Activity: ICT Industry Recommendations to European Interoperability Framework
 
Activity description: The European Interoperability Framework (EIF)has set forth a definition of interoperability and a corresponding definition of open standards. This white paper concludes that: 1) the EIFs current definition of open standards in the ICT sector would violate the fundamental principles of non-discrimination and equal treatment which underlie the EU's entire public procurement regime and 2) any definition of open standards should be consistent with the EU's overall policy of promoting innovation and competition by protecting intellectual (including industrial) property.
