The Development Gateway's e-Government Grants Program helps increase efficiency in the public sectors of developing countries through improved transparency and institutional capacity in critical areas. The program, initiated in partnership with the Government of Italy, provides a framework for the rapid deployment and scaling up of promising, relatively inexpensive e-government applications. Working with larger donors, the Development Gateway provides seed funding, project management expertise and structured processes that facilitate project implementation. We only support projects that are part of a national e-strategy designed to support overall development goals. And, to ensure immediate value for all partners, our projects rely on existing studies and plans that have already been endorsed by the implementing governments. Finally, our approach offers a flexible mechanism for additional co-funders to join, and close relationships with these donors facilitates new financing to scale up successful pilots once they are complete. Strong demand for this kind of action was demonstrated in 2004 when we received over 70 grant applications from 55 countries. Since then, we have completed our first project in Mozambique, a second is nearing completion and several others are in planning, including co-funding from the World Bank and potentially others.
Expected outcome : Increases transparency and efficiency; Enhances quality and effectiveness; Supports pilot e-government applications that can be scaled up; Identifies and pilots e-government initiatives that can be taken to scale; Builds partnerships to fund and implement these initiatives. Our completed project in Mozambique connected 15 entities in Maputo. Called GovNet-Pilot, the network is being used by over 500 employees.
