The Declaration contains a series of principles and guidelines for states and other stakeholders at the national, European and global level, which can help to ensure respect for human rights and the rule of law in the information society, taking account of the rights and responsibilities of all relevant actors. The first part of the Declaration considers the impact of the information society on specific human rights guaranteed by the European Convention for the Protection of Human Rights and Fundamental Freedoms (ECHR). The second part considers the respective roles and responsibilities of Council of Europe member states, civil society, the private sector and the Council of Europe itself. This Declaration was the Council of Europe's contribution to the Tunis Phase of WSIS.
