Worldwide initiatives promoting a better life in rural communities with ICTs |

On the occasion of World Telecommunication and Information Society Day
2011, ITU calls upon all stakeholders (policy makers, regulators,
operators and industry) to promote the adoption of policies and strategies that
will promote ICTs in rural areas to contribute towards a better
life.
We invite you to consider organizing programmes in your country
to mark WTISD 2011 with a focus on the theme: “Better life in rural
communities with ICTs”. It would be useful to involve all sections of
society to formulate awareness and consensus on the issues underlying the theme
(see the
circular letter from ITU

International Child Helpline Day (Theme: Reaching more
children with ICTs)
May 17, 2011 marks the
fourth annual International Child Helpline Day. Child helplines across the globe will celebrate the crucial role
of child helplines in child protection. International Child
Helpline Day is held in conjunction with World
Telecommunication and Information Society Day (WTISD), an
annual event coordinated by the International
Telecommunication Union (ITU). This year’s theme is “Better
life in rural communities with ICT’s”, and the CHI network
will link to it by celebrating “Reaching more children with
Information Communication Technologies (ICTs)”. We live in a
rapidly changing world, and ICTs are increasingly becoming
children’s primary means of communication. Child helplines
are constantly adapting their methods and incorporating new
means of communication, to ensure that all children
everywhere can get help when they need it. In addition to
the more traditional phone lines, many child helplines now
also provide online chat services, SMS and text message
counselling and even radio to reach all children, and
especially those in remote or marginalised areas. Child
helplines are often a young person’s first contact with any
kind of child protection services, the gateways to a world
of help and support. Child helplines allow children to reach
out when they need it, in real time and directly, to speak
with someone in a safe, trustworthy environment. Toll-free
phone lines, online chat rooms, SMS text messages and letter
boxes in remote areas provide children with accessible,
confidential means to reach out for help. In countries where
the child protection system is porous, child helplines often
also step up and provide direct interventions, shelter,
mediation and rehabilitation services to children and young
people reaching out for help. “There is a pressing need for

Net2 Think Tank brainstorming on WTISD theme
NetSquared celebrates WTISD by busing this year's
theme "Better life in rural communities with ICTs" to guide
their Net2 Think Tank question for the month of
May. Netsquared brainstorms ideas for closing the digital
divide for people living in rural areas all around the
world. The submission is open until 21 May and the results
of the brainstorming will be published online on 23 May.

Better Life and Security with ICTs for Children in rural communities
Forum of the
African Children Cyber Safety Initiative (ACCSI) to
highlight the importance of ICTs to children in the rural
areas of Africa. Are girls and boys in the rural communities
really living their dreams? How can children in the rural
areas tap into the benefits of ICTs? The forum will create
awareness on how a better future for children in the rural
areas must include ICTs, online protection and safe access
to computers and other resources. Jidaw Systems in
conjunction with the African Information Security
Association (AISA) will also hold a special session on
“Better life and Security in rural communities in Africa
with ICTs” during the
FREE IT Career Seminar on May 14, 2011. The special session will examine how to
harness the power of ICTs for rural growth. It will also look
at the security dimensions of the rural-urban divide,
identify challenges widening the divide, share ICT knowledge
and experiences and recommend practical solutions for
closing the gap. The forums are open to the public and all
key stakeholders are invited. Interested participants need
to

before the events through the Jidaw office.

Text to Change (TTC) is an award winning, non-profit organization,
which was founded in 2007 in Amsterdam, the Netherlands. TTC has led
the way in using mobile telephony to promote awareness of
humanitarian and health-related issues in Africa; it operates in
collaboration with NGOs, mobile network operators and other partners
in the public and private sector - in countries across the
developing world. TTC is specialized in interactive and incentive
based SMS programs in rural areas targeting health issues such as
HIV/AIDS, malaria, reproductive health and other emerging
development issues.

Social Media and Public Health Festival
Festival de Redes Sociales y Salud Pública
The Pan American Health Organization/World Health
Organization (PAHO/WHO) held the first Global Internet Day.
Some 400 people connected through different Internet
platforms discussed the use of social media to promote
health in the Americas. The objective of the Social Media
and Public Health Festival, transmitted live via Internet
and followed through Facebook, Twitter, Linkedin and
Elluminate, was to stress the importance of the Internet and
social media in improving aspects of public health. It also
sought to bring PAHO closer to social media users to inform
them about issues such as chronic noncommunicable diseases
and strengthen the Organization’s position in the
information society.
La Organización Panamericana de la Salud/Organización
Mundial de la Salud (OPS/OMS) celebró por primera vez el Día
Mundial de Internet, con unas 400 personas conectadas a
través de distintas plataformas de Internet que debatieron
sobre la utilización de las redes sociales en la promoción
de temas de salud en las Américas. El objetivo del Festival
de Redes Sociales y Salud Pública, transmitido en vivo por
Internet y seguido a través de Facebook, Twitter, Linkedin y
Elluminate, fue promover la importancia de Internet y las
redes sociales para mejorar los aspectos de salud pública.
También buscó acercar a la OPS a los usuarios de redes
sociales para informarles sobre temas como las enfermedades
crónicas no transmisibles y promover la posición de la
organización en la sociedad de información.

with Laptops for the best three from each of the two groups.

Robi Krishok:
An Online Agri Solution for Rural farmers
Access to information is still a big challenge for the
rural communities, specially for the rural farmers. BIID in
collaboration with Robi Axiata Ltd., (a leading telecom service
provider in Bangladesh) developed an online solution to serve the
farmers and link them directly to the agri-expert(s) to avail
immediate response on various queries. Farmers living in the rural
areas can avail this service by visiting telecentres or any internet
points available at their nearest locations.

Seminar on Better life in rural communities with ICTs: Role of
Community Radio
The main objective of the seminar is to help raise awareness of the possibilities that the use of
'Community Radio' can bring to societies and economies, as well as of ways
to bridge the digital divide in Bangladesh in line with the theme "Better life in rural
communities with ICTs". The workshop will stimulate reflection and exchange of
ideas and will produce a report reflecting national discussions on the issues

Brunei will join other International
Telecommunication Union member countries in marking the
event on May 17, to celebrate the achievements and progress
ICT had made to improve lives. The launching of WTISD 2011
will be held at Dewan Belalong in Bangar, Temburong, which
is the pilot site for the ICT Rural Outreach Programme (iROP)
implemented earlier this year, according to a press release
from The Authority for Information Technology Industry
(AITI). There will be an exhibition showcasing the
activities of the iROP project which was introduced to
narrow the digital divide in rural areas. Four companies
under Infocomm Federation of Brunei, namely Infomars
Training & Technology Solutions, ZimacSilicon Technologies,
Tech One Global Ltd and Telekom Brunei Berhad (TelBru), will
take part in the display. Residents in Temburong will also
showcase their local products which would be available
online for trade upon completion of the ICT Rural Outreach
Programme.

The Communications Association of Hong Kong (CAHK) will
launch a series of programs to celebrate the 5th anniversary of
WTISD-HK in 2011. The working partners this year are the Hong Kong
Federation of Youth Groups (HKFYG) and Pui Ching Academy (PCA). The
series of activities for 2011 will include Creating Mobile
Applications for Smart Phones Competition (Proposal), Mobile Phone
Software Application Competition (Finished Product), Geo-caching
Hunting Competition, 2011 CAHK Trophy - ICT Quiz Competition,
Writing Competition and ICT Open Day. All activities and prize
presentation to winners will be scheduled on the ceremony launch day
14 May, 2011.

La Presentación College in Duitama (Boyacá, Colombia) is organizing

Over
the last five years, theCMAI National Telecom Awards are the most
sought after and prestigious industry awards meant to identify,
acknowledge, and recognize outstanding contributions in the field
of telecommunications and ICT. They are known to provide greater
encouragement and impetus to the players for their contribution in

Youth Quiz and Debate on World Telecommunication and Information Society Day
The event will be in line with WTISD's goal of raising awareness of the possibilities that the use of the Internet and other information and communication technologies (ICT) can bring to societies and economies, as well as of ways to bridge the digital divide. The event will be
organized along with CMAI who is organizing a 5th National Telecom
Award on the same evening. Young professionals and students will participate in the event by giving their short 30 second taughts on the theme ‘Better life
in rural communities with ICTs’.
A quiz program will also be organized on topical questions so that participants
can give their answers on the spot through SMS. The winner will be given a surprise gift.
All young participants will get a certificate of participation and a badge and
they will be able to interact with ministers, government officials and industry
leaders. Participation is free of cost.

Beyond Internet Freedoms: E-governance in Iraq
On May 16,
2011, marking the World Telecommunication and Information Society
Day (WTISD 2011), the Kurdistan Regional Government Department of
Information Technology (KRG-IT) and the International Research &
Exchanges Board (IREX) hosted a conference at the KRG-Information
Technology Academy (ITA), in Erbil, on the Government Responses to
the Global Transparency Imperative. A hands-on training followed on
May 17, 2011. Bringing together policy makers and implementers,
local government, civil society, and the media, the conference aimed
at considering how to best use information technology (IT) to
promote transparent and efficient governance. Discussion and debate
highlights included: 1) the ongoing international debate occurring
at all societal levels regarding the relationship between technology
and transparency; 2) the belief that democracies function better and
national economies are stronger when government policy supports
Internet freedoms; and 3) how Internet freedom is unattainable and
e-Governance impossible unless officials understand the principles
and tools of digital communication technology.

43rd Celebration for World
Telecommunication and Information Society Day
World Telecommunication and Information Society Day was
established to commemorate both the foundation on 17 May 1865 of the
International Telegraph Union, which was the predecessor of the ITU,
and the World Summit on the Information Society held in 2003 and
2005. Every year, ITU-AJ holds a ceremony to celebrate this
anniversary.

Ministère en charge de la Communication, et de plusieurs autres

servi de cadre pour les manifestations. Très tôt le matin, les
populations de la commune se sont massivement rendues sur le site.
Les différents opérateurs des télécoms ont déployé les gros moyens
pour marquer leur présence. L'assistance a été tenue en haleine
grâce à l'animation orchestrée à partir des camions-podiums déployés

As
part of the programme for World Telecommunication and Information
Society Day, a Forum is to be held on Better Life in Rural
Communities with ICTs –The Role of Broadband, since broadband
connectivity is essential when it comes to establishing the
information and communication highway in order to link up, not only
urban centres, but also rural communities, so as to bring people
closer together and allow them to help one another. This
Forum aims to show the activities of INICTEL-UNI to facilitate access to
information and communication services and reduce the digital divide
through an appropriate use of ICTs linked to the economic,
productive and social development. One of the key activities is the
installation of Rural Telecenters equipped with computers and
peripherals connected to a central station to help improve the
quality of life of the rural population. Thirty such telecenters
have been implemented so far. They are located in remote locations
throughout the Peruvian territory.
En el marco del Día Mundial de las Telecomunicaciones y de la Sociedad de
la Información se ha
programado el Foro "Una vida mejor en las comunidades
rurales con las TIC - El Rol de la Banda Ancha", en virtud que la
conectividad en banda ancha es indispensable para tender la
autopista de la información y la comunicación que conecte tanto a
los centros urbanos como las comunidades rurales para acercar a las
personas y que se ayuden entre sí. Este Foro, tiene el objetivo de dar a conocer las actividades que realiza
INICTEL-UNI facilitando el acceso a los servicios de información y comunicación, y reduciendo la brecha digital a través del uso adecuado de las TIC articulado al desarrollo económico, productivo y social. Una de estas actividades es la instalación de Telecentros Rurales equipados con computadoras y periféricos conectados a una estación central para contribuir a mejorar la calidad de vida de la población rural. A la fecha
se han puesto en marcha 30 telecentros ubicados en localidades alejadas y/o de difícil acceso a lo largo y ancho del territorio peruano.

Celebrations of the World Information Society Day 2011 in
Poland focused on the very basic aspects of information society
development and growth. They were granted with patronages by the
President of Polish Republic Mr. Bronislaw Komorowski, the Speaker
of Polish Parliament Mr. Grzegorz Schetyna, President of European
parliament Mr. Jerzy Buzek, Secretary General of International
Telecommunication Union Mr. Hamadoun I. Touré, ministries
responsible for the areas related to the information society issues,
and also by Polish representatives of UN and UNESCO. The whole
agenda of the WISD’2011 celebrations in Poland extended to as much
as over twenty events in different sites of the country. The core
cluster of events included seven conferences and public debates:

2. ”Telemedicine – new standard of health services”
3.
"Implementation of European Digital Agenda in Poland: what to do
and how to do it"
4. "Showing e-excluded Polish citizens the way

Conferences and public debates
organized within the frame of WTISD were attended by leading
decision makers, experts, members of parliament and government
agencies, local activists, and by a large number of those who were
interested in the discussed topics. The World Information Society Day Gala
gathered about 500 people representing the Polish government
agencies, education, science, and ICT business. This gave an
exceptional opportunity to multiple personal meetings amongst the
people who work for the common aims, but, have few occasions to
contact in their everyday activities. The Gala took place within the
walls of a historic Ujazdowski Palace in Warsaw. Same as in previous
years, the celebrations of WTISD 2011 in Poland were organized and
coordinated by the Polish Information Processing Society (Polskie
Towarzystwo Informatyczne – PTI).

The 15th anniversary edition of the Communications Day will
take place in Bucharest on 26 May 2011. This annual landmark event,
which gathers the most important players from the telecom field,
aims at emphasizing the strategic trends and the priorities of the
local IT&C industry. According to the preliminary agenda, two
roundtables will be organised, during which high representatives of
the International Telecommunication Union, the European Commission,
the Ministry of Communications and Information Society and the
national regulatory authority for communications, as well as top
executives of the telecom industry will be invited to expose their
views relative to this sector's challenges in the recession and
post-recession era.

On May 23 the Association of the
Telecommunications Industry of Singapore (ATiS) will be organizing a
celebration of WTISD. Due to a Public holiday on May 17, the event
has been scheduled on a day to maximize attendance from the
Government, Diplomatic Community, Industry and Student participants.
WTISD is being held at the Singapore Institute of Management SIM and
is supported by the Infocom Development Authority of Singapore (iDA),
who is also providing the Guest of Honour, Ms Aileen Chia, Deputy
Director General Posts and Telcom, Policy & Competition Development
Group. The event is also supported by TRPC Corporate and the APCC.
Apart from WTISD formalities, two internationally acclaimed
Speakers; Dr. John Ure Phd and Mr Bhatia Bharat from Motorola
Solutions will present on; 'Broadband Telecoms Regulatory
Challenges for Operators, Operational Challenges for Regulators’
and 'Protecting our Rural Communities with ICTs’
respectively. A Moderated Panel discussion will attempt to highlight
the plight of Rural Communities in countries that are not very far
from Singapore and how Singapore can assist these countries.

 "ICT in Catalonia of 2020" will take place on May 18th.

Considering the objective of its founding fathers, namely

symposium on the theme "Evolving of Information Exchange" in
Colombo, Sri Lanka, on 27 May 2011. IET Sri Lanka Network considers
it as most appropriate to commemorate the 140th anniversary of the
founding of this organization with the aforesaid symposium. The

St. Vincent and the Grenadines
The Telecommunications, Science, Technology and Special
Projects Department under the Office of the Prime Minister will commemorate WTISD by hosting two activities: one in the capital, Kingstown and the other in Fancy (a rural community).
The activity in Fancy (one of the rural communities) will be in the form of a "Telecommunication Fiesta" with remarks from the Director of Telecommunications, Science, Technology and Special Projects Department,
a Constituency Representative and a Representative from the Ministry of Education. The audience
will include primary and secondary school children and members from
neighboring rural communities.
There will be displays from the Telecommunications, Science, Technology and Special Projects Department, the National Telecommunication Regulatory Commission, the National Centre of Technological Innovation, Ministries of Health and Education, the Internet Service Providers and Jujube Book Store.
The displays will be present at the two locations.
There will also be a special televised feature at 8 p.m. on 17 May 2011 on national ICT initiatives from the public and private sectors.

The Ministry of Communication and Information
Technology in cooperation with the National Cooperation of
Telecommunication and the National Centre for Information organized
a gathering including an exhibition of the telecommunication basic

companies in the country. A symposium was also held under the title
“Covering the rural areas: a socio-economic vision".
World Telecommunication and Information Society Day was
marked by several educational activities and a symposium as well as
the launching of a documentary film on the subject. A Message from
the Minister of Communications and Information Technology was
broadcast on radio and TV, and the World Day events, including
important meetings with officials, were covered extensively by the

On the occasion of the World Telecommunication and
Information Society Day 2011, the Royal Thai Government, through the
Ministry of ICT jointly with the ITU Regional Office for Asia and
the Pacific and the United Nations Economic and Social Commission
for Asia and the Pacific (UN-ESCAP), have organized "WTISD 2011
Bangkok Celebration" to mark the occasion with its theme of “Better

Tic y agricultura: El rol de las Tic en el desarrollo agrícola
Los días 13, 14 y 15 de junio de 2011 habrá de realizarse en el
Auditorio del Complejo Torre de las Telecomunicaciones el evento
“Tic y Agricultura: El rol de las Tic en el desarrollo agrícola”,
organizado por Antel, la empresa de comunicación de los uruguayos,
la Segib (Secretaría General Iberoamericana) y la AHCIET (Asociación
Iberoamericana de Centros de Investigación y Empresas de
Telecomunicaciones), con el apoyo del IICA (Instituto Interamericano
de Cooperación para la Agricultura) y el Ministerio de Ganadería,
Agricultura y Pesca de Uruguay. El objetivo del mismo es estudiar la
incidencia de las tecnologías de la información y las comunicaciones
en el desarrollo agrícola, difundir las buenas prácticas que se
