Changes in technology and in the
telecommunication environment have stimulated major regulatory changes in most
countries in Central Eastern Europe and the Baltic States to adapt to the
evolving European and international scene.
Understanding and creating an appropriate Universal service framework is
important for regulators, operators and essential for end users and the public.
Therefore, the BDT organized this Seminar to enhance awareness of the topic and provide a detailed picture of
universal service requirements in Europe.
