BRIEF PRESENTATION OF KILIMANJARO INTERNATIONAL INSTITUTE FOR TELECOMMUNICATIONS, ELECTRONICS, AND COMPUTERS (KIITEC)
Over the last twenty years, the new technologies and more especially micro electronics, micro computers, internet and telecommunications have developed and increased the gap between industrialized countries and the emerging countries located in Africa.
People living in the latter mentioned countries have demonstrated a perfect adaptation to imported mechanical devices due to their good know how and cleverness. On the contrary, importation of TV sets, cell phones, and personal computers has led them to insolvable maintenance problems because the national education system favours theoretical knowledge to the prejudice of hands-on training.
The only solution in the absence of adequate maintenance, know-how, tools, components, or spare parts has been to increase importing of new goods from Asia.
Thus, for example, these countries have had no other options for telecommunications than to invest in new technologies, no standard network being available. So they have taken up a very heavy financial load, completely out of proportion with their financial resources.
The idea was raised to create schools to train maintenance technicians so as to solve this problem which led to our realization of the Kilimanjaro International Institute for Telecommunication, Electronics and Computers in Arusha (Tanzania).
OBJECTIVES AND FUNCTIONS
The Kilimanjaro International Institute for Telecommunications, Electronics, and Computers (KIITEC) is a technical institute providing to students entry level skills in internet, telecommunications, electronics, and computers related to maintenance and development of cell phones, TV sets, and personal computers. We are now creating some new sections such as solar energy and medical devices.
KIITEC provides entry level technicians for West Tanzania's business and industrial needs.
KIITEC offers students a main training program over two years (basic and advanced), and optionally a third year for specialization according to the job opportunities.
The aims and objectives of KIITEC are technical education from the vocational level to college degrees, provided in an international and professional manner. Besides the courses given in Arusha, internship programs in industry and African and European partnerships are already operational. For example, Schneider Electric has an excellent policy in the field of this matter. A Kenyan company “Power Technics” is the regional leader to spread some professional advanced skills.
In this African Institute, KIITEC makes available the best high-tech facilities to the students; it also provides hostel accommodation, recreation sports, and free health care.
KIITEC is providing its students with the latest, state-of-the-art, updated training, meeting regional, national and international needs and standards through academics and hand-on-education. KIITEC is fostering entrepreneurship, honesty, respect and responsibility.
KIITEC’s mission is to ensure that their students become technologically competent technicians who are responsive to the broader needs and challenges of society via Internet, Telecommunications, Electronics and Computers. Its aim is to make technicians' dreams achievable by providing the opportunities that prepare them to live and work in a democratic society by:
a) Positioning the institute as a centre of excellence in training technicians
b) Creating an effective and sustainable structure for the development of high-quality
training of technicians.
c) Supporting and developing the professional, educational, and personal needs,
interests and capabilities of each trainee.
d) Facilitate interests of individual trainee
e) Developing critical thinking and problem solving schemes through an appropriate
combination of theory and practice.
f) Encouraging staff commitment to quality education and service by creating an
environment that fosters continued growth, academic freedom and professional
development of our institute and staff, personal and professional advancement
through lifelong learning.
g) Providing equity of access for those who are qualified and educationally
disadvantaged learners to undertake programmes at the institute.
h) Continued improvement through planning, implementation and assessment
i) Building teamwork among trainees and staff
j) Putting emphasis on taking responsibility and leadership in the society
k) Laying a common foundation of knowledge and understanding through a
general education core.
Two NGOs work together for this realisation and one foundation takes care of the financing
The main operational actor is a French NGO: ADEI which – under the Presidency of Dr. Jean-Pierre Acquadro - contributes to non-industrialised countries' development by making available the scientific and technical experience and know-how gathered through its members and networks. Training and education is the basis of ADEI policy: technology and knowledge transfers can only be successful if preceded and accompanied by appropriate training.
ADEI joins with enthusiasm the qualified team constituted to support the Board’s endeavour, backs the scope and aim of the project and holds the view that the conditions for a success are brought together. The ADEI/KIITEC partnership is a source of mutual enrichment and benefit.
The second NGO deeply involved is “Ingenieurs du Monde” which has ECOSOC consultative status. It role is to help provide some punctual technical expertise or support and to create a “bridge” with the UN institutions. Ingenieurs du Monde is chaired by Dr. Francois Ullmann. www.ingenieursdumonde.org
The determining concept and crucial financial contribution is made by the “Foundation for Technical Education” which is chaired by Dr. Francis Brochon.

This realization could be used as a model which might obtain some real tangible and good results:
- all students are hired with a good level of salary
- the relationship with the partnership is maintained permanently in a friendly manner
- the level of imports of technical equipment is decreasing because repairs can now be made locally
- the setting up of a strategy of development is facilitated for local industries
- the teaching knowledge stays locally
- the operational technical knowledge stays locally too
- the model is duplicable
