下一代网络资源和允许控制功能

ITU-T Y.2111建议书规定了下一代网络（NGN）资源和允许控制功能（RACF）的功能架构和要求，其中可能涉及各种接入和核心传输技术和多个域。RACF提供了实时应用驱动和基于政策的传输资源管理，以支持端对端业务质量（QoS）、关口控制、网络地址转译以及远端网络地址转译器的横向传送。RACF与具体业务无关。各种业务都可以使用RACF，而不论是否涉及IP多媒体子系统。
特别是，本版本的ITU-T Y.2111建议书包括对2008年版本的扩展，以处理多种功能，包括3GPP政策控制功能、NGN和不特定RACF的IP网络之间的资源和允许控制、批发、时间移位电视业务、QoS降级、移动性、基于用户预订信息的资源和允许控制、深度包检测（DPI）支持、RACF和性能测量管理（MPM）之间的通信、基于政策的计费控制以及应约IPTV业务等。
