| Activity description: | The strategic objective of developing the information society in Belarus is to ensure the country's sustainable socio-economic, political and cultural development, improve its citizens' quality of life, and create broad opportunities for satisfying the individual's needs and allowing free personal development. The objective is being pursued through the following initiatives which are being carried out in accordance with the basic principles of development of the information society as defined in the aforementioned strategy: Development of a state information policy to promote the development of the information society based on innovation; Development of an information and communications industry to anticipate and meet the growing information needs of citizens, business and the State; Development of a national information industry, measures to attract investment in national production of ICT, information resources and electronic services; Improvements to the education system in order to train high-quality human resources; Development of a system of information security in order to protect the national interests of Belarus in the global information space and promote the lawful and secure use of ICTs in all areas of social activity. The principal aims of the programme are to: develop a national information and communications industry to anticipate and meet the growing information needs of citizens, businesses and the State; create an obstacle-free environment for the provision of electronic services; develop national information resources and ensure access to them throughout the national territory; and promote collaboration among all participants in information exchange; improve the effective performance of basic state functions by creating and developing a state electronic services system; improve the quality of and access to public medical care and the availability of health care services; create conditions conducive to improved quality and effectiveness of public information by developing ICT-based information services on employment and social protection; improve the functioning of agencies and bodies subordinate to the Ministry of Labour and Social Protection; create conditions to promote development of the information society based on development of human capital and widespread introduction of e- learning; implement a state IT policy to promote the development of international trade as an integral part of the national economy, making the national economy competitive on world marketsand developing electronic services for international trade partners, both Belarusian and foreign; broaden representation of the State, businesses and public organizations in the global Internet, and develop national Internet content; develop a system of information security to promote the lawful and secure use of ICTs, enhance trust, and create conditions allowing electronic services to be provided and used securely; create conditions needed to develop the IT industry in order to accelerate development of IT services, attract orders for the development of IT products, and promote increased foreign currency Hows into the Republic. |
