SEMINAR ON ENFORCING TELECOMMUNICATION LAW,
POLICY AND REGULATION

The meeting brought together more than 90 participants, including 30 women, from
38 countries representing telecommunication-related Ministries, regulatory
agencies, sector members and regional organizations. The meeting focused on
current challenges in enforcing telecommunications law, policy and regulations.
There were several high-level presentations highlighting different national
experiences in the power to enforce, enforcement practices (monitoring,
inspections and sanctions), and general enforcement in areas such as spectrum,
license obligations, interconnection, VoIP and dispute resolution. Participants
underscored the need to continue discussions on this broad but very important
subject and to develop tools and guidelines to assist regulators in enforcing
their decisions, and in using to the extent possible alternative dispute
resolution procedures. The discussions of the seminar were fed into the ITU-D
Rapporteur Group on Question 18/1 which was held on the two following days. For
