Saudi Arabia moves from oil to a knowledge economy, its well being is threatened when citizen unemployment reaches 10.5% with expatriates holding 89% of the 7.7 million jobs. the Ministry turned to ICT, integrating 3 ministries’ data in “Nitaqat” which rates the private sector for its performance in job nationalization into 4 tiers (Red/Yellow/Green/Platinum). The system incentivizes entities to nationalize jobs. After implementing the system working in private sector increased from 11% to 11.5% in less than 3 months. 1.12 million New jobs by 2014 with an annual rate of 5.3% is possible.
