Marco CARUGI
CTO Senior Advisor, Nortel
Marco began his career as telecommunication system engineer in Solvay, an
international chemical group, and then worked for 8 years in France Telecom
R&D as Research Engineer in Broadband Data Services and Network
Technologies, participating in a number of international FT projects as
technical expert in IP/MPLS and VPN domains.
He joined Nortel in 2002 as Senior Advisor inside the CTO organization and
his current focus is on Next Generation Networks and emerging IP-based
services and technologies, promoting Nortel strategic interests in those
areas in international standards bodies.
Involved in standardization since 1996, he is currently acting as ITU-T NGN
GSI Rapporteur for Question 2/13 (Requirements and implementation scenarios
for emerging services in NGN) and actively participates in the NGN related
ETSI TISPAN technical body, where he covers the Liaison Officer role from
ITU-T SG13. Among his past management positions in standardization, he
co-chaired the Services and Requirements working group in the ITU-T Focus
Group on NGN, served on the Optical Internetworking Forum Board of
Directors, chaired the IETF Provider Provisioned VPN Working Group and held
Q11/13 Rapporteurship during the previous ITU-T study period.
Marco has authored a number of IETF drafts and RFCs, ITU-T Recommendations,
other contributions to standard bodies and papers. He holds an Electronic
Engineering degree in Telecommunications from Pisa University (Italy), a
M.S. in Engineering and Management of Telecommunication Networks from
National Institute of Telecommunications (Evry, France) and a Master in
International Business Development from ESSEC Business School (Paris). |

Satyen GUPTA
TRAI
Mr. S. N. Gupta, Born 1957, graduated with Hons, in Electronics and
Communication Engineering in 1979 from Kurukshetra, University, INDIA. From
1979 to 1980 he completed his post graduation iln Electronics Design
Technology at CEDT, Indian Institute of Science, Bangalore and was appointed
as Project Manager of ETDC complex of HARTRON, a Govt. of Haryana
Enterprise.
In 1981 he joined Wireless Planning and Coordination Wing of Ministry of
Communication and was posted as Officer-in-charge of Wireless Monitoring
Station, Srinagar and Secretary, Regional Advisory Committee of SACFA for
J&K and HP.
In 1983 he joined IRSSE Cadre of Western Railway. Since 1985 to 1989 he held
various positions on that Railway including one-year tenure as Senior
Project Manager for Passenger Reservation Computerisation System at Bombay.
From 1989 to 1994 he worked with Indian Railways Institute for Signal
Engineering & Telecom as a faculty for signalling, Telecom and Computers. At
this centre he was involved in developing and conducting courses in advanced
Telecommunication technologies for senior Railway officers from India and
Abroad.
Since August 94 he worked with IRCON INTERNATIONAL LIMITED as Additional
General Manager and was involved in the execution of optical fibre and other
projects dealing with modern telecommunication systems at National and
International level.
Up to August, 2000, he was Heading IRCON’s first “BUILD-OWN-OPERATE” based
Optical Fiber Project between Mumbai and Delhi and also the ISP Project.
Presently, he is working as Pr. Advisor with Telecom Regulatory Authority of
India at the level of Additional Secretary and is heading the Converged
Network Division dealing with Regulatory, Technical and Economic aspects of
Data Networks and Services including VOIP, Internet Services, IPv6,
Broadband, e-Governance, Internet Governance, International Leased Circuits
and NGN. He is also a member of various task forces of Govt. dealing with
implementation of Broadband, e-Governance, Internet Governance and IPv6.
Mr. Gupta was awarded the Minister of Railways award for the outstanding
performance during 1995-96.
He retired as a Major from Railways Engineers Territorial Army and is also a
Grade I Radio Amateur.
He is widely traveled abroad to Europe and Asia being Chairman of various
Experts’ Groups of Asia Pacific and South East Asia in the field of VOIP,
Internet Telephony, ICT and Domain Names. He was also deputed as an ITU
expert on an UNDP assignment on Internet Exchange and International VOIP
Gateway for Bangladesh.
He is a Fellow of Institution of Electronics and Telecom Engineers and a
member of its national Technical Programme Committee. He is also a Life
Member of Institution of Railway Signal and Telecom Engineers and also
member of Institute of Rail Transport and also the member of Chartered
Institute of Transport. He is a member and trustee of PTC India Foundation.
He has also been conferred the title of Chartered Engineer by IETE (India)
and included in “Asia-Africa – Men & Women of Achievement” by Reguerdon,
Malaysia & nominated for 2006 MAN OF THE YEAR by American Biographical
Institute. |

Dr. Yuji INOUE
Senior Vice President, Chief Technology Officer (NTT)
He joined NTT Laboratories in 1973. He was engaged in the standardization of
ISDN, SDH and TNA through CCITT SG-18 (current ITU-T SG 13), and of network
architecture through TINA-C.
He has held the posts of Senior Vice President of NTT since 2002, as an
executive in charge of R&D and international standardization. He was
appointed Chief Technology Officer of NTT in 2006.
He is an IEEE Fellow and also an IEICE Fellow. |

Dr. Ghassem KOLEYNI
Senior Standards Specialist, Nortel
Ghassem Koleyni has been involved in the telecommunications industry for
more than 23 years. In 1983 he joined Bell Northern Research – which was
then the R&D arm of Nortel. He has been involved in system engineering,
planning and key network standards. Ghassem has an extensive background in
ATM, IP, ISDN and SS7. For the past 18 years, Ghassem has been very active
in the standardization of telecommunications specifications in several
standards development organizations – in particular: ITU-T, ANSI T1, ATM
Forum, IETF and most recently in the NGN Focus Group (FGNGN). He is
currently Rapporteur of Question 7 of Study Group13 (Network and service
interworking in NGN environment). He was a co-leader for the evolution
working group of FGNGN.
Ghassem holds a BS in Physics, a BSEE, MSEE and Ph.D. in Electrical
Engineering specializing in digital signal processing and
telecommunications. |

Chae Sub LEE
ETRI
Chae Sub LEE has been working in the telecoms standardisation field for over
20 years. He has actively involved in regional standards in ASTAP, APT, TTA
and CJK in the area of network standards. He has been involved in ITU-T
standards development for the ISDN, GII, IP-based networks and NGN. He was
mainly involved in Study Group XVIII (currently SG13) as a rapporteur on
Architecture and Interworking areas. He is a vice-chairman of ITU-T Study
Group 13 and Chairman of WP2/13 on Architectural study. He also shared his
role as Chairman of NGN Focus Group from June 2004 till November 2005.
After a career of twenty years with KT as a senior researching engineer, he
built a venture company called HiSPOT S.A. And he has been an invited
researching staff to ETRI on International Standard acitivities. |

Steven LIM SHUE PING
Siemens Communications Fixed Networks Asia Pacific Regional Headquarter
Steven Lim Shue Ping is currently the Product Manager for NGN Voice
Solutions in Siemens Communications Asia Pacific. He is primarily
responsible for solution design and product management for NGN related
products/solutions, such as softswitches, SIP server, voice over IP and FMC
solutions etc. Previously, he had experiences in software development and
system integration in the field of mobile networks and infrastructure.
Steven graduated from The University Of Adelaide, Australia with a First
Class Honours Degree in Telecommunications Engineering. |

MELINDA TAN
IDA, Singapore
Ms. Melinda Tan presently serves as Manager of the International Division at the Info-Communication Development Authority of Singapore (IDA Singapore). Formed in Dec 1999 by the merger of the Telecommunication Authority of Singapore and the National Computer Board, IDA Singapore undertakes the development, promotion and regulation of Singapore’s Information and Communication Technology (ICT) industry.
Ms. Tan is responsible for the negotiations of mutual recognition agreements on telecommunications equipment and are also involved in free trade agreements negotiation with other countries. She represents Singapore in the APEC TEL MRA Task Force and contributes actively as facilitator to APEC TEL MRA and Regulatory training workshops. Ms. Tan is the Chair of the ASEAN Telecommunications Regulators’ Council Mutual Recognition Arrangement Joint Sectoral Committee (ATRC MRA JSC). She also handles bilateral relations with Malaysia, Chinese Taipei, Hong Kong and Macau in ICT issues.
Prior to joining IDA, Ms. Tan worked with the telecommunication network operator in the area of Intelsat, Inmarsat, Aeronautical and Radio Laboratories. She holds an MBA in Total Quality Management from the University of Leicester, London. |

Naotaka MORITA
NTT Service Integration Laboratories
Naotaka MORITA received his B.E. and M.E. degrees from Nagoya University,
Aichi, Japan, in 1985 and 1987, respectively.
In 1987, he joined the Research and Development Center of NTT Corporation,
where he engaged in the research of ATM systems. From 2000, he has been
studying VoIP and Interactive Multimedia technologies.
From October 2004, he has been a Vice Chair and Working Party 3 chairman of
SG13, which is the lead study group of NGN, in the ITU-T.
He was a co-leader of working group 2, the Functional Architecture and
Mobility Group in Focus Group of NGN (FGNGN) and an editor of draft ITU-T
Recommendation Y.NGN-FRA “Functional Requirements and Architecture of the
NGN.” |

Jaroslaw PONDER
ITU
Mr. Ponder is Policy Analyst and the manager of various projects at the Strategy and Policy Unit at the International Telecommunication Union (SPU/ITU). Within the last years Mr. Ponder has been taking an active role in numerous international conferences and summits dealing with development of information society and advancements of new economy in both Western and Eastern European countries as well as USA.
The spectrum of his direct research interest includes business development, process optimization, telecommunication economics, information and communication technology dynamics, next generation networks, the Internet of things, digital divide, information society development, EU enlargement processes and human capital problematic.
Along the professional career Mr. Ponder held official positions in the public sector and was a contributor to the legislative projects having impact on the public policy. Since 2004 Mr. Ponder has been working for the International Telecommunication Union (Geneva, Switzerland). In 2004 he was consultant at the
Market, Economics and Finance Unit (MEF/ITU). In 2005 he moved to ITU Strategy and Policy Unit (SPU/ITU). |

Kevin YIN
Cisco System
Kevin Yin is SP NGN architect and Senior Manager for telecom standard in
Cisco AsiaPac SP operation.
Kevin Yin has 18 year experience in telecommunication and networking
industry. He started his industry career as a Software Developer in Motorola
Corp U.S.A and the Development Manager in Network General Corp U.S.A. Prior
to joining Cisco in 1999, he was a Senior Technical Consultant of Bell lab
for Lucent Technology U.S.A. He has been working in areas of network
architecture and design, signaling and protocols, PSTN switching and IN
application as well as 3G and next generation networks.
As a lead SP NGN solution architect, Mr. Yin has worked with the leading
operators in China and Asia. His project experience include SP NGN network
development strategy and planning, solution architecture design, service and
operation process design and implementation.
Kevin Yin is actively promoting SP NGN visions & strategy and authored more
than 20 technical papers in China/AsiaPac telecom industry. He is co-author
of the book “ Next Generation Network Technology”. He is also frequently
requested speaker on various industry forums and conferences. He is
currently focusing on NGN standards, Service Exchange Framework, NGN QoS,
NGN Security and some of fundamental architecture issues of next generation
networks. |

Baofeng (Felix), ZHANG
Huawei Technologies Co., Ltd.
Baofeng (Felix), Zhang is the senior member of Research & Standard Group for
Huawei Technologies. After graduated from Nanjing University in 1998 with a
bachelor in Electrical Engineering, He joined into the Huawei Technologies
Co., Ltd, and has held numerous positions in the areas of product
development, system design, product management and standard
activities/management, including data communication, telephone switching and
mobile networks. He took an active part in his country’s experts meetings on
national telecommunication standards and also on international
telecommunication standards (mainly ITU-T), be elected as the vice group
leader of of Network General Group in CCSA’s TC3 for 2004-2005 and 2006-2007
periods and Rapporteur of Q6/13 in ITU for 2005-2008 period. |
