The objective of this technical cooperation is the organization and implementation of a series of sub-regional and regional meetings (from June 2004 to Tunis, November 2005) that will allow the national authorities working in the area of development and information society in Latin America and Caribbean, to illustrate their needs, aspirations, future plans and actions in the area of ICT for development and e-government. A series of core issues, that are internationally recognized as pillars of any ICT strategy and whose common definition and agreement will constitute a tangible deliverable of the project, will be underlying discussion and proceedings in the sub-regional and regional seminars: Technical aspects (i.e. standards, interoperability, reusability etc.); Inclusion of the ICT strategy in the national development policies; National and regional commitment;
This technical cooperation aims at reaching regional consensus on these topics and wants them to become an effective tool for the accomplishment of a global strategy and, in particular, for the attainment of financial and technical support in order to ensure the application of ICT toward the achievement of the MDGs.
Goals of this initiative are:
(a) support countries in the Region towards a stronger presence and attendance during the World Summit on the Information Society in Tunis and intermediate events;
(b) strengthen the countriesf planning and decision-making capability in the area of ICT for development and e-governance in the Region;
(c) support the inclusion of ICT in the development strategy of countries in the Region and the identification of joint, concrete actions that can implement such strategies; and
(d) support the achievement of a regional consensus as a negotiating tool towards a sustained development of the information society in the Region.
