Muhammad Azfar Ab. Aziz, MTSFB
Azfar has over 17 years of working
experience mainly in the
telecommunication industry. He started
his career working with SONY TV and two
years later he joined Telekom Malaysia
(TM). His experience in TM is mostly on
video streaming services.
Currently he holds the position of
Assistant General Manager of IPTV
Operation and Development, overseeing
daily IPTV operation includes content
preparation, system maintenance and
service troubleshooting.
He has a Bachelor of Science in
Electrical Engineering (Electronics)
from the University of Hartford, USA and
is a member of the Institute of
Engineers, Malaysia.

Muzaffar Fakhruddin, MTSFB
Muzaffar is a Malaysian who has spent
most of his 17 years in the industry
shuttling between Japan and the UK.
His initial 6 years were mainly in pure
R&D in diverse areas from developing New
Power Supply Technologies to Image
Processing algorithms and semiconductors
for Sony’s Bravia Engine.
He first started working in digital
broadcasting in the late 90’s in the UK
as Digital Terrestrial Broadcast was
just taking off.
In his more than 10 years working in the
digital broadcast arena he has had hands
on experience in the introduction of a
wide range of technologies from their
inception to their technical and
commercial roll outs.
He is also an inventor in a number of
patents including those in Digital
Broadcasting.
Currently he is responsible for Asia
Pacific Digital Broadcast for Sony’s TV
Division working out of Malaysia.

Gary Fishman,
former TSAG Chairman
Mr. Fishman is currently President of
Pearlfisher International, a
telecommunication standardization
consulting company. His previous work
experience with Bell Laboratories, AT&T,
Lucent Technologies and Alcatel-Lucent
includes digital transmission systems,
system engineering, optical fiber,
economic studies, communication
satellite services, regulatory tariff
filings, marketing and technical
standardization.
He has participated in and held
leadership positions in domestic and
international standards bodies in a
variety of technical and policy areas
since 1984, including the Chair of the
ITU-T Telecommunication Standardization
Advisory Group (TSAG) (1996-2008) and
membership in World Standards
Cooperation comprising the top
management of ISO, IEC and ITU-T. In
2006, Mr. Fishman created the TSAG Young
Delegates Group to facilitate the
effective participation and training of
new participants, mostly from developing
countries, to TSAG and the ITU-T. He was
also a regular participant in the APT
Standardization Program (ASTAP) for many
years, and has presented numerous
seminars and workshops on capacity
building for international
standardization.
Mr. Fishman has served on the American
National Standards Institute (ANSI)
International Policy Committee, ANSI
Executive Standards Council and ANSI
Patent Group, and has participated on
ANSI delegations to the Pacific Area
Standards Congress and the ISO General
Assembly. Mr. Fishman is a founding
member and currently Vice Chairman of
the Board of the US ITU Association
(USITUA), an industry association whose
mission is to improve the interface
between industry and the US government
as it relates to ITU and other related
bodies. He is also the liaison
representative under a Memorandum of
Understanding between USITUA and ITU
Association of Japan. |
Dr. Byoung Moon Chin, (Vice-President, Telecom Technology Association (TTA))
Byoung-Moon Chin received his B. S.
Degree in Electrical Engineering in 1976
and M. S. Degree in Computer Engineering
in 1983 each from Seoul National
University and Ph. D. degree in Computer
Science in 1996 from KAIST (Korea
Advanced Institute of Science and
Technology). He served as a director in
several research divisions of ETRI
(Electronics and Telecommunications
Research Institute) from April 1980
until March 2001.
Since April 2001, he has been a managing
director in Standardization Department
of TTA (Telecommunications Technology
Association). He has been served as a
Q.23 Rapporteur of ITU-T SG 7 from 1996
until 2000 and a vice chair of ITU-T SG
17.from 2001-until 2008. For the
regional standardization, he was served
as a chairperson of MMCG (Multi-Media
Coordination Group) in ASTAP (APT
Standardization Program) forum from 1998
until mid of 2000. Currently, he is
involved in the activity of 3GPPs as a
HoD of TTA. |

Ismail Haron, MTSFB
Haji Ismail, 48, is one of the founding
members of Packet One Networks (P1), a
leading WiMAX operator in Malaysia. Has
over 24 years working experience in
various companies. Has been in multiple
industries such as Electrical Power,
Broadcasting, Sound Engineering,
prominently in Telecommunications. Now
head of P1 Corporate Office as a Vice
President, responsible for Regulatory,
Corporate Communications, Spectrum
Strategy, Access Management, and
Alliance Development.
Possesses multi-disciplinary experiences
in areas such as Industry Policy
Development, Regulatory, Tender
Management, Contract and Project
Management, Formulation of Legislations
and Guidelines, Government Relations and
Industry Affairs.

Mr Arthur Levin,
Chief, Services Department, ITU-TSB
Mr. Arthur Levin was the lead ITU staff
member in the organization of the two
phases of the World Summit on the
Information Society and has served as a
senior policy adviser and legal
counselor with the Union. He organized
and was Executive Secretary of the ITU
Plenipotentiary Conferences in 2002 and
2006.
He also holds an appointment as an
adjunct professor of law at the Franklin
Pierce Law Center in the United States,
where he teaches a course on
International Telecommunications Law and
the Internet..
He previously served as Legal Adviser of
the OECD in Paris and as a senior
attorney with regulatory agencies in the
United States and with private law firms
in Washington, D.C. He has published
numerous articles and books on
regulatory topics.
He has a J.D. with honors from George
Washington Law Center and a B.S. with
honors from Cornell University. |
Dato' Ismail Osman, Chairman of the Malaysian Technical Standards Forum Bhd (MTFSB)
Dato’ Ismail Osman is the Chairman of
the Malaysian Technical Standards Forum
Bhd (MTSFB), was elected since July 2007
until present.
He is also currently an Executive
Director of Asiaspace, a WiMax and
infrastructure service provider, and
subsequently represents the company as a
Director in the Board Members of MTSFB.
He was previously attached to U Mobile,
a 3G mobile network operator when he
joined the Berjaya Group as an Executive
Director and was also a Director of MOL
Access Portal Bhd.
Dato’ Ismail holds a Master of Science
in Microwave Semiconductor Electronics
from the University of Kent, United
Kingdom.
Prior to his involvement in the
corporate sector, he was the last
Director General of the Department of
Telecommunications Malaysia, the
regulator before its regulatory
functions were taken over by the
Malaysian Communications and Multimedia
Commission (MCMC) in 1999.
While he was in the government he was
the first Director of Spectrum
Management and was responsible in
building up the present Automatic
Frequency Management System in Malaysia.

Jongbong Park,
(TTA)
Mr. Jongbong PARK started his career at
the Korean R&D Institution, Electronics
and Telecommunication Research Institute
(ETRI), to work on the coordination of
standardization activities in 1998.
Mr. Park joined the TTA in 2001 as a
senior researcher providing consultation
to Korean administration to set up
national position at international
organizations, such as ITU and APT. He
has contributed to various APT
preparatory meetings for ITU
Plenipotentiary Conference and World
Telecommunication Standardization
Assembly as a committee chair.
As a director at TTA, he is in charge of
coordinating various standardization
activities, such as TTA standardization
committees, industry forums and human
resource development. He has been
providing consultation to overseas
governments to enrich their
standardization capability. In addition,
he undertakes joint work programme with
ITU-T for bridging the standardization
gap that was funded by the Korean
administration. |
Ahmad Razif, MCMC
He is currently the Director, Technology
& Standards Department, Malaysian
Communications and Multimedia Commission
(SKMM) responsible for among others the
development of the Communications
Standards and Technology Roadmap
programs and initiatives to ensure
safety and interoperability of networks
and services in the country. He is
re-elected as the National Industry
Consultant-B447 accredited by the
Department of Skills Development of the
Ministry of Human Resources, Malaysia
for Electrical and Electronic,
Telecommunication and Broadcasting
industry for 2010-2012.
He is also Chairman of the Technical
Committee of TC/G/12, IT
Interconnection, Communications and
System Information established by SIRIM
Berhad, the appointed National Standards
Development Agency, for the development
of Malaysian Standards.
He is a professional member of the
Institute of Electrical and Electronics
Engineers (IEEE) Communications Society
for 18 years, and a life member of the
AIM (Asian Institute of Management) Club
of Malaysia. He holds a Class A Amateur
Radio License and an active life member
of the Malaysian Radio Transmitters’
Society with his callsign 9M2RT. |
Yeong-il Seo, KT
Yeong-il Seo has more than 14 year
extensive experiences as IP Network
Engineer at KT R&D Laboratory. As key
accomplishment, he successfully deployed
KT NGN, and he implemented KT TPS
including IPTV over KT NGN. He is
responsible for design, deployment, and
engineering of KT’s IP network. He was
the editor of ITU-T IPTV FG and now he
has an activity in IETF P2P related WG.
He is focusing on Next generation
Content delivery technology, P2P issue
and IETF Application-Layer Traffic
Optimization technology. |
