“Jumpstarting Electronic Governance in Local Government Units (eLGU) Project” Sitio web de la actividad
Descripción de la actividad:
The project comprises five (5) key component activities, namely : 1)Establishment of LGU Web Presence, 2) eLGU System Applications Development which includes the Electronic Real Property Tax System (eRPTS), Electronic Business Permit and Licensing System (eBPLS) and the Electronic Treasury Operations Management System (eTOMS), and the Geographic Information System (GIS), 3) LGU Capability-building, 4) Advocacy and Promotions and the 5) Establishment of Community e-Centers.
eLGU’s overall general objective is to revolutionize local governance by making the LGUs electronically enabled thereby improving the delivery of public service, promoting transparency in government transactions and increasing public access to government information and services, among others. Specific and detailed objectives of which are as follows :
Specific:
• To increase public access to information and services by assisting LGUs in establishing interactive citizen-centric web presence and by setting up community e-centers in selected pilot LGUs
• To improve the assessment, billing and collection of real property and business taxes through the implementation and operationalization of web-enabled, open-source-based local government application systems
• To build the capability of LGU personnel to operate and maintain the application systems through the conduct of technical trainings
• To institutionalize ICT use in the LGUs through the preparation and approval of LGU IS plans
• To ensure the smooth transition from the current state – manual transactions – to the desired state – electronic governance – by equipping the LGU change agents and implementers with change management skills
• To showcase successful strategies and best practices in embracing computerization and implementing computerized information systems and facilitate the learning process on information system implementation through various knowledge-sharing approaches such as conferences and benchmarking study missions
