In a region where frequent Hurricanes are a major hazard, one country established a very efficient hurricane warning system, including its meteorological services as well as several telecommunication services. The country offered to not only share information with a neighbouring country's authorities, but to extend its early-warning system through that country's networks. The offer was refused:
The country without an established system to alert the public also had no established plans for the actions to be taken by those receiving an alert. Without such preparedness, an alert would be likely to result in chaos, as the population might try to evacuate the vulnerable areas without knowing the appropriate escape routes. The risks of accidents and of people being stranded on congested roads were too high even in comparison to the risk of not evacuating certain locations.
