Session 5 - Regulatory aspects of the spectrum utilisation by satellite IP and multimedia:

Abstract
The expected development of satellite IP and multimedia requires that the necessary spectrum/orbit
resources be made available in due time at the international level. The regulatory provisions
specifying these resources and the conditions under which satellite systems may use and share
them with other satellite systems and with other radio services are contained in the Radio
Regulations, which constitute the legal international framework for the development of these systems.
The Radio Regulations are periodically updated by the ITU World Radiocommunication Conferences (WRCs)
and the last three of them have spent considerable efforts to enable an evolution of these regulations
which permits a smooth development of satellite IP and multimedia.
The presentation reviews the results of these conferences from this point of view and focuses on the
areas for which additional improvements may be expected from the next WRC, to be held in June 2003,
including new allocations to the Fixed and Mobile Satellite Services, and changes in the regulatory
procedures and associated technical criteria for these services and for the broadcasting-satellite
service, using either geostationary or non-geostationary satellite orbits.
Biography
Graduated from Ecole Polytechnique in 1977 and from Ecole Nationale Supérieure des Télécommunications
(Paris) in 1979, François Rancy is currently Director, Spectrum Planning and International Affairs, at
Agence Nationale des Fréquences, the body in charge of allocating and coordinating the use of frequencies
in France. It is also in charge of preparing and coordinating the French positions in international
negotiations relating to radio spectrum, in particular, World Radiocommunication Conferences. Since June 2000,
he is also the chairman of the ITU Special Committee on Regulatory and Procedural Matters (SC), the body of the
ITU in charge of studying these aspects in the preparation of World Radiocommunication Conferences. |
