Summary: FMSC is the capability that provides services and applications to end users regardless of the fixed, mobile or satellite access technologies. There have already been several constellation projects using multi-orbit networking scheme. Therefore, multi-orbit networking is envisioned as one of the development directions of FMSC network. It is of important needs to study a standardized framework for multi-orbit networking in FMSC network, which can help to provide a solution of deployment for FMSC network. This Technical Report studies the multi-orbit networking in FMSC network for IMT-2020 and beyond, in the aspects of general consideration, potential requirements, network enhancement considerations and security considerations.
