Created in 2000, the Information for All Programme (IPAP) provides a platform for international policy discussions and guidelines for action on preservation of information and universal access to it, participation of all in the emerging global information society and ethical, legal and societal consequences of ICT developments. Its Intergovernmental Council is composed of representatives of 26 Member States guiding the planning and implementation.
