In 2005 when the Government of Saudi Arabia set a goal of moving toward a Knowledge Society little was in place to enable success. A Royal Decree directed Min. of CIT to formulate a plan for providing government services electronically and established Yesser, the e-Government Program: Within 7 years more than 750 eServices are now enabled by a Government Service Bus to the National Portal www.saudi.gov.sa, crossing gender, age and income barriers with a growth rate of 250 services each year. Yesser offers training programs (7000 in 2011); Facilitates PPP and develops highly participatory National eGovernment Plan.
