The document proposing the paths of Moscow’s development as a modern information conglomerate was developed by the Institute in 2000 and is based upon an in-depth analysis of the global experience and the specific circumstances of the Russian capital. The Concept was elaborated in response to the request by the Moscow Government (Department of Economic Policy and Moscow City Development) and was approved on July 20, 2001 by the Moscow Mayor’s Resolution No. 715-ÐÌ.
