Initiation of the ITU-T Full Service – VDSL (FS-VDSL) Focus Group
The ITU-T has agreed to establish a new Focus Group under Study Group 16.
This will be known as the Full Service – VDSL (FS-VDSL) Focus Group. The Focus
Group will be formally approved at the next meeting of Study Group 16 in October
2002.
Background
As a result of the Informal Forum Summit initiated by the TSB Director in
December 2001 (see http://www.itu.int/ITU-T/tsb-director/forum), the
Full
Service VDSL Forum expressed a desire to move its work from a forum into a Focus
Group under the ITU umbrella. Since its work is related to the provision of
multimedia services, it was proposed that ITU-T Study Group 16 be the parent
study group for this Focus Group.
Discussions were held between the Director of TSB and the FS-VDSL Forum
management and two TSB representatives participated in the March 2002 Forum
meeting. On 2 May 2002, TSB received a request from the FS-VDSL Forum for the
creation of a Focus Group in SG 16, which was subsequently endorsed by France
Telecom (ITU-T Sector Member).
The procedures for establishment of a Focus Group are defined in Rec.A.7, and
after assessment of the requirements in A.7, the TSB Director decided in
consultation with the SG 16 management to follow provisions under clause
2.1.1/A.7 for the establishment of Focus Groups between study group meetings.
These procedures require that a Focus Group Review Committee (FGRC) be
established with the parent SG management, TSB Director, and TSAG Chairman. The
FGRC is charged with reviewing the proposal for the Focus Group to ensure that
the requirements of Rec. A.7 are met.
The FGRC met on 3 May 2002 and agreed to proceed with the next steps for the
establishment of the FS-VDSL Focus Group, including a review of the legal and
financial requirements. Formal approval of the Focus Group will take place at
the next meeting of Study Group 16 in October 2002.
