In this issue:
1. RRU Hosts Online Virtual Conference for Regional and Sub-Regional Regulators' Associations. The 12 May 2004 virtual conference brought together representatives of regional regulators' associations from around the world to foster a global exchange among these groups. Heads of regional regulators' associations and member representatives participating in the virtual conference addressed pressing issues such as how to improve regional capacity-building. They presented their 2004 work plans and were given a demonstration of the Global Regulators' Exchange (G-REX) discussion forum for regional regulators associations. Participants also exchanged ideas on the theme of the second meeting for regional regulators' associations to take place on 7 December 2004 in Geneva, Switzerland, immediately prior to the 2004 Global Symposium for Regulators. They were encourage to continue their dialogue on G-REX and to submit their suggestions on issues they would like to address at their second meeting in December 2004. The Norwegian Post and Telecommunications Authority Hosts ITU European Regional Meeting on Fair Competition and Interconnection, Oslo, Norway, 1-3 June 2004. The meeting, organized together with The Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU), was attended by more than 60 participants from national regulatory authorities, policy-makers and ITU-D sector members from 28 European countries. Participants shared experiences on achieving fair competition and how best to handle interconnection issues. Although European countries find themselves at various stages of regulatory development, they face many common challenges. The Oslo meeting succeeded in launching a dialogue among regulators, policy-makers and operators throughout the European region and an exchange of best practices. The meeting was opened by Her Excellency, Ms. Torild Skogsholm, Minister of Transport and Communications, and chaired by Mr. Willy Jensen, Director General of the Norwegian Post and Telecommunications Authority. To access all meeting documents, click here! The RRU is preparing a case study on Lithuania's licensing regime in an era of market liberalization and convergence. Lithuania was selected because of the rapid regulatory transformation of its telecommunication sector to a fully liberalized information and communication technology (ICT) environment in which all ICT service providers are free to provide a full range of ICT services. This major regulatory change is representative of what is occurring not only in Europe, especially among new European Union (EU) Member States, but also in other countries worldwide. It was also one of the first countries in the EU to have implemented the EU's general authorization directive. The purpose of this case study is to document a set of "best practice" guidelines to assist regulators who are shifting from a monopoly or limited competition environment to a fully liberalized one. Further countries worldwide will be studied to add to the set of best practices. This case study will be a major input into the 6th edition of Trends in Telecommunication Reform 2004 and will be showcased at the 5th Annual Global Symposium for Regulators. European Regional Workshop on Dispute Resolution The Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) is organizing a European Regional Workshop on Dispute Resolution in Geneva, Switzerland, 31 August-2 September 2004. The meeting is intended for regulators, policy-makers and ITU-D sector members from the European region. The goal of this meeting is to provide participants with the opportunity to build capacity and share experiences on telecommunication dispute resolution, specifically focusing on alternative dispute resolution (ADR) mechanisms. A role playing exercise will be conducted to provide participants with a more practical and concrete understanding of the issues at stake from the perspective of each party. To learn more about this meeting, click here! 5. 5th Forum on Telecommunication Regulation in Africa, Kampala, Uganda, 3-5 November 2004 The Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) is organizing in collaboration with the Chairman of the African Telecommunication Regulators' network, Major Tandoh J.R.K, the 5th Forum on Telecommunication Regulation to be hosted by the Uganda Communication Commission. The theme of the forum, "licensing in the era of convergence," is aligned to the theme of the Global Symposium for Regulators to be held in Geneva, Switzerland 8-10 December 2004. The Forum is intended for policy-makers, regulators and ICT stakeholders in the region. Further information will be made available on the TREG website. This forum will be held back-to-back with the "Public Private Sector Partnership Forum" scheduled for 1-2 November 2004. 6. Global Symposium for Regulators 2004 The fifth annual Global Symposium for Regulators (GSR), organized by the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU), will be held together with the Inter-American Telecommunication Commission (CITEL) of the Organization of American States at the United Nations Palais in Geneva, 8-10 December 2004. The GSR will focus on licensing in the era of convergence. This theme will also be explored in the 2004 edition of the annual ITU publication Trends in Telecommunication Reform and BDT regulatory case studies, which will be showcased during this event. In addition, participants in last year's GSR recommended BDT to examine the issues of promoting cost effective broadband and Internet services, regulating scarce resources and Spam. Break-out sessions will be organized to discuss these pressing issues. The first day of the GSR, 8 December 2004, will be open to regulators, policy makers, ITU-D Sector Members and other invited guests. The two days that follow, 9-10 December, will be reserved for regulators and policy makers. For more information, click here!
