Corrections made to the ASN.1 module of X.237 bis (09/1998)

1. The OID of the module "Connectionless-ACSE-1" was already assigned to the module "Conenctionless-ACSE-1" defined in ITU-T Recommendation X.237 (04/1995), so it was commented out.
