Session Chairman: Malcolm Johnson (TSB Director)

Objectives: This session will introduce standards development organizations, such as ITU-T and CITEL-PCC.I, discuss their structures, working/approval methods, tools implemented to ease participation, IPR policies, and main achievements. In addition, this session will provide an overview of hot topics that these organizations are currently studying, e.g.:
  • NGN, Cyber security
  • VoIP, IPTV, Multimedia
  • Emergency services, Accessibility

Objectives: This session will deal with the role of governments and regulatory authorities in addressing policy and regulatory issues. It will also provide insight into possible ways for harmonizing standards; applying IPR rules; ensuring Quality of Service; and addressing interoperability and inter-working requirements.

Session Chairman: Regina De Felice Souza (Anatel)

Objectives: This session will overview initiatives undertaken in the region concerning the development of standards and opportunities to participate in the standardization work. In addition, the session will discuss case studies and success stories, including initiatives in the field of education and cooperation among various stakeholders to analyze the impact of standardization on citizens. The session will also consider strategies that promote standards in the region, e.g.:
  • Strategies for representation and participation of developing economies in the Americas Region in ITU activities
  • Strategies for developing understanding of key standard technologies
  • Economic and competitive aspects of standards deployment.

Session Chairman: Oscar Avellaneda

Objectives: This panel discussion and interactive session will build upon seminar discussion to identify those will actions that should be put in place to bridge the standardization divide between the developed and developing countries and enhance the participation of developing countries in the activities and proceedings of SDOs. The panel will also identify priorities for a standardization work plan, e.g.:
  • Cooperation among ITU-T, PCC.I and SDOs
  • Coordination and collaboration with other Regions
  • WTSA-08 and Worldwide Standardization Roundtable and Coordination.
18:00 – 18:15 Session 5: Summary and Closing Remarks

Objectives: Review and Summary of Seminar results
