Caracas, Venezuela: It has been announced
today by the Telecommunications Standardization Sector of the
International Telecommunications Union (ITU-T) the approval of a
Recommendation concerning the provision of Network Based IP
Virtual Private Networks over MPLS based architectures. The
document is a product of the work initiated by ITU in order to
allow end-to-end delivery of carrier-class services across
multi-vendor Service Provider infrastructures. ITU-T Y.1311.1
Recommendation, "Network Based IP VPN over MPLS
architecture", addresses one of the key applications for
Service Providers over the next several years, Network Based IP
Virtual Private Networks, and describes its provisioning over
architectures based on MPLS (Multi Protocol Label Switching), the
emerging technological standard for Service Provider core network
architectures.
IP VPN market forecasts are extremely
attractive and IP based VPN are estimated to be a $24 billion
business. : Service Providers have urgent needs to deploy
competitive IP VPN services over MPLS network infrastructures and
require cost effective, scalable, fully interoperable solutions
along with capabilities for new added value features. Y.1311.1
specifies a list of customer and service provider requirements
which are intended to provide input and guidelines for the
development of existing and new solutions in the IP VPN space
(these requirements going in many cases beyond the specific
application to MPLS based networks). In this sense, a cooperation
with another standardisation body (IETF) has also been activated.
Y.1311.1 describes the main functional
building blocks of a Network Based IP VPN service architecture
and, according to the current deployed base in Service Provider
networks, identifies two technical approaches (BGP/MPLS VPN and
Virtual Router) for the provisioning of such services. Other
topics, such as Quality of Service and Interworking, are also
addressed in the Recommendation.

Private Network services. The standardisation of Network Based IP
VPNs over MPLS architectures answers to these market requests
providing a list of key requirements and identifying some
possible technical approaches. That will surely drive the
definition or improvement of competitive solutions for the next
