Question 7/16 – System and coordination aspects of media coding
(Continuation of part of Question 23/16)

Motivation

Media coding is a key element of multimedia communications and encompasses several areas for study:

  • Still and moving image coding
  • Character and graphic coding
  • Computer data compression
  • Coding of audio fullband (20-20000 Hz), superwideband (50-14000 Hz), wideband (50-7000 Hz), and narrowband coding (200-3400 Hz) speech
  • Parameter extraction from audio, video and still-image signals
  • In liaison with other ITU-T standardization Groups or SDOs, it will recommend what media coding standards to be used in services/applications, networks, devices and specified in related ITU-T recommendations.

This Question will address system and coordination aspects of media coding used for conversational and non conversational applications, such as conventional and IP telephony, audiovisual multimedia communications and IPTV.

This Question will not develop any media coding algorithm Recommendations, since they are developed in the other audio/video coding Questions.

Study items

Study items to be considered include, but are not limited to:

  • Coordination of media coding matters not addressed in other audio/video coding Questions with other ITU Study Groups and other bodies
  • Harmonization of media coding activities with other standard development organizations (SDOs)
  • Aspects of the use of media coding in various conversational and non-conversational systems, including IPTV, NGN networks and connected devices, including study and recommendation of what media coding standard to be used in such systems and specified in related Recommendations
  • Considerations on how to help measure and mitigate climate changes

Tasks

Tasks include, but are not limited to:

  • Develop Recommendations for the use of media coding within IPTV systems, in coordination with other ITU-T Study Groups
  • Maintain the ITU-T media coding database

An up-to-date status of work under this Question is found in the SG 16 work programme (http://itu.int/ITU-T/workprog/wp_search.aspx?isn_sg=554).

Relationships

Recommendations:

  • H.320-series Systems Recommendations
  • J-series Recommendations on IPTV and IP-Cablecom
  • Video Signalling Recommendation H.241
  • Audio and Speech Coding Recommendations of the G.700-series
  • Video Coding Recommendations of the H.260-series
  • Still image coding Recommendations of the T.80 and T.800 series

Questions:

  • 1, 2, 4, 6, 8, 9, 10,14, 18, 22, 26, 28/16

Study Groups:

  • ITU-T SG 9 on media coding aspects of digital cable systems and IPTV
  • ITU-T SG 12 on end-to-end performance and media quality issues
  • ITU-T SG 13 on IMT, NGN, IPTV, IP, ATM, ISDN and general network issues
  • ITU-R SG 5 on IMT
  • ITU-R SG 6 on terrestrial and satellite broadcasting services

Other Bodies:

  • 3GPP and 3GPP2 for wireless applications
  • ETSI DECT and TISPAN
  • IETF for real-time protocol (RTF) packetization and transport
  • IMTC Media Coding AG and Requirements WG for input regarding market requirements
  • ISO/IEC JTC 1/SC 29 (MPEG, JPEG) for still and motion image and audio coding
