Biographies
Alain Aina
(Lead Instructor, African Network Operators Group,
Togo (AfNOG))
Mr Aina is very active in technical networking activities throughout Africa.
He has more than ten years experience in network operations. He has been an
AFNOG workshop instructor since 2000. Mr. Aina is also very present in the
AfriNIC community, serving as Special Project Manager at AfriNIC since 2006.
He manages an IT expertise company which he founded in 2000 in Togolese
Republic(http://www.trstech.net).
Mr AINA is an Electrical Engineer and holds a degree on Computer systems
analysis. |
Adiel Akplogan (CEO, AfriNIC Internet Regional Registry,
Mauritius)
Adiel A. Akplogan is the Chief Executive Officer of AfriNIC Ltd., the Internet
Numbers' Resource Registry for Africa since 2004. With more than 15 years
experience in the Internet Technology environment, he has previously worked
as New Technology Director at CAFENet (an IT service company based in
Togo – 1994-2000), then as IS Manager of Symbol Technologies in France
(2001-2003). He has served as member of the UN Secretary General Internet
Governance Forum Advisors Group (IGF-MAG from 2006-2009), and in the
African Technical Advisory Committee of the United Nation Economic
Commission for Africa (ATAC/UNECA from 2005-2006) and the OIF
(Organisation Internationale de la Francophonie) group of Expert on Internet
Governance since 1999.
As CEO of AfriNIC, Mr Akplogan also serve as the Chair of the NRO
Executive Council (Number Resource Organization – www.nro.net) and was
involved with the setting up of several technical coordination bodies in Africa
such as the African Network Operators Group (AfNOG) where he serves as a
member of the Administrative committee and the African ccTLD Managers
Association (AfTLD).
Adiel is an Electrical Engineer and holds a M.Sc. in E-Business and New
Technology Management.
With a strong passion for Internet technology, he is one of the Internet
pioneers in West Africa where, in early 90’s, he setup and Manage one of the
very first private and independent Internet Service Providers in the region
(CAFENet).
He has also contributed and written several articles on Internet and IT among
which:

Jean-Paul Apata
(Telecommunication Engineer, Head of Numbering & Foresight,
Telecommunications Agency of Côte d’Ivoire)
Born in Abidjan on 12th February 1977, Jean-Paul Apata is an Ivorian. He had
his tertiary education at the University of Cocody Abidjan where he obtained
an Msc in Technical Sciences in 2000, majoring in computer and Automated
Electrotechnical Electronics at the Department of Training and Research in
the structure and Sciences of matter and technologies.
For a year he was head of projects with telecom service providers Wassi
Technology. He then won a scholarship from Côte d’Ivoire Telecom Agency to
pursue further studies at the Ecole Nationale Supérieure des
Télécommunications in Bretagne, France. In 2003, he obtained a degree in
telecom engineering, majoring in networks and mobile services, after 2 years
of study including an industrial attachment with France Telecom R+D in Paris
Region on GSM and UMTS network simulator.
He returned to his native Cote d’Ivoire in November 2003 and has since 2004
been an executive at the Agence des Télécommunications de Côte d’Ivoire
where he is head of Numbering and Forecasts. He takes part in the meetings
of Research Committee’s of ITU-T. |
Isaac Boateng
(Assistant Manager, Regulatory Administration, National Communications
Authority, Ghana)
Isaac Boateng has worked with the National Communications Authority (NCA)
since November 2003 and currently in charge of the development of national
ICT Standards and Type Approvals in the Regulatory Administration Division.
Prior to joining the NCA he briefly worked with Ghana Telecoms Company in
the transmission and switching departments. Mr Boateng holds a BSC Degree in
Physics from the Kwame Nkrumah University of Science and Technology, Ghana.
He has an in-depth knowledge, experience and contributes effectively in the
ITU-T Sector. He follows extensively and represents Ghana’s interest for
ITU-T Study Groups, SG 5 and SG 13 dealing with the Issues of the
Environment, Climate Change and Future Networks Including Mobile and NGN.
He played a very key and active role in the coordination and submission of
about twelve (12) African Common Positions to the WTSA-08.
He is now involved in the TSB global expert groups constituted to progress
work on the WTSA-08 Resolution 76: Studies related to Conformance and
Interoperability, Assistance to Developing Countries and a Possible Future
ITU Mark program.
He is a member of the ATU’s Working Group dealing with the Technical
standards and Regulatory aspect for the deployment of Powerline
Communications infrastructure in Africa. |
Pascal Doua
(Sub-Director, Type-approval and Standardization, Telecommunications Agency
of Côte d’Ivoire)
M. Doua Pascal, pendant 21 ans d’expérience dans le secteur des
télécommunications, a été respectivement chez l’opérateur historique (actuellement
Côte d’Ivoire Télécom) chef de division maintenance, chef de projet
téléphonie rurale à la Direction de la Planification de l’Ingénierie de 1990
jusqu’en 1997, puis chef de suivi des obligations des opérateurs notamment
celui de la desserte des zones rurales chez l’autorité de régulation de 1997
à 2002. Il est actuellement Sous Directeur de l’homologation et de la
normalisation à l’ATCI.
Depuis 2004, il participe aux travaux de l’UIT-T notamment à ceux de la
commission d’études 12 et au GCNT. Localement participe aux travaux de
Codinorm (Côte d’Ivoire Normalisation) en tant que membre du comité sécurité
sociétale. |
Bashir Gwandu
Executive Commissioner, Engineering & Standards, Nigerian Communications
Commission, Nigeria
Dr Gwandu is currently the Executive Commissioner for Engineering and
Technical Standards at the Nigerian Communications Commission (NCC). He
supervises Spectrum planning and management, Quality of Service Monitoring
and Network Optimization, Equipment Type-approval, Numbering Plan,
Allocation and Management.
He was the Executive Commissioner in Charge of Licensing and Consumer
Affairs of the NCC until June 2007. At Licensing, Dr Gwandu supervised the
Interconnect rate determination of September 2006 that led to improved
competition and resulted in a significant reduction in the telecom Tariff in
Nigeria; the Liberalization of International Gateway for GSM operators and
many other important regulatory policies of the NCC in from 2006 to 2007.
Dr Gwandu has designed many devices that are used in the telecom industry
some of which have been patented in Europe and United States. He is a
Chartered Electrical Engineer, a full member of the three main International
Electrical Engineering Institutes, (IEE UK, IEEE USA, and IEICE Japan) and
has published over 36 Electronic and Electrical Engineering Research papers.
Dr Gwandu was part of the Launch Committee of the recently Launched Nigerian
Communications Satellite (NigComsat-1), has represented Nigeria in many
Forums on Telecoms Regulations, and was until recently on the Board of the
NigComSat Ltd, and the Board of Digital Bridge Institute. He is currently on
the Board of NCC.
He holds a PhD in Electronic/Electrical Engineering from Aston University
and subsequently undertook an MBA Finance course at the Birmingham Business
School. |
Mohamed Haji (Manager, New Technonlogies, Communications
Commission of Kenya (CCK))
Born on 12 April 1973 in Mandera (Kenya), Mohamed Haji graduated from Moi
University in 1998 with a Bachelor of Technology Degree in Electrical and
Communications Engineering. He obtained a Master of Science degree in
Telecommunication and Information Systems in 2005 from University of Essex
(United Kingdom).
He joined Communications Commission of Kenya (CCK) in 2000 and worked as an
Assistant Engineer, Standards & Type Approval. In 2006 he was appointed as
Manager, New Technologies at CCK. |
Judit Katona Kiss (Counsellor, ITU-T SGs 5 & 12, ITU/TSB)
Judit Katona-Kiss graduated with a diploma in Electrical Engineering from
Technical University of Budapest, Hungary in 1975. She was a scientific
researcher for twelve years in the Research Institute of the Hungarian PTT,
she worked mainly in Computer aided transmission planning. In 1987 she
joined CCITT (now ITU-TSB) as engineer and now as counsellor for Study
Groups 5 and 12. |
Christopher Kemei
(Assistant Director/Licensing, Communications
Commission of Kenya)
Christopher has over eighteen years of professional experience in the
Telecommunications field. He holds an MSc degree in Telecommunications from
Coventry University, School of Engineering, UK and a BSc. from University of
Nairobi..
He has been with the Communications Commission of Kenya since inception in
1999 and has been instrumental in developing policies and regulations in
such areas as universal service, tariffs and unified licensing framework. |
Guy-Michel Kouakou
(Head of Service, Standardization and Access, Telecommunications Agency of
Côte d’Ivoire)
Guy-Michel Kouakou is the deputy chairman of the Research Committee 5 of
ITU-T which is responsible for the environment and climate change.
He is head of standardization and access at the Agence des
Telecommunications de Cote d’Ivoire (ATCI) in charge of developing technical
specifications applicable to networks and telecommunications services and
monitoring standardization work in national and international organizations.
Since 2007, he has been working on the issue of persons’ exposure to
electromagnetic works. He is a telecommunications engineer and a graduate of
Telecoms Bretagne in France. |
Jean-Jacques Massima-Landji, (Vice-Chairman of TSAG)
M. MASSIMA –LANDJI Jean-Jacques is an Engineer in Telecommunications and
Computer science graduated in Paris in 2003. As Senior Adviser to the
Ministry of Communications and Telecommunications of GABON, he is actually
posted in Geneva as the Permanent Representative of Gabon to ITU since 2004.
He spent four years in ITU at the BDT as Coordinator of Projects, from 2000
to 2004 after two years as Regional Director for Central Africa for ICO
Global Communications from 1998 to 2000.
He is Director of Posts and Telecommunications in the Gabon’s administration
and has managed the Telecommunications of his country during more than 10
years. He was the first Chairman and set up in 2001 the Regulatory Body:
“Agence de Regulation des Télécommunications du Gabon”, and has a proven
experience of more than 25 years in the field of ICT.
He has chaired several meetings in ITU World Conferences and has been
elected for the ongoing duties of Vice Chair of TDAG at WTDC-06 and Vice
Chair of TSAG at WTSA-08.
As senior expert Consultant of ATU, he has coordinated the African Common
positions for the last WTDC-06 and WTSA-08. |
Kwaku Ofosu-Adarkwa
(Chief Director, Ministry of Communications, Ghana)
Kwaku Ofosu-Adarkwa is a public sector management and reform specialist,
with more than 30-years in leadership and management position in the Ghana
Civil Service. He is the Chief Director of the Ministry responsible for ICT
and Telecom Policy Formulation in Ghana. He was a Team Member of experts
that formulated Ghana’s first ICT Policy, Strategies and Plan for
Socio-Economic Development.
On the international scene, he participated as a member of Ghana’s
delegation during the development of the global ICT Policy Declaration and
Action Plan for the World Summit on the Information Society in Geneva in
2003 and in Tunis in 2005. Kwaku is the Councillor of Ghana to the
International Telecommunications Union (ITU) and the Commonwealth
Telecommunications Organization (CTO).
Kwaku holds a B.A (Hons) University of Ghana, MSc HRM (Manchester),
Executive Master in e-Governance (EPFL, Switzerland). He is educated in ICT
Strategy formulation and e-governance (Sweden/Turin). He has to his credit
three publications on “re-engineering public sector reforms in an era of
ICT”. |
Joshua Peprah
(Director, Regulatory Administration, National Communications Authority,
Ghana)
An electrical and electronics engineer by training, Mr Peprah has over 30
yrs of experience in the ICT industry, beginning as a design and
applications engineer with the semiconductor division of Texas Instruments
(TI) in Dallas, Texas, USA; with an MBA in operations research and
marketing, he managed several digital logic design projects at ti and was a
member of the team that introduced the famous digital signal processor (DSP)
chip that has become an integral part of most telecom and computing systems.
As the director of regulations and licensing (now regulatory administration)
for the past 7 years, with the National Communications Authority (NCA) of
Ghana, Mr Peprah has contributed immensely to the liberalization and rapid
growth of the ICT/Telecoms market in Ghana, which now boasts of a little
over 50% penetration in total access lines (fixed and mobile), with several
of the world class operators represented.
He also has oversight responsibility for the frequency management division
of the NCA.
Mr Peprah has extensive experience through active participation in the ITU-T
system, and currently is part of the expert group working on the ‘itu mark’
project, after guiding its successful acceptance at the WTSA-08 last October
in Johannesburg.
He has been associated with ‘watra’ since its inception and has promoted its
ideals throughout the sub-region. |
Nii Narku Quaynor
(Operational Software Committee,
Government of Ghana)
Nii Quaynor graduated from Dartmouth College in 1972 with B.A (Engineering
Science) and received a Ph.D (computer science) specializing in distributed
systems in 1977 from S.U.N.Y at StonyBrook. Nii worked with Digital
Equipment Corporation in U.S.A from 1977 till 1992 when he retired and
returned to Ghana to establish the first Internet service operated by
Network Computer Systems (NCS) in West Africa in 1993.
Over the years Nii has served on several Boards including ICANN and had been
a member of the UN ICT Task Force and is a member of the Advisory Group of
the IGF. Nii had been at the UN as a Director of Enterprise Africa, a
regional business development organization. Nii is the Chairman of NCS and a
Professor of Computer Science at University of Cape-Coast, Ghana. Nii is
also the convener of the African Network Operators Group (AfNOG), a
technology transfer institution and a founding member of AfriNIC, the
African numbers registry. He was recently honored with Internet Society’s
prestigious Jonathan Postel Service Award in 2007. |
Paolo Rosa, Head of Workshops and Promotion Division, (ITU/TSB)
Mr Rosa received his degree in physics in 1974 in Rome, Italy, and joined
the R&D branch of the Italian Ministry of Communication working on optical
fibers transmission networks, in national and international standards and
leading quality control inspection teams for international telecommunication
projects.
He was head of national delegations for standardization and research studies
performed in IEC, ITU, ETSI, CECC, COST and represented the Italian Ministry
of Communications in various international institutions including the
European Commission task force for the G7 pilot projects on the Information
Society.
Paolo was appointed as expert and senior advisor by the Italian Foreign
Office, the UNDP and ITU for telecommunication projects in various
developing countries worldwide.
In 1997 he joined the ITU-T secretariat in Geneva as Counselor responsible
for Study Groups 6 (Outside plant), and SG 15 (Optical and other transport
networks) and representing ITU in various events. Since November 2004 he is
the Head of the Workshops and Promotion Division of the ITU Standardization
Sector, organizing events and promoting new ITU-T activities for resolutions
concerning developing countries, conformance and interoperability,
universities.
He is author of several papers published in international technical
magazines and speaker and lecturer in universities, international
conferences, seminars and workshops. |
Georges Sebek (Counsellor, ITU-T SG 17, ITU/TSB)
Georges joined the Telecommunication Standardization Bureau of the ITU in June
1999. Since then, he occupied several positions, all related to
telecommunication standardization. He is currently supporting the ITU-T
study group on Security after several years of work with the study group in
charge of next generation networks . He is actively involved in the review
of working methods and their adjustment to global standards initiatives (GSI)
and the related coordination activities (within ITU-T and with other partner
Standard Development Organizations). He is also in charge of the GSI on IP
Television (IPTV-GSI) and the GSI on identity management (IdM-GSI).
Georges has a long experience in telecommunication and worked previously as
a research engineer with France Telecom. |
William Tevie
(GH ccTLD Technical POC, Ghana Network Information Center, Ghana)
William Tevie has been involved in the IT industry since the eighties, in
areas including software development, IT, Telecoms, management consultancy,
Network Routing and leadership training.
He was one of the first engineers working in the commercial Internet in
Ghana and played a key role in building the modern Internet in Ghana and
West Africa.
He is the Tech POC for the .GH top level Domain.
Over his 20 year involvement in IT he has worked with ISOC, AFNOG, AFRINIC
and other international organizations in the network Space. |
Daniel Waturu (Communications Commission of Kenya, Chairman,
ITU-T SG 12 Regional Group for Africa)
I have worked in the telecommunications
industry for the last 34 years. I graduated with a Diploma in
Telecommunication from Kenya Polytechnic, Nairobi in 1977. While working
with the then Kenya Posts and Telecommunications Corporation (now Telkom
Kenya-the incumbent Telecoms operator), I undertook Advanced
Telecommunication Technician course at then Kenya College of Communication
Studies (now Multimedia University) covering radio, switching, line plant
and transmission systems. Between 1983 and 1986, I was seconded to Zimbabwe
to improve and modernize that country’s telecommunication network.
After the liberalization of the Communication sector in Kenya in 1998, I
joined the Communications Commission of Kenya (CCK) as a telecommunication
specialist and played an important role in the development of the current
telecommunication regulatory and licensing framework in Kenya. I have
traveled widely to enhance my ICT skills and benchmark on emerging policy
and regulatory issues brought about by the convergence of technologies. I
have received regulatory and technical training from the following renowned
organizations; CTO, USTTI and UKTA among others. I am currently the Manager
in charge of Telecommunication Compliance at CCK and the Chairman of ITU-T
SG 12 Regional Group for Africa on QoS/QoE. |
