Abossé Akue-Kpapko, UMEOA
(ICT Expert, WAEMU Commission and Chairman, ITU-T SG3RG-AFR)
Master of Telecommunication Management in 1994 at Institut National des
télécommunications (Evry-France).
Consultant with ITU, CMTL (Centre de Maintenance des Télécommunications
de Lomé) and ESMT (Ecole Supérieure multinationale des
télécommunications) at Dakar on various subjects: Universal Access
/Service- Network Interconnection-Telecom-Service billing–Telecom
Marketing.
Currently President of SG3RG-AFR at TSB. I held the Marketing Department
and served at the Department of strategy and Development as Expert in
Service product billing from 1994 to 2009
ICT Expert with UEMOA (West Africa Economic and Monetary Union)
Commission since 2009. |
Sabrina Camp, Membership and Outreach, TSB, ITU
Sabrina Camp is in charge of membership relations for the
Standardization Sector of ITU (ITU-T). She is responsible for managing
the relationship with ITU-T members, including governments and
regulators, leading ICT companies and academia. She previously worked at
the office of the Director of ITU’s Telecommunication Standardization
Bureau, Malcolm Johnson.
Prior to joining ITU, Sabrina Camp was in charge of external relations
within several international institutions including the World Health
Organization and the European Commission.
Sabrina Camp holds a B.A in Political Science, a M.A in International
Relations and Development Studies and a degree in Arab Studies from
Sciences-Po Lyon (Institut d'Etudes Politiques de Lyon). |
Mohamed Chemani, Head of Standardization Department, ARPT
CHEMANI Mohamed Ingénieur en télécommunication, travaille à l’Autorité de
Régulation de la Poste et des Télécommunications (ARPT) en Algérie
depuis 2003 et occupe le poste de chef de département Normalisation et
Agrément.
il a suivi des stages de perfectionnement ainsi que la participation à
d’importants événements de l’UIT à savoir :
• Evaluation de la conformité à la directive R&TTE (1999/5/CE) ;
• Participation aux travaux de l’Assemblée Mondiale de Normalisation des
Télécommunications AMNT-08 et contribution à l’élaboration de la
résolution 76 sur la conformité et l’interopérabilité et la marque UIT ;
• Participation aux réunions du groupe d’experts de l’UIT-T chargé
d’examiner le règlement des télécommunications internationales(RTI). |
Slimane Djematene, Director, ARPT
DJEMATENE Slimane est directeur technique à l’Autorité de Régulation de
la Poste et des Télécommunications (ARPT) depuis 2006 à ce jour. Il a
occupé auparavant le poste de directeur de la planification du spectre
et des relations internationales au niveau l’agence nationale des
fréquences (ANF). Il a exercé plusieurs fonctions dans le secteur de la
radiodiffusion (gestion de projet, planification et gestion du spectre
des fréquences). Ingénieur électronique à l’INELEC (Boumerdes) en
janvier 1982, spécialisation dans les techniques audiovisuelles à
l’institut national de l’audiovisuel INA à Paris et poste graduation
spécialisé management général en 2004 à l’ISGP Alger (Lido).
Il a participé aux conférences mondiales des radiocommunications de
l’UIT-R depuis 1987. Président de la commission technique (la conférence
régionale des radiocommunications) 2004 (CRR-04) et président de la
commission procédure et réglementation à la conférence régionale des
radiocommunications 2006(CRR-06). Président du groupe Afrique durant
l’intersession et la deuxième session 2006 (CRR-06).

Johan Eksteen, Regional Standards Officer, Microsoft
Johan Eksteen is a Regional Standards Officer at Microsoft Corporation.
He engages in both standards work and standards capacity building
efforts in the African region. He is a contributor to standards
activities in the areas of information security, software engineering,
document formats, e-learning and cloud computing. Previously he led the
efforts in research infrastructure, remote sensing and human language
technologies at the CSIR in South Africa. He was also the South African
National Contact Point for Information and Communications Technology for
the European Union’s Framework Programmes 6 and 7. He has extensive
experience in national and regional strategy and policy development.

Slaheddine Maaref, Central Director for Business Strategy, Tunisie Telecom
Slaheddine Maaref earned a Diploma of Telecommunications Engineering
from the High school of Telecommunications of Paris (Telecom Paris) in
France in 1983.
After a one year training in the France Telecom R&D department, Mr
Maaref joined Tunisie Télécom where he has held a series of positions of
increasing responsibilities.
He is involved in many key networks activities: engineering, planning,
network management and support activities.
Mr. Maaref controlled the majority of the feasibility studies of
networks and services development projects of Tunisie Télécom during the
last fifteen years.
He is regarded as being one of the international experts in the fields
of Network Planning and Tele-Traffic (very good experience in the field
of computer-aided network planning).
He has an extensive background in telecommunications networks and
services development: Technologies, Business Case, Financing, and
Cooperation...
He has been involved in some key global and regional telecom projects:
SEAMEWE III&IV, THURAYA, RASCOM, MAGHREB OPTICAL CABLE, (AFRICA ONE,
OXYGENE).
Mr Maaref participates to most ITU activities and meetings. He
contributes to the organization of some ITU seminars and workshops.
He takes part regularly in the great national and international
demonstrations on telecommunications and this as a participant or a
lecturer.
Mr. Maaref ensured many posts as an ITU expert in several countries.
Currently, Mr. Maaref is the Central Director of the Corporate Strategy
of Tunisia Telecom. |
El Ebiary Tarek Mohamed, Director Type Approval, National Telecommunication Regulatory Authority, Egypt
Tarek Mohamed El Ebiary joined the NTRA in April 2004 & is currently the
Director of the Type Approval department at the National Telecom
regulatory Authority (NTRA) Egypt, he is managing the Telecom & IT
equipments authorization & certification process for the Telecom sector.
His role is to ensure that Telecom & IT equipments entering the local
market are complying with the international standards adopted in Egypt
through coordinating with regional & international standardization
organization, accredited test labs, local & international manufacturers
& importers.
Mr. Tarek El Ebiary holds a Bachelor degree in electronics &
communication from Cairo University in 1991 & joined the largest
multinational Electro/Mechanical contractor in Egypt for 12 years. He
was involved in all low current systems design, submittals,
installations & handover for prestigious projects including Hotels,
Hospitals, Media city, sports halls…..etc., till he finally reached the
post Head of low current department in 2002.
Mr. El Ebiary also holds an Executive MBA degree from Nile university
Egypt under the supervision of IESE Business School (Top 10 Business
schools ranked 2010) in 2010.

Imad H. Elhajj, Electrical and Computer Engineering Department, American University of Beirut (AUB)
Imad H. Elhajj received his Bachelor of Engineering in Computer and
Communications Engineering, with distinction, from the American
University of Beirut in 1997 and the M.S. and Ph.D. degrees in
Electrical Engineering from Michigan State University in 1999 and 2002,
respectively. He is currently an Assistant Professor with the Department
of Electrical and Computer Engineering. Dr. Elhajj is the secretary of
IEEE Lebanon Section, senior member of IEEE and a member of ACM. His
research interests include instrumentation and robotics, cyber security,
sensor and computer networks, and multimedia networking with more than
70 publications. Imad received the Most Outstanding Graduate Student
Award from the Department of Electrical and Computer Engineering at
Michigan State University in April 2001, the Best Paper award at the
IEEE Electro Information Technology Conference in June 2003, and the
Best Paper Award at the International Conference on Information Society
in the 21st Century in November 2000. Dr. Elhajj is recipient of the
Teaching Excellence Award at the American University of Beirut, June
2011. |
Gary Fishman,
former TSAG Chairman
Mr. Fishman is currently President of
Pearlfisher International, a
telecommunication standardization
consulting company. His previous work
experience with Bell Laboratories, AT&T,
Lucent Technologies and Alcatel-Lucent
includes digital transmission systems,
system engineering, optical fiber,
economic studies, communication
satellite services, regulatory tariff
filings, marketing and technical
standardization.
He has participated in and held
leadership positions in domestic and
international standards bodies in a
variety of technical and policy areas
since 1984, including the Chair of the
ITU-T Telecommunication Standardization
Advisory Group (TSAG) (1996-2008) and
membership in World Standards
Cooperation comprising the top
management of ISO, IEC and ITU-T. In
2006, Mr. Fishman created the TSAG Young
Delegates Group to facilitate the
effective participation and training of
new participants, mostly from developing
countries, to TSAG and the ITU-T. He was
also a regular participant in the APT
Standardization Program (ASTAP) for many
years, and has presented numerous
seminars and workshops on capacity
building for international
standardization.
Mr. Fishman has served on the American
National Standards Institute (ANSI)
International Policy Committee, ANSI
Executive Standards Council and ANSI
Patent Group, and has participated on
ANSI delegations to the Pacific Area
Standards Congress and the ISO General
Assembly. Mr. Fishman is a founding
member and currently Vice Chairman of
the Board of the US ITU Association
(USITUA), an industry association whose
mission is to improve the interface
between industry and the US government
as it relates to ITU and other related
bodies. He is also the liaison
representative under a Memorandum of
Understanding between USITUA and ITU
Association of Japan.

Bashir Gwandu, Nigerian Communications Commission (NCC), Nigeria
Dr Bashir Gwandu was the Executive Commissioner in Charge of Licensing
and Consumer Affairs of the Nigerian Communications Commission (NCC)
until Jun 07 and now is the Executive Commissioner (Technical Services)
of the NCC. He was also the Acting CEO of the NCC from June to July
2010. After receiving his BSc in Physics from Usman Danfodiyo
University, Sokoto and an MSc in Applied Physics from the University of
Jos, in addition to a brief Engineering service at the Tactical
Air-command, Makurdi and lecturing at Usman Danfodiyo University, Sokoto,
he proceeded to the United Kingdom where he attended MSc Courses in
Power Electronics and Drives and MSc courses in Communications
Engineering; he further obtained an MPhil degree in
Electrical/Electronic Engineering, all from the University of
Birmingham. He returned briefly to Usman Danfodiyo University, Sokoto to
lecture before going back to the UK to study for a PhD in
Electronic/Electrical Engineering at Aston University and subsequently
undertook an MBA Finance course at the Birmingham Business School.
Dr Gwandu was the Head, Physics Department of Usman Danfodiyo University
until December 1991. He has designed many devices that are used in the
telecom industry some of which have been patented in Europe and United
States. He is a Chartered Electrical Engineer, and a Fellow of the IET
in the UK, and has published over 40 Electronic and Electrical
Engineering Research papers in world-class Electrical Engineering
journals and conference proceedings. Since 2002, Dr Bashir Gwandu has
been involved in research work on Regulation of Utilities. At NCC Dr
Gwandu is currently supervising Spectrum planning and management,
Quality of Service Monitoring and Network Optimization, Equipment
Type-approval, Numbering Plan, Allocation and Management.
Dr Gwandu was part of the Launch Committee of the recently Launched
Nigerian Communications Satellite (NigComsat-1), Is a regular speaker at
many international Telecom Conferences, has represented Nigeria in many
Forums on Telecoms Regulation, is on the Board of NCC and was until
recently on the Board of the NigComSat Ltd, and the Board of Digital
Bridge Institute.

Bilel Jamoussi, Chief – Study Groups Department, TSB, ITU
Dr. Bilel Jamoussi is Chief of the Study Groups Department at the
International Telecommunication Union Standardization Bureau in Geneva
Switzerland where he is responsible for the organization and management
of the ITU-T Study Groups, Focus Groups, Global Standardization
Initiatives, Joint Coordination Activities, and their secretariat.
Before joining ITU, Bilel was with Nortel for 15 years in Canada and
then the United States where he held several leadership positions
including Strategic Standards, Advanced Technology, University Research,
Software Development for routing/switching platforms, and Data Network
Engineering of major international customer networks.
As Director of the Strategic Standards organization within the office of
the Chief Technical Officer (CTO), Bilel provided strategic technology
direction and leadership for Nortel’s involvement in more than 90
standards development organizations, forums and consortia. He also
contributed to the MIT one laptop per child (OLPC) initiative.
Bilel is an IEEE Senior Member. He was elected to the IEEE Standards
Association (IEEE-SA) Board of Governors (BOG) and the IEEE-SA Corporate
Advisory Group (CAG). He served on the IEEE Standards Education
Committee, the IEEE-SA Nominations and Appointments Committee, the
IEEE-SA BOG International ad hoc, and the Technical Liaison from IEEE-SA
to ITU-T and ITU-D.
Bilel contributes to the innovation and advancement of technology in the
ICT Field. He has 22 granted and filed US patents in diverse areas:
packet, optical, wireless, and quality of service.
Bilel received a BS. ’89, MS. ’92, and PhD ’95 degrees in Computer
Engineering from the Pennsylvania State University, USA.

Vijay Mauree, Programme Coordinator, TSB, ITU
Vijay received his first degree in
Computer Science with Electronic Engineering from University College
London, UK in 1992 and obtained his Masters degree in Information
Technology from Imperial College, Science and Technology, UK in 1993. In
2000, He obtained his MBA from Cranfield School of Management in UK.
In June 2010 he joined the ITU-T Policy and Technology Watch Division in
Geneva where he is responsible for the implementation of projects under
Bridging the Standardization Gap programme and undertaking research on
emerging ICT standardization activities for production of Technology
Watch reports. He has already published two such report on ICT as an
enabler for Smart Water Management and the Optical World.
Before joining ITU, Vijay was working for the National Computer Board in
Mauritius where he was in charge of the Planning, Research and
Development Division and had worked on the implementation of two
National ICT Strategic Plans as well as on the development of a national
information security strategy. |
William McCrum, ITU Consultant
Bill McCrum has a B.Sc. in Electrical Engineering and a Master of
Science degree in Electronics and Communications from the Queen’s
University of Belfast. He worked in radiocommunications design for
General Electric in the United States from 1968-69, then Bell Northern
Research Labs., Canada from 1969 – 77 specializing in digital data
communications equipment and system design. He joined the Canadian
Department of Communications in 1977, and retired as Senior Director,
Telecommunications Engineering and Certification in the Canadian
Department of Industry in 2010. He was chief negotiator for Canada in a
number of international treaties and Mutual Recognition Agreements in
the area of Conformity Assessment of telecommunications equipment,
covering the Americas, European Union and Asia Pacific Regions. He is
well known in the international ICT standards world and has published
many papers in the data communications field and co-authored 2 books on
Open Systems Interconnection. Presently he is consulting to the ITU. |
Sami Trimech, Director of International Cooperation and
Marketing, CERT Tunisia
Sami Trimech is a Telecommunication Engineer; he joined Research and
Studies Telecommunication Centre CERT in 1997. Between 2004 and 2005, he
joined the World Summit on Information Society Executive Secretariat as
program officer.
Mr Trimech focused his international activities on questions related to
ITU development in developing countries. He was the ITU-D Rapporteur of
the question 15/1 related to technology transfer and informatization,
Vice rapporteur of the Question 17/1 related to Satellite regulation in
the developing countries, he is a member of the Advisory Committee of
the Centre Of Excellence of ITU for Arab Region.
In addition to his actual functions, as an International Cooperation
Director, Mr Trimech is working on the setting up of CERT new
laboratories related to CEM and Type approval activities. |
