SEMINAR
ON UNIVERSAL SERVICE AND CONSUMER RIGHTS PROTECTION

As an annual event under the Istanbul Action Plan for 2005, ITU and MII/China
organized a high-level seminar on Universal Service and Protection of Consumer
Rights in China at the end of August 2005.
The
meeting discussed:
- Trends
& Issues of Universal Service & Consumer Protection
- Universal
Service Obligation & Its Funding Mechanisms and Models such as Cross-subsidization,
Access Deficit Charges, Mandatory service obligations, Competition and cost-based
pricing, Universal Service Obligation Funds, Rural telecom cooperatives
Presentations
were made by various experts and representatives from several different countries
and regions. It aimed at seeking any suitable models for universal service and
consumers’ rights to countries like China taking into account best practices,
experiences and models from other countries and regions.
