README Information about the ITU-T Software Copyright Statement and Licensing Declaration Database

About the ITU-T Software Copyright Statements Database

In order to facilitate both the standards making process and the application of ITU-T Recommendations, the Telecommunication Standardization Bureau (TSB) is making available the ITU-T Software copyright Statements database composed of information that was communicated to the TSB by administrations, private enterprises, etc. that participate in the standards making activities of the ITU-T Study Groups. The Software copyrights mentioned in the Statements are embodied fully or partially in an ITU-T Recommendation.

This database is not certified to be either accurate or complete, but only reflects the information that has been communicated to the Telecommunication Standardization Bureau. As such, the database may be viewed as simply raising a flag to alert users that they need to contact the organizations who have communicated Software copyright Statements to the TSB in order to determine if Software copyright licenses must be obtained for application of a particular Recommendation.

I Composition of the database

In each record of the database there are the following categories:
  1. Recommendation Number: The number of the Recommendation to which the Software copyright Statement refers, ex: P.563.


  2. Id. Number: The identification number assigned to the Software copyright Statement communicated to the TSB.


  3. Organization, Main contact: The organization that holds the Software copyright which could include administrations, private enterprises, universities, etc., and its contact address. (The telephone number, fax number and e-mail address of the organization)


  4. Licensing declaration: The option of licensing declaration selected by the Software copyright holder.


  5. Licensing to other SDOs: "Yes" means that the holder permits ITU to provide the Software under license to other Standards Developing Organizations for standardization purposes, under conditions that the SDO will ensure that an appropriate copyright notice will accompany the software such that the Software copyright holder will be able to impose on the recipient of the software any terms and conditions associated with the option selected by the Software copyright holder in the declaration form.


  6. Software Name, Version: The title and version of a Software, if given, in an organization's communication to the TSB.


  7. Attached documents to the statement: Attachment if given, to an organization's communication to the TSB.


  8. Date Software copyright Statement Received: The date when the statement of Software copyright Licensing Declaration was received at the Telecommunication Standardization Bureau.
II Correcting the database

If any organization finds that the information concerning their statement of Software copyright Licensing Declaration in this database is in error or not up-to-date, they should communicate their updating information to:
