The 11th Five-year Plan of Telecommunication Industry

The 11th Five-year Plan of Telecommunication Industry, as a part of National 11th Five-year Plan, will guide the telecommunication industry developing in China from 2006 to 2010. Ministry of Information Industry of China is responsible for the plan. The plan has four parts such as plan compendium, regional plans, provincial plans and governmental functional plans.
The plan compendium, the top plan of the 11th Five-year Plan of Telecommunication Industry, indicates the developing path and objectives, primary tasks and policies that should be implemented in next five years to direct government administration, enterprise management and public service in telecommunication industry in 11th Five-year Period, in order to promote the national informationization and keep harmonization of the industry with economic and social development.
As a service industry, telecommunication industry should attach importance to the harmony with regional economic and social development. The regional plans breaking the limitation of administrative district partition emphasize the harmony development of different regions. The provincial plans composed by the provincial Communication Administration Bureaus indicate the telecommunication industry developing emphases and regulating policies in provincial areas.
The functional plans base themselves on the governmental functions of MII. They put forward major objectives and key policies for the industry administration; indicate how to execute the functions of MII to achieve a healthy, high-speed and well-ordered developing telecommunication industry in 11th Five-year Period.
Now, the 11th Five-year Plan of Telecommunication Industry is being consummated. It will be published publicly in the first half of 2006.
