A founding partner at Plum, David Lewin has spent the last 25 years advising governments, regulators and operators across the world on telecommunications policy and regulation. For the past decade he has played a key role in shaping the evolution of EU regulation. Over the past two years he and his firm have put considerable effort to studying how best to use a mix of wireless and wireline technologies to supply high-speed broadband and TV services to everyone within a developed country. Relevant studies include the development of a national broadband strategy for the Government of Oman, work for the UK government on supplying high-speed broadband to the final 10% of the UK population, and a study for the GSMA on the costs and benefits of reallocating a second tranche of UHF spectrum from TV broadcasting to mobile services in Europe.
