电信标准化局通函与参加国际电联电信标准化部门工作的所有与会者相关，并包括会议时间表、工作程序、酒店名单等实用信息。各研究组发出通函的目的在于，落实世界电信标准化全会有关批准和删除决议或分发问卷调查表的相关条款。
