Recommendation Rec(2004)15 on E-governance (adopted by the Committee of Ministers of the Council of Europe on 15 December 2004) website of the activity
Recommendation Rec(2004)15 provides the guidelines needed for member states to develop strategies which will enhance the relationship between public authorities and civil society, and form a common vision and practice of e-governance to strengthen democratic institutions across Europe.
The recommendation emphasises that the use of ICTs in democratic practice should create new opportunities for strengthening citizen participation, and the transparency and the responsiveness of democratic institutions.
The appended explanatory memorandum cites positive examples of initiatives using ICTs to support democracy which are already in effect both in Europe and in the rest of the world.
