Guidelines for FELLOWSHIPS
To facilitate the participation of developing countries at the WSIS Second Preparatory Meeting, 17-25 February 2005, ITU is pleased to announce that a limited number of fellowships will be available to developing country representatives from Government and from NGOs and civil society entities, with priority being given to participants from Least Developed Countries.
A. Rules governing the administration of fellowships for the WSIS Second Preparatory Meeting, Geneva, from 17-25 February 2005
A.1 Application procedure
Submission of a nomination form duly completed (see Form), signed and endorsed by the official responsible to nominate candidates in the organization must be received no later than:
21 January 2005
Profile of candidate:

Government participants: Senior Managers responsible for ICT-related issues at decision-making or policy level.·
NGOs and civil society entities: Senior members of accredited NGOs and civil society entities with active participation in WSIS.

A.2 Selection process
The WSIS Fellowship Selection Panel will review the nomination forms and make the final choice of candidates to receive fellowships.
Criteria for the selection process

Nomination forms to be validated by the official responsible to nominate candidates, in the case of NGOs and civil society entities by the head of the organization·
Candidate’s professional experience and position and their relevance to the WSIS Preparatory meeting agenda·
Date of receipt of candidature·
Candidate from a Least Developed Country (LDC)·
Candidate from a non-LDC, if funds available·
Geographical distribution·
Gender (women candidates encouraged)·
Participation in WSIS Geneva 2003, WSIS PrepComs and/or other WSIS preparatory events·
NGOs and civil society entities: preference will be given to Bureau members from developing countries.
Only successful candidates will be informed of their selection.
A.3 Entitlements of selected participants
·
Round-trip air ticket in economy class from country of origin to Geneva by the most direct and economical itinerary.·
Accommodation selected and pre-paid by ITU for the duration of the meeting. No additional daily allowance will be paid for alternative lodging.·
Daily allowance for meals and incidental expenses.B. Medical benefits
Fellowship holders will automatically be insured against the risks of illness and accident through
J. Van Breda S.A.’s comprehensive global insurance scheme.
C. Waiver of ITU responsibility
The ITU assumes no liability for damage to persons or property caused by a participant.
D. Obligations of fellowship participants

To participate in the WSIS Preparatory meeting, Geneva, 17-25 February 2005 in accordance with instructions issued by Fellowships Service.·
To participate for the entire duration of the Preparatory meeting, from the first day to the closing session.·
To refrain from engaging in political, commercial and any other activities incompatible with the WSIS Preparatory meeting, during the period of award.E. Participation in the open consultation of the Working Group on Internet Governance (WGIG), 15-16 February 2005 in Geneva
Candidates who wish to participate in the open consultation of the WGIG should indicate their intention on the fellowships request form. Successful candidates will travel to Geneva two days before the start of PrepCom-2 and accommodation and daily allowance shall be provided. Fellowship holders must participate in the above-mentioned WGIG meeting.
F. Languages of the Preparatory meeting
Simultaneous interpretation in six official languages (Arabic, Chinese, English, French, Russian, and Spanish) will be available during the Preparatory meeting, Geneva, 17-25 February, however, some documents will be in English only.
