Lithuanian institutions – the Ministry of Transport and Communications, the Ministry of Interior and Communications Regulatory Authority - are preparing the concept of the Law on electronic communications networks and information security of the Republic of Lithuania, the draft of the Law and the plan of its implementation. These which should be adopted by IIQ 2006.
This Law is a new policy making challenge in field of network and information security as it should be a comprehensive act of primary legislation systematically covering most important issues of ensuring network and information security and defining institutional structure dealing with network and information security in Lithuania. The main objective of the draft Law will be to promote users reliance on information society and encourage the development of secure information society.
The Law will establish the main requirements of networks and information security. Detailed rights and obligations will be established to the providers of public communications networks, publicly available electronic communications services, providers of information society services or providers of information society intermediary services. The main tasks relating to supervision of the provisions related to networks and information security will be conferred to the Communications Regulatory Authority (RRT), empowering RRT to control how undertakings implement main requirements of networks and information security. The national CERT will be established.
The observance of voluntary declared conformity of networks and services with the main networks and information security requirements will be encouraged. The draft Law will establish basis for security of networks and information system of state and municipal institutions, allowing higher level of networks and information security in state and municipal institutions.
The main target is to build comprehensive framework of network and information security in private and state owned electronic communications networks.
