Mr. Art LEVIN,  Head, Corporate Governance and Membership Division (ITU)
Session 1 Chair:

Mr. Arthur Levin was the lead ITU staff member in the organization of the two phases of the World Summit on the Information Society and has served as a senior policy adviser and legal counselor with the Union. He organized and was Executive Secretary of the ITU Plenipotentiary Conferences in 2002 and 2006.

He also holds an appointment as an adjunct professor of law at the Franklin Pierce Law Center in the United States, where he teaches a course on International Telecommunications Law and the Internet.

He previously served as Legal Adviser of the OECD in Paris and as a senior attorney with regulatory agencies in the United States and with private law firms in Washington, D.C. He has published numerous articles and books on regulatory topics.

He has a J.D. with honors from George Washington Law Center and a B.S. with honors from Cornell University.

 
Dr. Luis NEVES,  GeSI chairperson and Head of Sustainable Development and Environment, Deutsche Telekom (Germany)

Mr. Luis Neves, Senior Manager, Deutsche Telekom, was born in Portugal in 1953. He finished his University degree in History at Lisbon University. Later on he studied law for 2 years at ”Universidade Moderna“. Luis worked for more than 25 years for Marconi as Head of Department and lately at the Corporate Office. He started an international career at European and International levels which lasted 14 years. In 2004 he joined Deutsche Telekom and he is Head of Sustainable Development and Environment at DT Corporate Responsibility Department. Since March 2006 he is the President of GeSI (Global E-Sustainable Initiative).
 
Mr. Tetsuo YAMAKAWA,  Director-General, International Affairs Department, Telecommunications Bureau, Ministry of Internal Affairs and Communications

 Mr. Tetsuo Yamakawa is Director-General, International Affairs Department, Telecommunications Bureau, Ministry of Internal Affairs and Communications (MIC) Government of Japan. He has worked vigorously to formulate and bring to fruition ICT policies, including ICT and environment, since entering the Ministry. He planned and promoted such international polices as the Asia Broadband Program, as well as the completion of Japan’s nationwide broadband network. Subsequently, he has overseen the realization of significant policy decisions made by MIC as Counsellor and Director-General for Policy Coordination.
 
Mr. Jeff HURMUSES,  President, China and Japan, Tandberg (Norway)

 Mr. Jeff Hurmuses is President, China and Japan, responsible for leading TANDBERG’s business expansion in two of the fastest-growing visual communications market in the world. Jeff has more than 25 years of experience in corporate business and IT management and joined TANDBERG from WatchGuard, where he was responsible for overall strategy and management of the company’s regional business. Prior to WatchGuard, Jeff co-founded Intandem Asia, which provides sales, marketing, and distribution services for foreign companies entering or expanding in Asia Pacific. He established business operations in Hong Kong, Tokyo, Bangkok, and the United States.

Between 1994 and 2002, he was Managing Director Asia Pacific for Polycom, Inc., during which time he managed the company’s Asia Pacific business with 8 offices and 60 staff. During this period, he grew the company’s annual regional revenue from less than US$ 1 million to more than US$ 65 million. Prior to Polycom, Mr. Hurmuses was Managing Director, Circulation, Asia and Europe for Business Week International. During this time, he implemented marketing programs that more than trebled the magazine’s subscriber base. Between 1982 and 1986, he worked with Xerox Canada in Vancouver and Rank Xerox Limited in Hong Kong in a variety of sales support, training, and product specialist roles.

 
Prof. Jun FUJIMOTO,  Research Centre for Advanced Science and Technology, University of Tokyo

Dr. Jun Fujimoto has been a Professor in Research Center for Advanced Science & Technology, the University of Tokyo (UT) since 2002. Dr. Fujimoto's research interest includes ecodesign of low carbon ICT society, and social system innovation process considering environmental consciousness. Recently, he published the book entitled ‘Low Carbon Lifestyle in 2050-EcoDesign for ICT Society-‘. Currently, he divides his time between conducting research in EcoDesign at UT, and at NEC where he is the executive researcher in the department of New Solution Development.
 
Dr. Tim KELLY, Head, Standardization Policy Division, ITU-T

 Dr. Tim Kelly is Head of the Standardization Policy Division of the International Telecommunication Union (ITU), where he has worked since 1993. Before joining ITU he spent five years as a Communications Policy Analyst with the Organisation for Economic Co-operation and Development (OECD) and three years with Logica Consultancy Ltd. He has an MA (Hons) degree in Geography and a Ph.D in industrial economics from Cambridge University. Over the last twenty years, Dr Kelly has specialised in the economics of the telecommunications industry. He has written or co-authored more than 30 books on the subject including the ITU's “Internet Reports” and “World Information Society Reports”. He was in charge of the “content team” for the World Summit on the Information Society (WSIS), which concluded in November 2005. He is a visiting scholar at the business school of Hong Kong University of Science and Technology.

Mr. Kenn CUKIER, Journalist, The Economist

Kenneth Neil Cukier is a business correspondent at The Economist in Tokyo. He formerly covered international IT and telecoms issues, particularly intellectual property and Internet governance. Previously he was the technology editor of the Asian Wall Street Journal in Hong Kong, European editor of Red Herring in London and worked at the International Herald Tribune in Paris. From 2002 to 2004 he was a research fellow at Harvard’s Kennedy School of Government. He has been a frequent commentator for the BBC, CNN and others. Additionally Mr. Cukier is a term-member of the Council on Foreign Relations and serves on the board of advisors to the Daniel Pearl Foundation.
 
Mr. Mitsuo KOBAYASHI,  Manager, Corporate Environment Affairs, Asia-Pacific, IBM, Japan

Mitsuo Kobayashi is a manager of IBM Corporate Environmental Affairs, responsible for Asia and Pacific region. He is a steering committee member of the World Recycling Committee, and a lot of Japanese Environmental committee members, like Keidanren, GPN, JEITA. Especially he was a Steering committee member of Energy Management for establishing Kyoto protocol in Ministry of Post & Telecommunications ( now MIC ) in 1997. He has been working at IBM for 37 years. He had developed IBM Personal Computers like Think Pad over 20 years, and works for IBM Environment Management System and Energy & Climate Change protection in Japan and AP countries until now.
 
Mr. David FAULKNER, ITU-T Study Group 15 Q2/15 rapporteur, BT, UK

David Faulkner of “British Telecommunications plc” has been a researcher in the field of access networks with specialisation in PON systems since 1983 when he gained his PhD in Electrical Engineering. Since year 2000 he has been Rapporteur for ITU-T/SG15/Q2 on “Fibre Systems for Access Networks”. He chairs the conference on Networks and Optical Communications. He is studying climate change issues with interest in ICTs and aviation and has adopted a more environmentally friendly lifestyle. He is keen to promote low energy networks in ITU-T and has adopted audio and web conferencing to minimise travel to meetings.
 
Mr. Tetsuo TAKEMURA, Corporate Officer, Global Business, Information & Telecommunication Systems, Hitachi, Ltd., Japan

Tetsuo Takemura joined Hitachi, Ltd. in 1975, and started working as an engineer in the Totsuka Works. Since 1997, he was engaged in the management of telecommunication business in North America. In June 1999, he was assigned as a President of Hitachi Telecom (USA) Inc. In April 2002, he returned Japan and was assigned as a General Manager of the International IT Business Operation in the Information & Telecommunication Systems. He was assigned as a General Manager of the Network Systems Solutions Division in 2003, a Chief Operation Officer of Information & Telecommunication Systems in 2006. Now he is a Corporate Officer of Hitachi, Ltd. and responsible for Global Business in Information & Telecommunication Systems.
 
Mr. Atsuhisa TAKAHASHI,  President, Corporate Environmental Affairs Unit, Fujitsu Ltd., Japan

Mr. Atsuhisa Takahashi has been President of Corporate Environmental Affairs Unit since September 2007. He is responsible for the environmental strategy of Fujitsu Limited. He received his B.E. degree in Telecommunication Engineering from Waseda University in 1974. After joining Fujitsu Limited in 1974, he has been engaged in development of Central Office Switching System for markets other than Japan from cross-bar system era to ATM based broadband switching system era. Since 2000, he has been engaged in development of carrier class IP router system followed by in management of alliance business and co-development with Cisco Systems, U.S. He is a member of IEICE (Institute of Electronics, Information and Communication Engineers).
 
Ms. Joanna GORDON, World Economic Forum (Switzerland)

Joanna Gordon graduated with a Masters Degree in Business Administration from Insead, France in 2004. She joined the World Economic Forum's IT Industries Team in 2007 and is managing the World Economic Forum’s project on Green Technology and Energy Productivity. This project brings together experts from leading global technology companies, NGOs, governments and academia in order to synthesize their insights into an economically sound business rationale for greater adoption of technology as a key enabler for a low carbon economy.

Dr. Hiroshi KUMAGAI, National Institute of Information and Communication Technologies (NICT, Japan)

Hiroshi Kumagai received the B. E., M. E., and D. E. degrees all in electrical engineering from Kyoto University, Kyoto, Japan in 1975, 1978, and 1988, respectively. He has been working with the National Institute of Information and Communications Technology (NICT: Formerly, Communications Research Laboratory (CRL)), Japan since 1978. He is now the Director of Applied Electromagnetic Research Center of NICT. He was a visiting researcher at Goddard Space Flight Center, NASA from 1989 to 1991 to conduct the collaboration research on rain measurement from space between CRL and NASA. He is currently involved in the earth observation satellite mission of EarthCARE jointly conducted by ESA and Japan to contribute to understand cloud in the climate change. His research interest exists in the radiowave and optical remote sensing of cloud and aerosol.
 
Mr. Hiroyuki ICHIJO, Chairperson of the WMO Expert Team on the WMO Information System (WIS) and Global Telecommunication System (GTS) Communication Techniques and Structure

Hiroyuki Ichijo is the Head, Office of Information Networks Management in Japan Meteorological Agency (JMA). He is currently the Co-chair of the World Meteorological Organization (WMO) Expert Team on the WMO Information System (WIS) and Global Telecommunication System (GTS) Communication Techniques and Structure, and the Coordinator of the Subgroup on Regional Aspects of the GTS and Data Management in Regional Association II (Asia).

He received his B.E. and M.S. degree in Telecommunication Engineering from the University of Electro-Communications, Japan in 1979 and 1981, respectively. Since 1981 he has been engaged in development and improvement of meteorological systems and networks in JMA and has worked as a WMO expert for over 15 years.

Mr. Muhammad HELMI ABDULLAH, Director, Corporate Communications Division, Malaysian Meteorological service

Muhammad Helmi Abdullah joined the Malaysian Meteorological Department (then known as Malaysian Meteorological Service) in 1988. He has 20 years of experience in aviation and marine forecasting, and public weather forecasting. He has appeared on television programmes presenting the weather report.

Currently, as Director of Corporate Communication he communicates with the media and handles public relations matters.

 
Mr. Alexandre VASSILIEV,  Study Group Counsellor, ITU-R

Alexandre VASSILIEV has worked in the ITU since 1989 in Radiocommunication services and in the Study Group departments He was involved in development of Regional and Wold-wide Plans for terrestrial and space services and participated in many World and Regional Radiocommunication Conferences. He represented ITU at meetings of UN Agencies, Regional Groups and other international organizations. Mr. Vassiliev organized and actively participated in many ITU seminars/workshops on spectrum management and other radiocommunication issues.

Prior to joining ITU, Mr VASSILIEV worked as the Deputy Director of the Leningrad’s regional radio research and development institute (LONIIR). He was responsible for departments carrying out the studies in spectrum management and development of equipment for satellite and radio relay systems.

09:00 – 10:30 Session 4: ICTs as a clean technology
Mr. Yoichi MAEDA,  Chair, ITU-T Study Group 15 (Optical and other transport network infrastructure)

Yoichi Maeda received B.E. and M.E. degrees in electronic engineering from Shizuoka University, Japan, in 1976 and 1978, respectively. Since joining NTT in 1980, he has been engaged in research and development on access network transport systems for broadband communications including SDH, ATM, and IP for 26 years. From 1988 to 1989 he worked for British Telecom Research Laboratories, United Kingdom, as an exchange research engineer. He currently leads the international standards and business promotion in NTT Advanced Technology Corporation and is NTT’s Senior Adviser on Standardization. Since 1989 he has been an active participant in ITU-T SGs 13 and 15. He has been serving as vice-chair of ITU-T SG13 and chair of OAN (Optical Access Network)-WG of FSAN (Full Service Access Network) from 2001 to 2004. He has had an appointment of chair of ITU-T SG15 for the 2005-2008 study period in October 2004 at WTSA-04. He is a fellow of the IEICE of Japan.
 
Mr. Yoshiki KAWAKAMI, Director of Enterprise Operations, CISCO Japan
Mr. Hiromichi SHINOHARA, Associate Senior Vice President Executive Director, Information Sharing Laboratory Group, NTT Japan

Mr. Hiromichi Shinohara has been a Associate Senior Vice President of NTT, Executive Director of NTT Information Sharing Laboratory Group since June 2007.
He joined NTT Laboratories in 1978. He has consistently been spending his carrier to realize FTTH. In addition, he has recently been engaged in strategic planning and promoting of research and development for NGN architecture and platform technologies.
 
Mr. Robert SHAW, Head, ICT Applications and Cybersecurity division, ITU-D

Robert Shaw is Head of the ICT Applications and Cybersecurity Division (CYB) in the Policies and Strategies Department of the ITU Telecommunication Development Bureau. The CYB Division is the ITU Development Sector’s focal point for assisting developing countries in bridging the digital divide by advancing the use of ICT-based networks, services and applications, and promoting cybersecurity. Activities include, inter alia, developing guidelines on the technology and policy aspects of ICT applications, including e-Environment. The ITU is an intergovernmental treaty organization with 191 Member States based in Geneva, Switzerland, responsible for the global development of telecommunication networks and services worldwide.

Mr. Shaw began his career at the ITU over 25 years ago. During this period he has represented ITU in numerous national, regional and global conferences and activities. He has authored and presented papers at numerous conferences. He has a Masters Degree in Telecommunications from the Technical University of Delft, The Netherlands.
 
Dr. Yutaka YASUDA, Vice President, General Manager of Core Technology Sector, KDDI (Japan)

Dr. Yutaka Yasuda received B.S., M.S. and Dr. Eng. degrees in electrical engineering & communications from Kyoto University in 1973, 1975 and 1984, respectively.
He joined KDD in 1975, then worked for R&D Labs. for 15 years, mainly in the field of digital mobile satellite communications and FEC (forward error correction) technologies. Since 1984 to 1990, he was engaged in the work for development and standardization of digital maritime and aeronautical satellite communication systems at Inmarsat HQ in London . In 2003, he was nominated as Vice President and General Manager of Technology Division in Business Sector, KDDI and in 2005, Vice President and General Manager of Corporate Technology Sector. He is General Manager of Core Technology Sector since April 2007. In January 2008, he received IEEE Fellow grade in his key contributions to mobile digital satellite systems.

10:50 – 12:20 Session 5: Towards a high-bandwidth, low carbon future
Mr. Charles DESPINS, President PROMPT Next Generation Internet Initiative (Canada)

Charles Despins’ career has spanned both the academic and industry segments of the information and communications technologies (ICT) sector. In addition to his work as a faculty member of INRS-Telecommunications (Université du Québec) in Montreal, Canada, he has held senior posts in the private sector, namely at Microcell Telecom inc. (Canadian GSM operator) and at Bell Nordiq Group (a network operator in rural and northern areas of Canada) as vice-president and chief technology officer. He has also worked as a consultant for various wireless network deployments in India and China. Since January 2003, he has been president and CEO of Prompt inc., an ICT university-industry research and development consortium. He also remains active in university research as an adjunct professor at Université du Québec with research interests in wireless communications and networks. He holds a bachelor’s degree in electrical engineering from McGill University in Montreal, Canada as well as M.Sc. and Ph.D. degrees, also in electrical engineering, from Carleton University in Ottawa, Canada. Dr. Despins is a Fellow of the Engineering Institute of Canada and received in 2006, the Outstanding Engineer award from IEEE Canada.
 
Mr. Gareth JOHNSTON,  Director of Corporate and Government Risk, Climate Risk Pty Ltd (Australia)


Gareth Johnston is director of Corporate and Government Risk at Climate Risk Pty Ltd, Climate Risk Europe Limited and Climate Risk Investments P/L. Post graduate qualified in sustainability, with a background in land management and infrastructure development, Gareth focuses on emergent opportunities for Climate Risk clients. As founding CEO of a CSIRO energy technology company and executive director of an Australian management consulting company, Gareth has consulted to the largest Australian, European and Japanese utilities including Hutchison Whampoa, BT, AGL, Japanese sōgō shōsha and TEPCO (Tōkyō Denryoku Kabushiki-kaisha) His development work has given him exposure to local, state and federal governments across Europe and Australasia.

Dr. Yuji INOUE,  President and CEO, Telecommunication Technology Committee of Japan

Since Dr. Inoue joined NTT Laboratories in 1973, he has played key roles in R&D and standardization in the area of telecommunications and the Internet for more than three decades. Dr. Inoue's continuous contribution has helped advance today's multi-technologies network infrastructures.

Dr. Inoue engaged in the development of digital network equipment and transmission systems in his early days at NTT Laboratories. For over a decade from the early 1980s to the early 1990s, he was significantly involved in standardization activities at ITU-T (formerly CCITT). Dr. Inoue first focused on the standardization of narrowband integrated services digital network (ISDN). Dr. Inoue then extended his standardization activities to broadband ISDN, synchronous digital hierarchy (SDH) and Asynchronous Transfer Mode (ATM) transport network architecture. Dr. Inoue has also fostered a great number of researchers and engineers, from Japan and abroad, including a few who have later become ITU-T Study Group Chairpersons.

In response to changing market environment and technological trends, Dr. Inoue actively participated not only in ITU-T but also in private entities where a number of key standards were developed. In TINA-C (Telecommunication Information Networking Architecture Consortium), he served as the Technical Committee Chair for the standardization of the open software environment embedded in novel network architectures.

Dr. Inoue's achievements in terms of standardization together with his academic contributions brought about innovations in the field of telecommunications and the Internet. In recognition of his achievements, Dr. Inoue was conferred Fellow by both the Institute of Electrical and Electronics Engineers (IEEE) and the Institute of Electronics, Information and Communication Engineers (IEICE) of Japan in 2002. Dr. Inoue is honorary professor and visiting professor at several universities in Japan and abroad.

With highly successful career in standardization, Dr. Inoue concentrated on the management and strategic planning of standardization at NTT. Since 2002, he has been supervising NTT Laboratories with more than 2,500 research engineers and staff, where he oversees R&D strategy, standardization, and intellectual property rights policy. Dr. Inoue's successful R&D promotion had resulted in Japan's highest penetration of broadband access using optical fibers in the world as well as a number of key technologies, such as SDH, commonly used in today's network infrastructures of the Internet.

Dr. Inoue has been involved in several activities toward the development of Japan's national ICT policy. Currently, Dr. Inoue participates in a project team under the Council for Science and Technology Policy, advisory council of Prime Minister of Japan, and is also a member of Information and Communications Council of the Ministry of Internal Affairs and Communication.
 
Mr. Nigel HICKSON, Deputy-Director, EU ICT Policy, Dept for Business Enterprise and Regulatory Reform (UK)

Nigel Hickson was educated in Hertfordshire in England before going to the City University to study Electronic and Electrical Engineering. He joined the Department of Trade and Industry in 1982 and has worked in a number of sections including export controls, financial services regulation and information security policy. He was seconded to the Confederation of British Business (CBI) in June 2000 to head up their newly formed E-business Group. In July 2001 he joined the Government of Bermuda as the E Business Adviser to the Minister of Telecommunications and E Commerce. After three years in Bermuda he has retuned to the DTI (now the Department for Business, Enterprise and Regulatory Reform - BERR) as Deputy Director in the Europe and International Team. Here he is working primarily on EU ICT policy issues such as the Review on the Telecommunications Framework and on Spectrum policy. Nigel is a keen walker, cyclist and scouter.

Ms. Sangeeta GUPTA, Director, IT and Services Division, TERI – The Energy Resource Institute (India)

Ms. Sangeeta Gupta is Director of Information Technology Division of The Energy and Resources Institute (TERI) where she has worked since 1990. She has Master's degree in Computer Applications from the Indian Institute of Technology, New Delhi. She has over fifteen years of experience in using ICT tools for research, dissemination and communication in the field of sustainable development. She specializes in designing web-based knowledge management and information systems. She is heading TERI’s activities in the use of ICT and its applications for rural development.
 
Mr. Mahabir PUN (Nepal), winner of the 2007 Ramon Magsaysay award for community leadership

After working as a teacher for several years, I went to the US and completed master's degree in education from the University of Nebraska at Kearney. I came back to Nepal and am working in education, nature conservation, community development and wireless networking fields. I first dreamed of connecting my village of Nangi to the internet in 1997. I am working ever since to bring the internet to rural Nepal using wireless technology. So far I have constructed computer labs at several schools in Nepal and am planning out the entire Nepal Wireless network. I am working on expanding the wireless network to different parts of Nepal and use it for educational, health, communication, local e-commerce, weather monitoring and scientific research purposes. I was awarded Ramon Magsaysay award because of the use of wireless technology for the benefit of rural people in Nepal.
 
Mr. Makoto KAJII,  Associate Executive Director, the Japan Aerospace Exploration Agency (JAXA)

Mr. Makoto Kajii was appointed as Associate Executive Director and also Director of the Space Cooperation Office for Asia Pacific Region of the Japan Aerospace Exploration Agency (JAXA) as of 1st October 2007. Mr. Kajii joined in April 1976 the National Space Development Agency of Japan (NASDA), which has been merged with other space-related agencies into JAXA since 2003. In 1983, he was a visiting researcher at DFVLR, present DLR of Germany, for one year and participated in a study group on a deep-space explore vehicle. From January 1984 to 1996, he was involved mostly in the field of satellite development, which includes mission sensor development for the ADEOS project, and the planning of the Japanese data relay satellite project and ETS-VIII project. He was the Manager of the Budget Division from 1996 until 1999 and the Director of the NASDA Washington Office from 1999 until April 2002. From April 2002 until March 2005, Mr. Kajii was responsible for the Quasi-Zenith Satellite program, a government-private sector collaboration program, as Deputy Director of the Satellite Applications Center. In this capacity he worked on the planning of Japanese satellite positioning system development. He served as Director of the International Relations Department from April 2005 until he was appointed as Associate Executive Director for international relations in October 2007.
 
Mr. Akira ARUTAKI, Associate Senior Vice President, NEC Communication Systems, Ltd. Japan

Akira Arutaki graduated from Graduate School of Engineering, Tohoku University in Sendai, in 1980. Joining NEC Corporation in 1980, he was engaged in development of PCM, ISDN and ATM systems. From 1987 to 1990, he stayed at Washington University in St. Louis, MO, as a scholarship recipient, and was transferred to NEC America, Inc. in 1990. After coming back to Japan in 1994, he managed R&D teams of IP based communication systems such as routers, mobile/Ethernet switches and VoIP/QoS servers. From 2003 to 2006, he was the General Manager of System Platforms Research Laboratories covering R&D activities in computer and communication platform arenas. He is currently the Associate Senior Vice President of NEC Communication Systems, Ltd. and the Visiting Professor of Kyushu Institute of Technology. He received Network Systems Research Award of the Institute of Electronics, Information and Communication Engineers (IEICE) in 1999. He is a co-author of “Multimedia ATM-LAN” published from Triceps in 1994 and “Wide Area Ethernet Technology Overview" published from the IEICE in 2005. He holds a B.E. degree in electrical engineering, M.E. in electronics and communications engineering, and Ph.D. in computer science and systems engineering. Dr. Arutaki is a member of the IEICE of Japan.
 
Prof. D. M. TOTEV, University of Botswana

In 1969 Mr. Totev graduated as an electrical engineer (Control Systems) from the Higher Institute of Electrical and Mechanical Engineering, Sofia. In 1976 he obtained his second master degree in Mathematics, Computer Mathematics from Sofia University. Mr. Totev specialized for a short time at Toshiba Co., Fuchu Works, Tokyo in 1983, Control System engineering. His experience is mainly oriented to Energy Management and e-Governance/Education.

The major research areas of Mr. Totev are:
  • Parallel Linear Programming routines for e-Planning
  • Design of data acquisition systems for energetics.
  • Prime Numbers and data security
  • e-Taxation (Zimbabwe)
  • Gravitation and Electro-magnetic phenomena
  • e-Education
  • Alternative energy sources and new locomotion methods
Most of his research is shared with others from various educational and research organisations. At present Mr. Totev works as a lecturer at University of Botswana, Gaborone, Botswana.

Session 1 Chair:

Mr. Art LEVIN,  Head, Corporate Governance and Membership Division (ITU)

Mr. Arthur Levin was the lead ITU staff member in the organization of the two phases of the World Summit on the Information Society and has served as a senior policy adviser and legal counselor with the Union. He organized and was Executive Secretary of the ITU Plenipotentiary Conferences in 2002 and 2006.

He also holds an appointment as an adjunct professor of law at the Franklin Pierce Law Center in the United States, where he teaches a course on International Telecommunications Law and the Internet.

He previously served as Legal Adviser of the OECD in Paris and as a senior attorney with regulatory agencies in the United States and with private law firms in Washington, D.C. He has published numerous articles and books on regulatory topics.

He has a J.D. with honors from George Washington Law Center and a B.S. with honors from Cornell University.

Mr. Kenn CUKIER, Journalist, The Economist

Kenneth Neil Cukier is a business correspondent at The Economist in Tokyo. He formerly covered international IT and telecoms issues, particularly intellectual property and Internet governance. Previously he was the technology editor of the Asian Wall Street Journal in Hong Kong, European editor of Red Herring in London and worked at the International Herald Tribune in Paris. From 2002 to 2004 he was a research fellow at Harvard’s Kennedy School of Government. He has been a frequent commentator for the BBC, CNN and others. Additionally Mr. Cukier is a term-member of the Council on Foreign Relations and serves on the board of advisors to the Daniel Pearl Foundation.

Dr. Hiroshi KUMAGAI, National Institute of Information and Communication Technologies (NICT, Japan)

Hiroshi Kumagai received the B. E., M. E., and D. E. degrees all in electrical engineering from Kyoto University, Kyoto, Japan in 1975, 1978, and 1988, respectively. He has been working with the National Institute of Information and Communications Technology (NICT: Formerly, Communications Research Laboratory (CRL)), Japan since 1978. He is now the Director of Applied Electromagnetic Research Center of NICT. He was a visiting researcher at Goddard Space Flight Center, NASA from 1989 to 1991 to conduct the collaboration research on rain measurement from space between CRL and NASA. He is currently involved in the earth observation satellite mission of EarthCARE jointly conducted by ESA and Japan to contribute to understand cloud in the climate change. His research interest exists in the radiowave and optical remote sensing of cloud and aerosol.

Mr. Yoichi MAEDA,  Chair, ITU-T Study Group 15 (Optical and other transport network infrastructure)

Yoichi Maeda received B.E. and M.E. degrees in electronic engineering from Shizuoka University, Japan, in 1976 and 1978, respectively. Since joining NTT in 1980, he has been engaged in research and development on access network transport systems for broadband communications including SDH, ATM, and IP for 26 years. From 1988 to 1989 he worked for British Telecom Research Laboratories, United Kingdom, as an exchange research engineer. He currently leads the international standards and business promotion in NTT Advanced Technology Corporation and is NTT’s Senior Adviser on Standardization. Since 1989 he has been an active participant in ITU-T SGs 13 and 15. He has been serving as vice-chair of ITU-T SG13 and chair of OAN (Optical Access Network)-WG of FSAN (Full Service Access Network) from 2001 to 2004. He has had an appointment of chair of ITU-T SG15 for the 2005-2008 study period in October 2004 at WTSA-04. He is a fellow of the IEICE of Japan.

Mr. Charles DESPINS, President PROMPT Next Generation Internet Initiative (Canada)

Charles Despins’ career has spanned both the academic and industry segments of the information and communications technologies (ICT) sector. In addition to his work as a faculty member of INRS-Telecommunications (Université du Québec) in Montreal, Canada, he has held senior posts in the private sector, namely at Microcell Telecom inc. (Canadian GSM operator) and at Bell Nordiq Group (a network operator in rural and northern areas of Canada) as vice-president and chief technology officer. He has also worked as a consultant for various wireless network deployments in India and China. Since January 2003, he has been president and CEO of Prompt inc., an ICT university-industry research and development consortium. He also remains active in university research as an adjunct professor at Université du Québec with research interests in wireless communications and networks. He holds a bachelor’s degree in electrical engineering from McGill University in Montreal, Canada as well as M.Sc. and Ph.D. degrees, also in electrical engineering, from Carleton University in Ottawa, Canada. Dr. Despins is a Fellow of the Engineering Institute of Canada and received in 2006, the Outstanding Engineer award from IEEE Canada.

Dr. Tim KELLY, Head, Standardization Policy Division, ITU-T

 Dr. Tim Kelly is Head of the Standardization Policy Division of the International Telecommunication Union (ITU), where he has worked since 1993. Before joining ITU he spent five years as a Communications Policy Analyst with the Organisation for Economic Co-operation and Development (OECD) and three years with Logica Consultancy Ltd. He has an MA (Hons) degree in Geography and a Ph.D in industrial economics from Cambridge University. Over the last twenty years, Dr Kelly has specialised in the economics of the telecommunications industry. He has written or co-authored more than 30 books on the subject including the ITU's “Internet Reports” and “World Information Society Reports”. He was in charge of the “content team” for the World Summit on the Information Society (WSIS), which concluded in November 2005. He is a visiting scholar at the business school of Hong Kong University of Science and Technology.
