As a follow up to the 2003 Geneva phase of WSIS, ESCWA proposed a Regional plan of action (RPoA) for building the information society in the region (ESCWA/ICTD/2004/4, English/Arabic). The RPoA put forward a comprehensive strategic framework aiming at the creation of adequate endogenous capabilities for harnessing information and knowledge, and contributing to building the information society and enhancing development in the region. The proposed framework was based on ten thrust areas, partnership programmes and regional projects. The RPoA was the result of collaborative efforts at the regional and international levels. Foremost are the Geneva Plan of Action (PoA), and the Arab ICT strategy, adopted by the Arab Summit in 2001. Regional specificity was addressed through a series of roundtables held by ESCWA during 2004. In December 2003, a tentative plan of action for building the information society in the region was produced, including a list of action lines and time frames and constituted the basis for discussions for the 2004 roundtables, the outputs of which were inputs for the development of the RPoA.
