This project is a consequence of an agreement between the Science and Technology Ministry and Cisco Systems. The Ministry has been developing public sites to offer connectivity to the community. Until now, 230 infocenters have been created. With this project ten training centers at these places are being developed to offer networking training to underserved communities. Five infocenters are already working with this project. In 2005 another five are planned to be opened. The Ministry is providing the infrastructure investment in equipment and the budget to pay instructors and administrative staff. Cisco is providing the curriculum through the Cisco Networking Academy Program.
