr Fossier is a graduate of the Ecole Polytechnique and the Ecole des Mines.
Mr Fossier is "Chevalier de l'Ordre National du Mérite".

H.E. Ambassador David GROSS (Coordinator for International
Communications and Information Policy (USA))
Ambassador David A. Gross has served since August 2001 as the U.S.
Coordinator for International Communications and Information Policy.
A graduate of the University of Pennsylvania and Columbia University
School of Law, Ambassador Gross began his career at the law firm of
Sutherland, Asbill & Brennan, where he became a partner specializing
in telecommunication issues. In 1994, he became Washington Counsel
for AirTouch Communications. Since joining the State Department,
Ambassador Gross has led numerous U.S. delegations to major
international telecommunication conferences, including delegations
to conferences of the International Telecommunication Union (ITU),
APEC, and the OECD and led the U.S. Government participation in the
U.N.'s World Summit on the Information Society. He has been a member
of the U.N. Information and Communications Technologies Task Force.
He has led interagency delegations to conduct bilateral discussions
with more than 70 countries, and provided commercial and policy
advocacy on behalf of U.S. companies worldwide. |
H.E. Mr Nguyen THANH HUNG, Vice-Minister, Ministry of Information and
Communications, Viet Nam
H.E. Nguyen Thanh Hung is vice minister of Ministry of Information
and Communications (MIC) of Viet Nam (August 2007 – present). He is
responsible for the fields of Posts and Courier; Legal Affairs;
Science and Technology; Intellectual Property Rights; Standards and
Quality; and International Economic Integration.
Mr. Hung received his Engineering degree in Germany in 1986. From
1986 to 1991, he worked as an engineer of Research Institute of
Posts and Telecommunications, Viet Nam. Then, he was appointed
Deputy Director General of Science Technology and International
Cooperation Department of Department General of Posts and
Telecommunications (DGPT), Vietnam from 1995 to 2002. After that, he
became Director General of International Cooperation Department of
Ministry of Post and Telematics (MPT) from 2002 to 2006. From March
2006 to July 2007, H.E. Hung was vice minister of MPT, Viet Nam. |
Dr Bilel JAMOUSSI (Board of Governors, IEEE-Standards Association)
A recognized Nortel and industry standards leader, Bilel currently serves on the highest leadership board (the Board of Governors) in the IEEE Standards Association (IEEE-SA). Also a member of the IEEE-SA Corporate Advisory Group and the Official Representative liaison from IEEE-SA to the ITU-T and ITU-D, he has gained these positions through years of effective engagement with not only the IEEE, but other standards groups as well. Bilel is a Senior Member of the IEEE.
With Nortel for 14 years, Bilel is a program and people leader/mentor, responsible for managing Nortel’s participation in more than 85 standards organizations. Bilel is a spokesperson for Nortel on standards and regulatory matters, as an invited speaker at the MPLS/Ethernet World Congress for the past 10 years, in the first Nortel podcast on WiMAX, and in more than 100 interviews on WLAN, Wireless Mesh, OLPC, and other topics. He has also authored more than 20 technical papers and served as guest editor of the 2007
IEEE Communications magazine on Carrier Ethernet. A prolific inventor, he has 22 patents/patent applications in such diverse areas as packet, optical, wireless, and QoS.
Bilel was born in Tunisia and is fluent in three languages (Arabic, French, and English). He received his BS, MS, and Ph.D. degrees in Computer Engineering from the Pennsylvania State University.

Mr Nasser KETANI, Regional
Standards Officer Africa and Middle East, Microsoft MEA
Nasser Ketani has 23 years of experience in ICT and Software
sector. He held various project and programs management roles
running Compilers and Real-time embedded systems in the aerospace
business. Then he spent 10 years at Rational Software (including 3
years at IBM Software) running various roles from Consulting to
Sales and Marketing. Nasser Kettani joined Microsoft 3 years ago as
the General Manager for the North Africa subsidiary.
During his tenure, Nasser has come across the Standards world at
several opportunities. He was Editor and Convener of ISO/SC22/WG9,
Real Time Rapporteur Group, who developed and managed through the
ISO process a library of Ada Real Time Extensions, he was chairman
of the AFNOR C++ WG, member of AFNOR SC22 board and member of the
POSIX WG.
Nasser authored several articles and is the main author of a major
book on UML (De Merise à UML). Nasser had also several teaching
positions, including teaching Software Engineering Best Practices at
University Paris Dauphine. |
Mr Asadjon KHODJAEV, Deputy Director-General of Communications and Information Agency of Uzbekistan
Mr. A. Khodjaev graduated Tashkent Electro-Technical Institute of
Communications in 1993. Qualification – Telecommunications Engineer.
Graduated the Academy of State and Public Construction under
President of the Republic of Uzbekistan. He has Master’s degree on
Discipline Basis and Principles of Market Economy. Since August 2004
he is Deputy Director-General of Communications and Information
Agency of Uzbekistan. He was First Deputy Director of “UzInfoCom” in
2003 and First Deputy Director-General of “Post of Uzbekistan” from
2001 to 2003. |
Mr Matthias KURTH (President, Federal Network Agency, Germany)
Matthias Kurth was appointed president of the former Regulatory
Authority for Telecommunications and Posts (Reg TP) in March 2001.
RegTP has since been renamed to Federal Network Agency (BNetzA).
BNetzA is the sector-specific competition authority for
telecommunications, postal, energy and railway markets in Germany
including frequency management and digital signature.
Mr Kurth joined BNetzA as Vice President in 2000. Prior he was since
July 1999 member of the management of Colt Telecom GmbH as Director
Business Development, Law and Regulation. From 1994 to 1999 Mr Kurth
worked as State Secretary in the Hesse Ministry of Economics,
Transport, Technology and European Affairs. Mr Kurth was member of
the Hesse Land Parliament from 1978 to 1994 and worked as lawyer in
Hesse.
Mr Kurth was as member of the Hesse government Representative of the
State of Hesse in the Regulatory Council for Posts and
Telecommunications, cooperating in framing the Telecommunications
Act and Representative of the State of Hesse in the Committee of the
Regions of the European Union, focusing trans-European networks,
information and communications technology, air transport. |
Mr Yoshiaki KUSHIKI (Senior Fellow,
Panasonic Corporation)
Yoshiaki Kushiki is the Senior Fellow of Panasonic Corporation in charge of standardisation and business-academia collaboration for R&D field. He was the former Managing Director of Panasonic Corporation, Member of the Board, in charge of Digital Network Technology and the former President of Panasonic Mobile Communications Co., Ltd.
He promoted the development and business of home appliances, DVD, SD, DTV, and related systems such as EPG and CAS for broadcasting stations. He also promoted the development of architecture, multi-media technologies, and CE-Linux software to ensure the above mentioned applications and services.
He is a member of the Council Board of ICT Standardization and Intellectual Property Promotion Center, a member of the Board of Directors of Japanese Standards Association, and the Board of Directors of Kansai Economic Federation. He was an expert member of Information and Communications Policy Site.

Mr Enno LIESS (Vice-President, International Electrotechnical
Commission (IEC))
Mr Liess began his term as IEC Vice-President on 1 October 2007 with
special responsibility for establishing the Market Strategy Board (MSB).
An electrical engineering graduate with a long international
military career, in 1992 he joined DKE, the German Commission for
Electrical, Electronic & Information Technologies (and German
National Committee of the IEC), becoming its Managing Director in
1997 and also serving as Secretary of the NC. From 2001 to 2006 he
was Chief Executive of VDE, the parent association for DKE, and has
additionally chaired the Board of EUREL, the Convention of National
Societies of Electrical Engineers of Europe. |
Mr Patrick MASAMBU, Chief Executive, Uganda
Communications Commission
Mr. Patrick Masambu, is the Chief Executive, Uganda Communications
Commission, the Regulatory Authority for Communications in Uganda.
Prior to his current position that he has held since January 2000,
Mr. Masambu worked for 2 years as Managing Director of Uganda
Telecom Limited, the incumbent telecommunications services provider
in Uganda at the time of sector reform. His other major regional and
international responsibilities in the past have included: Board
Member, Regional African Satellite Organisation (RASCOM), Chairman
of the Association for Regulators for Eastern & Southern Africa (ARICEA),
Chairman, African Advanced Level Telecommunications Institute (AFRALTI)
and Chairman, East African Regulators of Postal & Telecommunications
Organization (EARPTO). Currently, he is the Chairman, Commonwealth
Telecommunications Organisation (CTO) as well as Vice Chairman, ITU
Study Group 19, the study group responsible for mobility. He also
serves as a member of the International Advisory Committee, (Public
Utility Research Centre), University of Florida, USA. Mr. Masambu
holds B.Sc(Hons)(Engineering) and MBA degrees as well as a
Postgraduate Diploma in Telecom Systems Management. |
Dr Sebiletso MOKONE MATABANE, CEO, Sentech (South Africa)
Sebiletso Mokone-Matabane holds a BA degree in Political Science, a
Masters of Science degree in Radio & Television from Syracuse
University and a Ph.D. in Educational Administration from the
University of Texas at Austin in the USA. She has extensive
experience in the broadcasting, film and telecommunications sectors
in the United States and in South Africa. Her experience while in
the USA included serving as an instructional technology manager,
executive producer and manager of a college cable television
channel, teaching media courses at tertiary institutions, and
serving as a production supervisor for public radio and a commercial
television station.
In South Africa, she has worked as the Co-chairperson of the
Independent Broadcasting Authority and Project Manager of the
Tertiary Education Program Support. She also served as a member of a
number of government appointed task teams including the Selection
committee for the .ZA Domain Authority, Selection committee for the
board of the National Film and Video Foundation, Advisory member of
the National Research & Technology Foresight Project. Dr Sebiletso’s
current activities include serving as a member of the Presidential
National Commission on Information Society and Development; she also
serves on the Supervisory Board of the Cooperation Framework on
Innovation Systems between Finland and South Africa (COFISA), deputy
chairperson of the University of South Africa (UNISA) Council,
chairperson of Council of the Market Theatre, Chairperson of the
Gender Committee of the South African Broadcasting Association (SABA)
member of the South African Council for Space Affairs.
She received the BBQ Businesswoman of the Year Award for 2004, ICT
Leadership Award for 2006, the ICT African Businesswoman of the Year
Award for 2006, and the 2007 award South Africa’s Most Influential
Business Women in Business and Government in the ICT Category. She
is currently the Chief Executive Officer of Sentech Limited, and has
been with Sentech since 1997. |
H.E Dr Benjamin AGGREY NTIM, Minister of Communications, Ghana
Present Position and areas of expertise
Dr Benjamin Aggrey Ntim was appointed the Minister of Communications
by the President of the Republic of Ghana on 151 August 2007. Before
then he was the Deputy Minister of Communications since March 2005.
He is also the first Chairman ofthe Council of the Ghana Telecom
University College since it was set up in April 2005. Prior to this
he served as the Consultant Engineer for the Implementing Committee
for the establishment of the Faculty of Engineering Sciences at the
University of Ghana, Legon. Dr Ntim has wide experience in the
planning, management, monitoring and evaluation of institutions and
projects related to communications, energy, education, aviation and
science, technology and engineering.
Educational and Industrial Experience
Dr. Aggrey Ntim is an Engineer by profession and is a Member of the
Ghana Institution of Engineers. He received his B.Sc. (Engineering),
15t Class Honours in 1966 and then Ph.D. in Aeronautical Engineering
from London University. Thereafter, he worked for three years as a
research and design Engineer on turbine and compressor blades for
aircraft engines at Rolls Royce Ltd., Derby in England.
Teaching and Industrial Assignment at the University of Science
and Technology
In 1971, Dr Ntim returned to Ghana to become a lecturer in the
Faculty of Engineering at the University of Science & Technology,
teaching fluid mechanics. During the nine-year assignment at Kumasi,
Ghana, he also served as a UNESCO Professor at the Universities of
Nairobi and Dar-Es-Salaam and a visiting lecturer at Imperial
College, London University. He spent part of a sabbatical year at
McGill University in Montreal, Canada, working on research in
renewable energies. He served as a Director of Ghana Airways
Corporation during part of the period when he became the Deputy
Director of the Technology Consultancy Centre (TCe) at the
University of Science & Technology. In the latter capacity he was
responsible for the development of programmes to render technical
assistance to local industries and for the establishment of
university-sponsored small-scale industries in the country. Between
1974 and 1980 he served on the UNESCO International Working Group on
Engineering Education/Industry Co-operation.
International Assignment- UNESCO, Paris
He joined UNESCO-Paris, in 1980 as a Programme Specialist in
Engineering Education. For almost 16 years, he worked on various
programmes related to improvements in technician and engineering
education, promotion of linkages between technician and engineering
education and industry, measures to increase continuing education
for engineers and higher-level technicians, creation of awareness of
environmental factors and ethical issues among engineers and
technicians. He interacted with inter-governmental agencies
including UNIDO, FAO, WHO, ILO, the World Bank and UNEP and several
regional bodies in Europe, Asia, Latin-America and Africa.
International Assignment- UNESCO, Pretoria, South Africa
He was transferred from Paris to UNESCO-South Africa, Pretoria, as
the Sub-Regional Science and Technology Advisor in 1996. He rose to
become Director at the Office. During this period of international
assignment he worked with technician and research institutes,
universities, government departments and non-governmental
organizations and directed and supervised numerous programmes in
biotechnology, environmental science and management, renewable
energies in rural areas, science policy review and development and
improvements in science, technician and engineering education. |
H.E. Ambassador Ronaldo SARDENBERG (President of ANATEL, Brazil)
H.E. Ambassador RONALDO SARDENBERG is president of the National Telecommunication Agency
(Agência Nacional de Telecomunicações - Anatel) of Brazil (July 2007-present).
Ambassador Sardenberg played key consecutive roles in the United Nations (UN). He was appointed Permanent Representative of Brazil to the UN, in New York (1990-1994 and 2003-2007) and also elected president of the UN Security Council twice, in October 1993 and again in March 2004. Additionally, he was the Brazilian Ambassador to Moscow and Madrid (1985-1990).
Ambassador Sardenberg was chief of the Secretariat of Strategic Affairs of the Presidency of the Republic (1995-1998) and supervised communications security research activities and nuclear and outer space policies. The latter was also under his responsibility as minister of Science and Technology (1999-2002). He led national programs on Information Society, Biotechnology, Basic Industrial Technology, Meteorology and Climate Change.

Reinhard
SCHOLL (ITU-T)
Reinhard Scholl is Deputy to the Director of the ITU-T Secretariat (TSB) since September 2002. Previously he has been with Siemens in Munich, Germany and with ETSI (European Telecommunications Standards Institute). He received a Ph.D. in physics from the University of Illinois, USA.

Dr Stephan SCHOLZ (CTO, Nokia Siemens Networks)
Stephan Scholz is CTO and head of Research, Technology and Platforms
at Nokia Siemens Networks.
He joined Siemens in 1990 after graduating from the Technische
Universität München and the Max Planck Institute for High Energy
Physics. In 2003 he was appointed the Head of Carrier Development
worldwide at Siemens and was responsible for all carrier products
including softswitches, gateways and next generation applications
like IPTV, and their respective network management.
Previous to this, he was Senior Vice President of Wireline Networks
Carrier Convergence, Vice President of Product Management at
Siemens’ Wireline Networks Carrier Switching Division, and held
various sales, marketing and business management positions at
Siemens Information Communication Networks, in the United States
from 1997 to 1999. |
Dr Walter WEIGEL (Director-General, European
Telecommunication Standards Institute (ETSI))
Dr. Walter Weigel graduated from Technical University Munich in 1984 with Master of Science in Electrical Engineering and got in 1990 a Ph. D. on pattern recognition. Since 1.9.2006 he is the Director General of ETSI, the leading ICT standards organisation. Prior to this, Dr. Weigel had several responsibilities at Siemens AG, Germany.

Dr Yuji INOUE (President and CEO, Telecommunication
Technology Committee (TTC), Japan)
Yuji Inoue was born in 1948 in Fukuoka, Japan. He received the B.E.,
M.E. and Ph. D degrees from Kyushu University, Fukuoka, Japan, in
1971, 1973 and 1986, respectively, and was made an Honorary
Professor of the Mongolian Technical University in 1999.
He joined NTT Laboratories in 1973 and served there for 34 years.
While he was in NTT, he was active in ITU-T standardization on ISDN
(Integrated Services Digital Network), SDH (Synchronous Digital
Hierarchy) and TNA (Transport Network Architecture) during 1982 –
1992. After new business development in NTT Data, he was a board
member of NTT in 5 years to head NTT group’s R&D with 6000
researchers and engineers.
He moved to The Telecommunication Technology Committee, TTC in 2006.
He is currently the President and CEO of TTC. He is a fellow of
IEICE and IEEE. He wrote and edited many technical books. |
