TSAG Correspondence Group for drafting a Study Group guide on End-User needs

1 Scope
TSAG has established a Correspondence Group to develop an ITU-T Guide for Study Groups to take account of end-user needs in development of ITU-T Recommendations. 
Mr. Ron Box, Australia, has agreed to act as convenor for the Group.

2 Terms of reference
In developing an ITU-T Guide for Study Groups to take account of end-user needs in standards making, the Correspondence Group should:
  • refine definition of 'end-user', and consider how to encompass the needs of a wide range of end-users such as disabled users, rural users, remote users and users with special needs;
  • consider whether the Guide should not only guide Study Groups on how to take account of end user needs in development of ITU-T Recommendations, but also facilitate interactive direct user involvement in their development;
  • if the Guide is intended to facilitate interactive direct user involvement in ITU-T Recommendations development, consider how to ensure that existing ITU-T working procedures will not be compromised in the process;
  • consider how the work will take account of, and relate to current ITU-T Study Group user and human factors work (e.g. SG2, SG12);
  • consider mechanisms which might best enable end user needs to be fed in to the ITU-T Recommendation development process;
  • consider mechanisms by which Study Groups might be able to interact with and get feedback from user groups or associations around the world;
  • identify, as necessary, the appropriate section(s) to cross-reference the Guide from an existing A-Series Recommendation(s); and report back to TSAG at the July 2004 meeting;
  • consider what is needed to give work on end-users a "fresh start" (reference Chairman's Report TD268).
