This landmark meeting established the regulatory framework for managing radio communications, recognizing the radio-frequency spectrum as a shared global resource that had to be managed cooperatively to prevent interference. <br>    <\/p>\n            <\/div>\n                            <\/div>\n        <\/div>\n    <\/section>\n\n\n<div class=\"ituContainer\">\n<div class=\"wp-block-columns has-white-background-color has-background is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\"><div class=\"ituContainer\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\"><div class=\"ituContainer\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\"><div class=\"ituContainer\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\"><div class=\"ituContainer\">\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n<\/div>\n\n<div class=\"ituContainer\">\n<p><em>The 1906 conference produced the International Radiotelegraph Convention with an annex containing the first regulations in this field. These were expanded and revised by numerous subsequent conferences, and became known as the <a href=\"http:\/\/handle.itu.int\/11.1004\/020.1000\/1\" target=\"_blank\" rel=\"noreferrer noopener\">Radio Regulations<\/a>.&nbsp;<\/em><\/p>\n<\/div>\n\n<div class=\"ituContainer\">\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n<\/div>\n\n<div class=\"ituContainer\">\n<p><em>The <a href=\"https:\/\/www.itu.int\/pub\/R-REG-RR-2024\">2024 edition<\/a> of the Radio Regulations is a four-volume treaty of more than 2,000 pages, covering more than 40 different radiocommunication services, spanning frequencies from 8.3 kilohertz (kHz) to 3000 gigahertz (GHz). Different radio services, from broadcasting to maritime, could now operate without harmful interference. Modifications address the needs of new services along with the spectrum requirements of existing services.<\/p>\n<\/div><\/div>\n<\/div><\/div>\n<\/div><\/div>\n<\/div><\/div>\n<\/div><\/div>\n<\/div><\/div>\n<\/div>\n\n<div class=\"ituContainer\">\n<hr class=\"wp-block-separator has-text-color has-cyan-bluish-gray-color has-alpha-channel-opacity has-cyan-bluish-gray-background-color has-background is-style-wide\"\/>\n<\/div>\n\n<div class=\"ituContainer\">\n<div style=\"height:24px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n<\/div>\n\n    <section>\n    <div class=\"text-section\">\n        <div class=\"ituContainer grid\">\n                                        <div class=\"text-section-left\" data-span=\"8\">\n                        <h2 class=\"h3\">\n        1920s    <\/h2>\n                        <h3 class=\"h5\">\n        A forum for technical expertise    <\/h3>\n                        <p>\n        The establishment of three International Consultative Committees (CCIs) in 1920s ushered in a new role for ITU. Until then, ITU administrative conferences had primarily focused on regulatory matters. However, the increasing complexity and rapid evolution of emerging technologies called for continuous technical inquiry. The CCIs were created to bring together experts to exchange ideas and develop international standards on technical, operational, and tariff-related matters in telecommunications.<br><br>Three specialized committees \u2013 each focusing on a specific technology \u2013 were formed:    <\/p>\n                    <div class=\"ituContainer\">\n<ul class=\"wp-block-list\"><div class=\"ituContainer\">\n<li><strong>1924<\/strong>: <a href=\"http:\/\/handle.itu.int\/11.1004\/020.2000\/s.011\" target=\"_blank\" rel=\"noopener\">International Telephone Consultative Committee (CCIF)<\/a>*<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li><strong>1925:<\/strong> <a href=\"http:\/\/handle.itu.int\/11.1004\/020.2000\/s.011\" target=\"_blank\" rel=\"noopener\">International Telegraph Consultative Committee (CCIT)<\/a>*<\/li>\n<\/div>\n\n<div class=\"ituContainer\">\n<li><strong>1927:<\/strong> <a href=\"http:\/\/handle.itu.int\/11.1004\/020.2000\/s.002\" target=\"_blank\" rel=\"noopener\">International Radio Consultative Committee (CCIR)<\/a><\/li>\n<\/div><\/ul>\n<\/div>                        <p>\n        <em>*In 1956, the CCIF and CCIT merged to become the International Telegraph and Telephone Consultative Committee (CCITT).<br><\/em><br>Recognizing the expertise in the private sector, membership in the CCIs was open to industry and scientific organizations. Initially, this work was led by plenary assemblies of the International Consultative Committees (CCIs). By 1871, they could participate in ITU conferences, with the right to speak, though not to vote, and by the 1920s, were closely involved in shaping technical standards through the International Consultative Committees on Telephone, Telegraph, and Radio.
