Activity description: The legally not-binding, but politically committing recommendation provided an analytical framework based on the three areas of end-user needs: 1. information, 2. communication and 3. services. The governments are expected to: - Take measures necessary for developing a model framework for best practices ; - Support and participate in preparing guidance tools for better practice of Internet - Promote the concept of the health competent consumer and the self-regulation and the use of ethical codes. Clear evidence of the quality of the information is key. Key conclusions: technological neutrality approach, universal access, avoiding an ‘internet exceptionalism’, consistency in legislation and regulation ( fraud, consumer protection), staying within the bounds of the normal expectations in democratic society of freedom of expression. Iinstead of trying to define and determine health content, governments serve the interests of patients best when they establish appropriate policies for providing education and promoting best practices in the use of information sources
